City Corporate Yard
Recommendations
Authorize the City Manager to approve the purchase of the design, fabrication, and delivery of a
storage pavilion for the City Corporate Yard (CIP Project #Z20024) from Braemar Fabricating
Systems for $143,360.00.
Background
City Public Works maintenance demand and growth have influenced the need for additional
covered storage. Recent global events surrounding supply chain disruptions and semiconductor
chip manufacturing shortages have across the entire service industry measurably, diminished
operational effectiveness. What was once generally immediately available in the local supply and
material market is now a back-ordered item especially if larger quantities are needed. City
maintenance requirements fluctuate and so does the world around us with an even greater effect
on our operation. To succeed, in the future in light of projected growth and unpredictable global
uncertainty investment in a large covered commercial storage facility is a solid business move.
Section 3.08.070 of the Lake Elsinore Municipal Code provides that the City Council may
authorize the City Manager to bypass the normal procedures requiring multiple bids on purchases
in excess of $30,000 when in the best interest of the City. As discussed below, the unique product
offered by this vendor matches perfectly with the City’s needs and is aesthetically consistent with
the existing facilities.
Discussion
The existing storage facility is outside and on a gravel lot. The new storage pavilion will match
other buildings and provide the needed covered storage expansion and simultaneously maintain
a clean design appearance. The footprint of the pavilion will be 65 feet wide and 100 feet long
with a roof height of 22 feet. This pavilion will contain 9,500 square feet of covered storage with
a hard deck drivable surface (concrete). The base pavilion level will have 6,500 square feet of
covered storage and an additional 3,000 square feet of mezzanine storage on a second level; all
fully accessible by forklift and drivable machinery. Also, a benefit to this matching design is the

ability to utilize engineering calculations from existing buildings without additional cost to develop
new engineering requirements. The new storage pavilion will be placed next to the existing City
trash yard and a new security fence will replace the current white fence.
Covered storage can benefit the City in many ways and provide needed versatility to the operation
by having everything you need close by. This storage pavilion will provide many operational
benefits to the City Public Works Maintenance operation including the below:
Equipment Storage
The benefit here will be the storage of both large stationary pieces of equipment that you need to
be protected from the outdoor elements and also, storage for movable, drivable machinery such
as the equipment used at offsite projects.
Covered Storage
The covered pavilion will be easily accessible by loaders, trucks, and nearly all wheeled vehicles
in the City’s Fleet as they drive right into the pavilion and gather what they need. Plus, it keeps
your material safe from all weather conditions. Bulk storage items of different sizes and different
amounts of things will be easily stored and completely manageable under the pavilion.
Improving Operational Efficiency
The City maintenance effort must keep workflow moving to have a high level of achievement.
Having this workspace is the best way to do that. Management can designate workflow and any
operational requirements so that field processes become streamlined and easy for day-to-day
operations, special events, or one-time situations.
Fiscal Impact
Public Work’s Storage Building Design, Fabricate and Deliver a Storage Pavilion Project (CIP
PROJECT #Z20024) is included in the Fiscal Year 21/22 – 25/26 Capital Improvement Plan (CIP)
budget.
