On May 22, 2020, the City of Lake Elsinore/Riverside County Sheriff's Department executed a search
warrant on the above noted property due to an illegal residential marijuana grow operation. The confirmed
cost of abatement of a nuisance upon any lot or parcel of land shall constitute a personal obligation of the
property owner and the City is authorized to commence an action in any court of competent jurisdiction to
collect the cost of abatement from the property owner(LEMC 8.18.140).
The Staff cost of the operation was$2,982.86 which includes:
Riverside County Sheriff Staff Time $1700.82
City Staff time $705.66
Administrative Fee $290.74
Emergency Board Up $250.00
Mileage $35.64

In addition to any other penalty and enforcement authority provided in this code, every violation of a
provision of this code or adopted codes shall be subject to a civil penalty not to exceed $1,000.00
A penalty may be imposed for each violation of this code and each day a violation exists. Such penalty may
be imposed against any person or entity causing, permitting, or maintaining any violation of this code,
adopted codes or State law the City is authorized to enforce (LEMC 1.16.040).
The total cost of the operation is $12,982.86 which is due and payable upon receipt of this demand letter
(LEMC 1.16.070). If you do not agree with these charges you have 15 days upon receipt of this notice to
file an appeal(LEMC 8.18.100). No building permits or releases will be issued until all outstanding fees are
paid. Failure to pay will result in a special assessment against the property taxes, if taxes are not paid, the
property may be sold after three(3)years by the tax collector for the unpaid delinquent assessments(LEMC
8.18.130).
