The Planning Commission by a 5-0 vote:

The Planning Commission’s decision is final and no action by the City Council is required unless
the City Council by majority vote elects to review and reconsider the Planning Commission’s
decision by ordering the matter set for a future noticed public hearing according to Section
17.410.100.F of the Lake Elsinore Municipal Code (LEMC), or the applicant or an interested
person files a complete appeal application within 15 days of this notice appearing on the City
Council’s agenda.
Background
Sign Application No. 2021-16 proposes to establish a uniform sign program for the Corydon
Gateway Project that provides standards and specifications that assure consistency of signage in

terms of design, composition, size, and placement throughout the project. The uniform sign
program includes the following signs:
Center identification signs:
o 20’-0” high multi-tenant sign located at the corner of Lemon Street and Mission
Trail
o 15’-0” high multi-tenant sign located along Corydon Street
o 8’-3” high multi-tenant sign located at the corner of Mission Trail and Corydon
Street
o 5’-0” high multi-tenant directional sign located along the project’s northerly drive
isle
Two 7’-0” high each freestanding single-tenant signs fronting on Mission Trail and Corydon
Street
Two 7’-0” high each fuel pricing signs fronting on Mission Trail and Corydon Street
Two 12’-0” high each directory signs for the flex-tech condominiums
The uniform sign program also provides guidelines for maximum sign areas for wall-mounted
signs, required letter styles, illumination, and sign materials. All future individual signs will require
a Sign Permit by the City and will be required to be in substantial conformance with the uniform
sign program.
The City Council previously approved Tentative Tract Map No. 37977, Commercial Design
Review No. 2020-02, and Conditional Use Permit No. 2020-05 and adopted Mitigated Negative
Declaration (ER 2020-04) (SCH# 2020100576) on January 12, 2021, for the Corydon Gateway
Project for the development of a commercial project that includes a 2,300 sq. ft. fast food
restaurant with a drive-through, a 4,088 sq. ft. 7-Eleven convenience store and gas station, a
4,333 sq. ft. Superstar Car Wash express tunnel car wash, a 5,200 sq. ft. tire store, and 11 flex-
tech condominiums that are 22,080 sq. ft. in total on an approximately 6.05-acre site.
The project site is located within the East Lake Specific Plan, at the northwestern corner of the
intersection of Mission Trail and Corydon Street. The project site encompasses Assessor Parcel
Number (APN) 370-050-026 and a portion of 370-050-030.
The uniform sign program was approved on December 7, 2021, Planning Commission meeting
with a 5-0 vote. No one spoke in opposition to the project and only the applicant attended the
hearing.
Fiscal Impact
The time and costs related to processing this application have been covered by fees paid for by
the applicant. No General Fund budgets have been allocated or used in the processing of this
application. The approval of the Project does not fiscally impact the City’s General Fund.
Mitigation Measures to protect the City fiscally have already been included in the Conditions of
Approval.

Background
On January 12, 2021, the City Council approved Tentative Tract Map No. 37977, Commercial
Design Review No. 2020-02, and Conditional Use Permit No. 2020-05 and adopted Mitigated
Negative Declaration (ER 2020-04) (SCH# 2020100576) for the Corydon Gateway Project to
subdivide the 6.05-acre project site into six (6) parcels for commercial development and one lot
for a detention basin. The proposed commercial uses include a 2,300 sq. ft. fast food restaurant
with a drive-through, a 4,088 sq. ft. 7-Eleven convenience store and gas station, a 4,333 sq. ft.
Superstar Car Wash express tunnel car wash, a 5,200 sq. ft. tire store, and 11 flex-tech
condominiums that are 22,080 sq. ft. in total.
Project Request and Location

