10)Resolution of Consideration of Change Proceedings for Community Facilities District
No. 2015-4 of the City of Lake Elsinore (Terracina)
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT
NO. 2015-4 OF THE CITY OF LAKE ELSINORE (TERRACINA), DECLARING ITS INTENTION
TO CONSIDER AN AMENDMENT TO THE RATE AND METHOD OF APPORTIONMENT OF
SPECIAL TAX

11)Amendment to the Joint Powers Authority (JPA) Agreement with the Western Riverside
Council of Governments (WRCOG)
Approve and authorize the Mayor to execute the Amendment to the Joint Powers Agreement
(JPA) with the Western Riverside Council of Governments (WRCOG) in such final form as
approved by the City Attorney.

12)Agreement for Contractor Services with Weka, Inc.
Award a Contractor Services Agreement to Weka, Inc. for channel clearing and grubbing of
excess vegetation growth and re-establishment of the drainage flow line on Ontario Way; and,
Approve and authorize the City Manager to execute the Agreement for a not -to-exceed amount
of $108,610.00 with Weka Inc., in the form attached, and in such final form as approved by the
City Attorney.

13)Amendment No. 2 to the NPG, Inc. Contract for the Annual Asphalt Maintenance
Program (CIP Project #Z10002).
Approve and authorize the City Manager to execute Amendment No. 2 to NPG, Inc. for the
Annual Asphalt Maintenance Program in an amount not to exceed $1,500,000.00 in the form
attached and in such final form as approved by the City Attorney; and,
Authorize the City Manager to execute change orders not to exceed a 10% contingency amount
of $150,000.00 for uncertainties.

DISTRICT NO. 2021-1 OF THE CITY OF LAKE ELSINORE (TUSCANY VALLEY/CREST),
APPROVING AN AMENDED AND RESTATED RATE AND METHOD OF
APPORTIONMENT OF SPECIAL TAX FOR EACH OF IMPROVEMENT AREA NO. 1 AND
IMPROVEMENT AREA NO. 2 OF THE DISTRICT AND CALLING ELECTIONS THEREIN;
2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ACTING IN ITS CAPACITY AS THE LEGISLATIVE BODY OF COMMUNITY

CITY MANAGER COMMENTS
City Manager Simpson had no comments.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Magee announced weekend lane closures due to the I -15 Railroad Canyon Interchange
Project; and advised that the RCTC Budget Committee approved approximately $800,000 of SB 821
funding for the Chaney Street Bicycle Lanes Project, Downtown Sidewalk and Bicycle Project, and
Lakeshore-Machado Sidewalk Project.
Council Member Tisdale provided information regarding free at -home COVID-19 test kits; noted nightly road
closures relative to the State Route 74/Ortega Highway Widening Project; encouraged community
members to participate in the Tough Mudder event January 29-30, 2022 at Diamond Stadium; and thanked
the Riverside County Sheriff's Office for their service to the community.
Council Member Manos addressed his absence from the last meeting; addressed concerns raised
regarding safety and encouraged members of the public to attend City Council meetings; and urged
community members to submit district maps in support of the City's redistricting efforts.
Mayor Pro Tem Johnson announced a blood drive hosted by the Animal Friends of the Valleys at 4:00 p.m.
on Monday, January 31, 2022; encouraged residents to volunteer for the 2022 Homeless Point-in-Time
Count on February 23, 2022 from 5:30-9:30 a.m. in the Cultural Center; invited residents to the Spring
Jamboree event on April 16, 2022 from 9:00 a.m. to 12:00 p.m. at McVicker Canyon Park; advised that
EVMWD's Peck & Chestnut Street Sewer Replacement Project is now underway in downtown; and
addressed public comments received during the meeting.
Mayor Sheridan advised that CR&R and the City are working on a video portraying what street sweepers
do; announced that Co -Ed Adult Slow Pitch Softball registration is open through February 14, 2022; spoke
on the success of the Mornings on Main Farmers Market and encouraged the community to attend the
event; provided information on the Film Lake Elsinore Subcommittee; and adjourned the meeting in
memory and remembrance of Law Enforcement Officers who made the ultimate sacrifice.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 9:38 p.m. to the next Regular meeting of Tuesday,
February 8, 2022 in the Cultural Center located at 183 N. Main Street. Closed Session will commence
at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business
meeting will commence at 7:00 p.m.
