Background Following the passage of Measure Z in November 2020, a citizen committee was established to review and advise upon the spending and use of Measure Z funding in accordance with the Ordinance establishing the transactions and use tax. This committee provides financial transparency and ensures this funding is being used in a manner appropriate to the established goals and needs of the community. Pursuant to City Council Policy No. 200-5A, members shall be at least 18 years of age and may not serve on any other Commission or be an officer or employee of the City or a person under an employment contract. Members must reside within the City Council District represented by the appointing City Council Member. Members shall be subject to a routine background check to be administered by the Police Department. Discussion Pursuant to City Council Policy No. 200-5A, the Committee includes one (1) resident member from each of the City’s five council districts. Each member is nominated by the district’s elected Council Member. The City’s elected City Treasurer also serves as an Ex-Officio, non-voting member, on the committee. Three (3) terms of appointment (Districts 2, 4, and 5) ended on December 31, 2021. The City Clerk’s Office posted a Notice of Accepting Applications for the Measure Z Citizen Committee from December 28, 2021 through January 21, 2022. A total of six applications were received by residents within the three open Districts. After reviewing all applications, Council Members Manos and Magee and Mayor Pro Tem Johnson have selected the nominees below for formal reappointment by the full City Council: District 2 (Steve Manos) – Edwin Castro District 4 (Natasha Johnson) – Raquell Lall District 5 (Robert “Bob” Magee) – Jimmy Gist Fiscal Impact There are no fiscal impacts related to this item at this time.