Analysis
The project located within the East Lake Specific Plan (ELSP) and has an Action Sports, Tourism,
Commercial and Recreation Land Use Designation. This designation provides for a wide range
of extreme action sports and accessory manufacturing, service and retail uses. Per Section
2.5.1.a.5 and 6 of the ELSP Retail Sales and Restaurants and eating-places, including a drive-
through service are permitted uses. Per Section 2.5.1.b.10 of the ELSP, Car washes, Gasoline
Service Stations, and Automotive Service Stations are subject to approval of a Conditional Use
Permit. A Conditional Use Permit and a Design Review application were previously approved for
the Corydon Gateway project to establish a drive-through restaurant, a convenience store and
gas station, an express tunnel car wash, a tire store, and flex-tech condominiums. This application
is for a uniform sign program which would allow the construction of onsite-signs that are accessory
structures to the previously approved commercial use.
Per Section 17.196.180.C (Signs in commercial districts) and Section 17.415.050.B (Major design
review) of the Lake Elsinore Municipal Code (LEMC), a uniform sign program for an integrated
development requires design review approval by the Planning Commission. The proposed

uniform sign program demonstrates that the size and scale of signs are harmonious with the
overall design concept of the project. The materials and colors also reflect those used for the
principal structures of the Corydon Gateway project.
The project also complies with the architectural guidelines and development standards outlined
in Chapter 8 of the ELSP by creating a sign program that enhances the appearance of the project.
The project has incorporated the City’s Branding which includes the City’s “E” logo and art work
that reflects the art reflective of action sports.
Environmental Determination
Pursuant to CEQA Guidelines Section 15162, staff has determined that the proposed project
would not have a significant effect on the environment and no new environmental documentation
is necessary because all potentially significant effects have been adequately analyzed in an
earlier Mitigated Negative Declaration (MND). All potentially significant impacts have been
avoided or mitigated pursuant to the earlier MND and none of the conditions described in Section
15162 exist. A Mitigated Negative Declaration (ER 2020-04) (SCH# 2020100576) adopted by the
City Council on January 12, 2021 evaluated environmental impacts that would result from the
development of the Corydon Gateway project. Approval of this uniform sign program will not
change the density or intensity of use; it simply establishes standards and specifications that
assure consistency of signage in terms of design, composition, size and placement throughout
the project site for the previously approved project. No substantial changes which require major
revisions to the MND exist and no new information of substantial importance which require
revisions to the earlier MND exist. Therefore, no further environmental documentation is
necessary.
MSHCP Consistency
The project is consistent with the Western Riverside County Multiple Species Habitat
Conservation Plan (MSHCP). The project consists of a uniform sign program application which
includes a design review to establish standards and specifications that assure consistency of
signage in terms of design, composition, size and placement throughout the project site for the
previously approved project. A portion of the project site (1.12 acres) is located within the MSHCP
Elsinore Area Plan, Criteria Cell # 5131. On September 24, 2020, the Western Riverside County
Regional Conservation Authority (RCA) completed the Joint Project Review (JPR# 20-06-09-01)
process and concluded that the Project is consistent with both the Criteria and other plan
requirements of the MSHCP.

Whereas, Mark Cooper, Catalyst Commercial Group has filed an application with the City
of Lake Elsinore (City) requesting approval of Sign Application (Design Review) No. 2021-16
proposing to establish a sign program for the Corydon Gateway Project that provides standards
and specifications that assure consistency of signage in terms of design, composition, size and
placement throughout the project. The uniform sign program includes the following signs: Center
identification signs: 20’-0” high multi-tenant sign located at the corner of Lemon Street and Mission
Trail, 15’-0” high multi-tenant sign located along Corydon Street, 8’-3” high multi-tenant sign
located at the corner of Mission Trail and Corydon Street, and 5’-0” high multi-tenant directional

Whereas, Section 6.0 of the Multiple Species Habitat Conservation Plan (MSHCP)
requires that all discretionary projects within a MSHCP Criteria Cell undergo the Lake Elsinore
Acquisition Process (LEAP) and the Joint Project Review (JPR) to analyze the scope of the
proposed development and establish a building envelope that is consistent with the MSHCP
criteria; and,
Whereas, Section 6.0 of the MSHCP further requires that the City adopt consistency
findings demonstrating that the proposed discretionary entitlement complies with the MSHCP
Criteria Cell, and the MSHCP goals and objectives; and,
Whereas, pursuant to Section 17.196.180.C (Signs in commercial districts) and Section
17.415.050 (Major Design Review) of the Lake Elsinore Municipal Code (LEMC) the Planning
Commission (Commission) has been delegated with the responsibility of reviewing and approving,
conditionally approving, or denying design review applications for uniform sign programs; and,
Whereas, on December 7, 2021 at a duly noticed Public Hearing the Commission has
considered evidence presented by the Community Development Department and other interested
parties with respect to this item.
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1: The Commission has considered the project and its consistency with the
MSHCP prior to adopting Findings of Consistency with the MSHCP.
Section 2: That in accordance with the MSHCP, the Commission makes the following
findings for MSHCP consistency:

1. The Project is a project under the City’s MSHCP Resolution, and the City must make an
MSHCP Consistency finding before approval.
Pursuant to the City’s MSHCP resolution, the project must be reviewed for MSHCP
consistency, consistent with the Protection of Species Associated with Riparian/Riverine
Areas and Vernal Pool Guidelines (MSHCP, Section 6.1.2), Protection of Narrow Endemic
Plant Species Guidelines (MSHCP, Section 6.1.3), Additional Survey Needs and
Procedures (MSHCP, Section 6.3.2), Urban/Wildlands Interface Guidelines (MSHCP,
Section 6.1.4), Vegetation Mapping (MSHCP, Section 6.3.1) requirements, Fuels
Management Guidelines (MSHCP, Section 6.4), and payment of the MSHCP Local
Development Mitigation Fee (MSHCP Ordinance, Section 4). The Project has been
reviewed in light of these sections and is consistent therewith.
2. The Project is subject to the City’s LEAP and the County’s Joint Project Review processes.
Approximately 1.12 acres of the project site is located in the northeastern corner of Criteria
Cell 5131, which is in MSHCP Elsinore Area Plan, Subunit 3 (Elsinore). The area that will
be developed by the Proposed Project is approximately 0.89 acres of that area. Therefore,
a formal and complete LEAP application, LEAP 2020-01 was submitted to the City on April
3, 2020. The JPR application, JPR 20-06-09-01 was submitted to the Regional Conservation
Authority (RCA). The RCA completed the review on September 24, 2020 and found the
Project consistent with both the Criteria and Other Plan Requirements.
3. The Project is consistent with the Riparian/Riverine Areas and Vernal Pools Guidelines.
The previously approved PA 2019-69 (Corydon Gateway Project) was determined to be
consistent with the Riparian/Riverine and Vernal Pool Guidelines as set forth in Section 6.1.2
of the MSHCP. The scope and nature of the project have not been modified from that which
was previously approved and is therefore consistent with the Riparian/Riverine Areas and
Vernal Pools Guidelines.
4. The Project is consistent with the Protection of Narrow Endemic Plant Species Guidelines.
The property is not in a Narrow Endemic Plant Species Survey Area (NEPSSA) for any
narrow endemic species, and no NEPSSA surveys are required. The proposed project is
therefore consistent with the Protection of Narrow Endemic Plant Species Guidelines.
5. The Project is consistent with the Additional Survey Needs and Procedures.
The previously approved PA 2019-69 (Corydon Gateway Project) was consistent with the
Additional Survey Needs and Procedures as set forth in Section 6.3.2 of the MSHCP. The
Project has not been modified from that which was previously approved under PA 2019-69
(Corydon Gateway Project). The Project is consistent with the Additional Survey Needs and
Procedures of the MSHCP.
6. The Project is consistent with the Urban/Wildlands Interface Guidelines.
The previously approved PA 2019-69 (Corydon Gateway Project) was consistent with the
Urban/Wildlands Interface Guidelines as set forth in Section 6.1.4 of the MSHCP. Because
the project has not been modified from that which was previously approved under PA 2019-

69 (Corydon Gateway Project), no further MSHCP review is necessary and the Project is
consistent with the Urban/Wildlands Interface Guidelines.
7. The Project is consistent with the Vegetation Mapping requirements.
The previously approved PA 2019-69 (Corydon Gateway Project) was consistent with the
Vegetation Mapping requirements as set forth in Section 6.3.1 of the MSHCP. Mapping was
conducted as part of the biological surveys for the original project. The project has not been
modified from that which was previously approved and therefore is consistent with the
Vegetation Mapping requirements.
8. The Project is consistent with the Fuels Management Guidelines.
The previously approved PA 2019-69 (Corydon Gateway Project) was consistent with the
Fuels Management Guidelines as set forth in Section 6.4 of the MSHCP. The project site is
not within or adjacent to conservation areas where the Fuels Management Guidelines would
be required. The project has not been modified from that which was previously approved
and therefore is consistent with the Fuel Management Guidelines.
9. The Project overall is consistent with the MSHCP.
Section 3: Based upon the evidence presented, both written and testimonial, and the
above findings, the Commission hereby finds that the project is consistent with the MSHCP.
Section 4: This Resolution shall take effect immediately upon its adoption.

Whereas, CEQA Guidelines Section 15162 establishes the standard to be used when
determining whether subsequent environmental documentation is necessary and says that when
an environmental document has already been adopted for a project, no subsequent
environmental documentation is needed for subsequent entitlements which comprise the whole
of the action unless substantial changes or new information are presented by the project; and,
Whereas, a Mitigated Negative Declaration (ER 2020-04) (SCH# 2020100576) adopted
by the City Council on January 12, 2021 evaluated environmental impacts that would result from
the development of the Corydon Gateway project, which contemplated development of a
commercial development; and,
Whereas, the project does not present substantial changes or new information regarding
the potential environmental impacts of development; and,

Whereas, on December 7, 2021 at a duly noticed Public Hearing the Commission has
considered evidence presented by the Community Development Department and other interested
parties with respect to this item.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1: The Commission has reviewed and analyzed the proposed Project pursuant
to the California Planning and Zoning Laws (Cal. Gov. Code §§ 59000 et seq.), the Lake Elsinore
General Plan (GP), the East Lake Specific Plan (ELSP), and the LEMC and finds and determines
that the proposed Project is consistent with the requirements of California Planning and Zoning
Law and with the goals and policies of the GP, ELSP, and the LEMC.
Section 2: The Commission finds and determines that no new CEQA documentation is
necessary. The project comprises the whole of an action that was analyzed in the previously
adopted Mitigated Negative Declaration (ER 2020-04) (SCH# 2020100576). Approval of this
uniform sign program will not change the density or intensity of use; it simply establishes
standards and specifications that assure consistency of signage in terms of design, composition,
size and placement throughout the project site for the previously approved project. Therefore, no
further environmental review is necessary.
Section 3: That in accordance with Section 17.415.050.G of the LEMC, the Commission
makes the following findings regarding Sign Application (Design Review) No. 2021-16:
1. The Project, as approved, will comply with the goals and objectives of the General Plan,
Specific Plan and the Zoning District in which the Project is located.
The project located within the East Lake Specific Plan (ELSP) and has an Action Sports,
Tourism, Commercial and Recreation Land Use Designation. This designation provides for
a wide range of extreme action sports and accessory manufacturing, service and retail uses.
Per Section 2.5.1.a.5 and 6 of the ELSP Retail Sales and Restaurants and eating-places,
including a drive-through service are permitted uses. Per Section 2.5.1.b.10 of the ELSP,
Car washes, Gasoline Service Stations, and Automotive Service Stations are subject to
approval of a Conditional Use Permit. A Conditional Use Permit and a Design Review
applications were previously approved for the Corydon Gateway project to establish a drive-
through restaurant, a convenience store and gas station, an express tunnel car wash, a tire
store, and flex-tech condominiums. This application is for a uniform sign program which
would allow the construction of onsite-signs that are accessory structures to the previously
approved commercial use.
2. The Project complies with the design directives contained in the General Plan and all other
applicable provisions of the LEMC.
The proposed uniform sign program demonstrates that the size and scale of signs are
harmonious with the overall design concept of the project. The mat erials and colors also
reflect those used for the principal structures of the Corydon Gateway project. The project
also complies with the architectural guidelines and development standards outlined in
Chapter 8 of the ELSP by creating a sign program that enhances the appearance of the
project. The project has incorporated the City’s Branding which includes the City’s “E” logo
and art work that reflects the art reflective of action sports.

3. Conditions and safeguards pursuant to Section 17.415.050.G.3 of the LEMC, including
guarantees and evidence of compliance with conditions, have been incorporated into the
approval of the Project to ensure development of the property in accordance with the
objectives of Section 17.415.050.
Pursuant to Section 17.415.050.E of the LEMC, the project was considered by the Planning
Commission at a duly noticed Public Hearing held on December 7, 2021. The project, as
reviewed and conditioned by all applicable City divisions, departments and agencies, will
not have a significant effect on the environment.
Section 4: Based upon all of the evidence presented and the above findings, the
Commission hereby approves Sign Application (Design Review) No. 2021-16.
Section 5: This Resolution shall take effect immediately upon its adoption.

GENERAL
1. Sign Application No. 2021-16 proposes to establish a sign program for the Corydon
Gateway Project that provides standards and specifications that assure consistency of
signage in terms of design, composition, size and placement throughout the project. The
uniform sign program includes the following signs: Center identification signs: 20’-0” high
multi-tenant sign located at the corner of Lemon Street and Mission Trail, 15’-0” high multi-
tenant sign located along Corydon Street, 8’-3” high multi-tenant sign located at the corner
of Mission Trail and Corydon Street, and 5’-0” high multi-tenant directional sign located
along the project’s northerly drive isle; two 7’-0” high each freestanding single-tenant signs
fronting on Mission Trail and Corydon Street; two 7’-0” high each fuel pricing signs fronting
on Mission Trail and Corydon Street; and two 12’-0” high each directory signs for the flex-
tech condominiums. The sign program also provides guidelines for maximum sign areas for
wall-mounted signs, required letter styles, illumination, and sign materials. The project site
is located within the East Lake Specific Plan, at the northwestern corner of the intersection
of Mission Trail and Corydon Street (APN: 370-050-026 and a portion of 370-050-030).
2. The applicant shall defend (with counsel acceptable to the City), indemnify, and hold
harmless the City, its Officials, Officers, Employees, Agents, and its Consultants
(Indemnitees) from any claim, action, or proceeding against the Indemnitees to attack, set
aside, void, or annul an approval of the City, its advisory agencies, appeal boards, or
legislative body concerning approval, implementation and construction of the Sign
Application No. 2021-16, which action is bought within the time period provided for in
California Government Code Sections 65009 and/or 66499.37, and Public Resources Code
Section 21167, including the approval, extension or modification of Sign Application No.
2021-16 or any of the proceedings, acts or determinations taken, done, or made prior to the
decision, or to determine the reasonableness, legality or validity of any condition attached
thereto. The Applicant's indemnification is intended to include, but not be limited to,
damages, fees and/or costs awarded against or incurred by Indemnitees and costs of suit,
claim or litigation, including without limitation attorneys' fees, penalties and other costs,
liabilities and expenses incurred by Indemnitees in connection with such proceeding. The
City will promptly notify the applicant of any such claim, action, or proceeding against the
City. If the project is challenged in court, the City and the applicant.
3. Within 30 days of project approval, the applicant shall sign and complete an
"Acknowledgment of Conditions" and shall return the executed original to the Community
Development Department for inclusion in the case records.
PLANNING DIVISION
4. Sign Application (Design Review) No. 2021-16 shall lapse and become void two years

following the date on which the design review became effective, unless one of the following:
(1) prior to the expiration of two years, a building permit related to the design review is issued
and construction commenced and diligently pursued toward completion; or (2) prior to the
expiration of two years, the applicant has applied for and has been granted an extension of
the design review approval pursuant to subsections (1) and (2) of Lake Elsinore Municipal
Code (LEMC) Section 17.415.050.I.1. Notwithstanding conditions to the contrary, a design
review granted pursuant to LEMC Section 17.415.050.I.2 shall run with the land for this two-
year period, subject to any approved extensions, and shall continue to be valid upon a
change of ownership of the site, which was the subject of the design review application.
5. All Conditions of Approval and Mitigation Measures related to the Corydon Gateway Project
(TTM 37977/CUP 2020-05/CDR 2020-02) shall be adhered to.
6. All Conditions of Approval shall be reproduced on page one of building plans prior to their
acceptance by the Building and Safety Division, Community Development Department.
7. Any revisions to approved site plans or building elevations shall be reviewed and approved
by the Community Development Director or designee. Materials and colors as depicted in
the approved Design Review Package shall be used unless minor modifications are
approved by the Community Development Director or designee or major modifications are
approved by the Planning Commission.
8. Provisions of the City's Noise Ordinance (LEMC Chapter 17.176) shall be satisfied during
all site preparation and construction activity. Site preparation activity and construction shall
not commence before 7:00 AM and shall cease no later than 5:00 PM, Monday through
Friday. Only finish work and similar interior construction may be conducted on Saturdays
and may commence no earlier than 8:00 am and shall cease no later than 4:00 p.m.
Construction activity shall not take place on Sundays, or any Legal Holidays.
9. No individual signs are approved as part of this approval. The applicant or designee shall
submit an application for a sign permit, pay appropriate fees and receive approval from the
Community Development Department for any sign(s) installed at the project site.
10. Graffiti shall be removed within 24 hours.
11. The applicant shall include City of Lake Elsinore branding on a freestanding sign(s)
consistent with the City’s approved branding program.
BUILDING DIVISION
12. Final Building and Safety Conditions. Final Building and Safety Conditions will be addressed
when building construction plans are submitted to Building and Safety for review. These
conditions will be based on occupancy, use, the California Building Code (CBC), and related
codes which are enforced at the time of building plan submittal.
13. Compliance with Code. All design components shall comply with applicable provisions of
the 2019 edition of the California Building, Plumbing and Mechanical Codes: 2019 California
Electrical Code; California Administrative Code, 2019 California Energy Codes, 2019
California Green Building Standards, California Title 24 Disabled Access Regulations, and
Lake Elsinore Municipal Code.

Definitions of Terms:
1.Definitions for the following are per the Lake Elsinore Municipal Code (LEMC)
17.196.200: “Balloon ”, “Banner”, “Building frontage”, “Busin ess identification
sign”, “Center identification sign”, “Commercial sign”, “Double-faced sign”,
“Electric sign”, “Freestandin g sign”, “Freeway”, “Integrated development”, “Light
post banner”, “Monument”, “Noncommerci al sign”, “Off-site sign”, “Pennants
and flags”, “Permanent reade r panel”, “Political sign”, “Portable sign”,

2.The following definitions are sp ecific to this Sign Program:
a. “Ancillary sign”means signs that denote a department or general type of
service available at a particular entran ce when more than one entrance to a
business exists.
b. “Primary tenant”refers to the large anchor business located on the primary
site within the development; “Secon dary tenant”refers to individual
tenants located within the out-lots of the development;
c. “Sub-tenant”refers to any tenant lease space within the primary tenant
building;
d. “Window sign”includes signage attached to the interior face of windows for
the purpose of indicating hours of operation, directions and other similar
reasons including but not limited to advertising sales or special events.
Required Signs:
1.A sign permit shall be obtained from the Lake Elsinore Community Development
Department prior to the placing, erecting, moving, reconstructing, altering, or
displaying of any exterior signs including change of face or copy on existing
signs unless exempted by LEMC 17.196.060, and not including merely
refurbishing existing signs. A building permit and/or electrical permit may also
be required as determined by the city of Lake Elsinore Building & Safety
Department.
2.No sign shall be permitted that does not pertain directly to a business conducted on
the premises.
3.Store address affixed to building as required by the City of Lake Elsinore.
Prohibited Signs:
The following signs shall not be permitted unless specifically allowed thru permit
from the Lake Elsinore Community Development Department:
1. Portable signs.
2. Vehicles containing advertising parked for the primary purpose of advertising or
directing attention to a permanent business within the development;
3. Signs which incorporate in any manner any flashing, moving or
intermittent lighting;
4. Rotating or animated signs, or signs which contain any moving parts;
5. Signs, lights or other advertising that constitute a hazard to pedestrian or
vehicular traffic, obstruct free and clear vision of traffic, or be confused
with any authorized traffic sign, signal or device.
6. Spinners or similar advertising devices:
7. Signs which extend above the roofline or parapet of the principle building. Signs
attached to the top of canopies and below the primary building roof line
will be allowed;
8. Signs painted directly on a building surface. Artistic murals may be considered by
and must be approved by Community Development Department.
9. Sexually explicit, implicit, or graphic signs;
10. Signs that do not directly related to the primary service or function of the
Tenant’s activity
Temporary Signs:
1. Temporary signs such as pennants, banners, flags, nonmetallic inflatable
devices, balloons, and movable signs shall be permitted for
promotional purposes subject to the following regulations:
a. All temporary signs shall require a permit and shall be subject to the
review and approval of the Community Development Department;
b. The display of temporar y signs for promotional purposes shall be subject to
the requirements of the LEMC 17.196.160.
2. Temporary window signs may be allo wed without a temporary sign permit
subject to the following regulations:
a. Sign area shall not exceed 25 percent of the window area;
b. Holiday window decorations shall be permitted. The duration for the
decoration of the window shall be limited to a period not exceeding six
weeks prior to the holiday and two weeks following the holiday. Refer to
LEMC 17.196.160

Sign Types:
1.Wall Signs:
a. No sign shall be permitted that do es not pertain directly to a business
conducted on the premises.
b. Ancillary signs shall be permitted provided they do not advertise any specific
products or slogans. Only noting major departments or services.
c. Signs shall be located a minimum of 8’-0”above the grade on the wall to
which it is attached;
d. Signs shall be attached to the building or canopy, parallel to the building
face. Signs may be mounted above a canopy provided the sign is below the
roof line of the wall to which the canopy is attached.
e. No portion of any sign or its suppor ting structure may project more than six
(6) inches perpendicular to the face of the wall to which it is attached;
f. Signs shall only be allowed on elevations that face public streets or toward
other lots within the development.
g. Illuminated signs facing residential zoning shall be prohibited unless
separated by a public right-of-way.
h. Sub-tenants may be allowed one identification sign pending approval of the
primary tenant and Lake Elsinore Planning Department.
2.Window Signs:
a. Temporary Window signs are allowed subject to the approval of the Lake
Elsinore Planning Division.
b. Signs shall be prepared in a professional manner. Signs may not be hand
lettered or scripted.
c. Signs indicating street address, hour s of business, accepted credit cards,
enter and exit, or as required by the building code are allowed and exempt
from inclusion in area calculation provided aggregate area of signage does
not exceed 20% of window or storefront area.
3.Project Signs:
a. Freestanding project signs with identification of project and tenant names
are allowed per exhibits on pages nine (9) through fifteen (15), and shall
be permitted and approved by the City of Lake Elsinore.
b. Maximum allowed heights are these: MT1: 20'-0", MT2: 15'-0", MT3: 5'-0",
MT4: 8'-3", ST1 and ST2: 7'-0", FP1 and FP2: 7'-0", D1 and D2: 12'-0".
4. Gasoline Dispen sing Establishment:
a. Signs for gasoline dispensing es tablishments shall comply with the
provisions of LEMC 17.196.210
Maximum Sign Areas:
1. The total wall sign area permitted per b uilding frontage shall not exceed one (1)
square foot (SF) per lineal foot of building frontage on which the sign is
located subject to the following:
a. Building frontage may not be combined to permit a larger sign on any one
building frontage;
b. Allowable sign area shall be calculated per LEMC 17.196.020.
c. Allowable sign area may be divide d between business identification/logos,
ancillary signs and sub-tenants signs so long as the total area of the
building frontage signage is within the allowable amount.
d. Approved temporary signs and integr ated development monument signs are
not counted toward the total wall sign area.

Maximum Sign Heights:
1.Text and logos cannot exceed eighty (80) percent of the height and eighty
(80) percent of the width of th e adjacent surface to which they are
attached, subject to the following height restrictions.
2. Text and logo height for primary tenants shall be limited to 8’-0”in height.
3. Text and logo height for secondary tenants shall be limited to 6’-0”in height.
4. Text height for ancillary signs shall be limited to 3’-0”in height.
5. Logo and Letter heights shall be as spec ified and shall be determined by measuring
the normal capital letter of a type text-style exclusive of
swashes, ascenders, and descenders.
See 3.b. (Project Signs) at left for project sign heights.
Required Letter styles:
1. All sign fabrication work shall be of excellent quality. All logo images and type-
styles shall be accurately reproduced. Lettering that approximates type-styles
will not be acceptable. The landlord reserves the right to reject any fabrication
work deemed to be below standard.
2. Heights of separate signs may vary in height due to sign height requirements
and ascetic compatibility to the wall surface that they are attached.
Required Illumination
1.Business identification signs for pr imary tenant, secondary tenants and sub-
tenants may be internally illuminated.
2.Signs for all Tenants will be illuminated by LED or fluorescent lamps.
Neon may be used if approved by Landlord and City of Lake Elsinore.
3.All electrical signs will be fabricated by an U.L. approved sign company,
according to U.L. specificat ions and bear U.L. Label.
4.All lighting must match the exact specification of the approved working
drawings.
5.No exposed conduits, raceways, junction boxes, lamps or tubing of any type is
permitted.
6.In no case shall any manufacturer’s label be visible from the public street at
normal viewing angles.
Required Sign Materials:
1.The following types of construction shall be allowed: Lexan/acrylic faced
channels or acrylic/plastic face icons and logos.
2.Painted surfaces to have a satin finish.
3.Color coatings to match the colors specified on the approved plans.
4.Signs must be made of durable rust-inhibiting materials that are appropriate
and complementary to the building.
5.Joining of materials (e.g. seams) shall be finished in a way as to be unnoticeable.
Visible welds shall be continuous and ground smooth. Rivets, screws, and
other fasteners that extend to visible surfaces shall be flush, filled, and
finished so as to be unnoticeable.
6.Finished surfaces of metal shall be free from oil canning and warping. All sign
finishes shall be free of dust, orange peel, drips, and runs and shall have a
uniform surface conforming to the highest standards of the industry.

Accommodation for future revisions:
1. Design of tenants exterior signage shall receive written approval of the landlord prior
to fabrication and installation. Approval will be based upon the following
conditions:
a. Conformity to the conditions within this criteria and local building code.
b. Harmony of the proposed sign with the remaining development.
c. Each Tenant shall submit to Landlord for written approval, three (3) copies of the
detailed shop drawings of proposed sign, indicating conformance with the
criteria herein outlined.
2. The landlord has the right to refuse approval if any sign does not conform to this criteria.
3. The landlord has the right to revise the design standard of the shopping center.
4. Upon landlord approval, the appropriate permits and approvals must be secured
with the Lake Elsinore Planning and Building Departments prior to installation.
5. The Landlord shall determine and approve the availability and position of a Tenant name
on any Project Identification Sign(s).
6. The Tenant shall pay for Tenant’s sign panel(s), related materials and installation fees
(including final inspection costs).
7. It is the responsibility of the Tenant’s sign company to verify all conduit and transformer
locations and service access prior to fabrication.
Sign change requir ements:
1. It shall be the responsibility of the Tenant to have signs pertaining to
enterprises or occupants that are no longer using a property removed or
the sign copy obliterated within 30 days after the associated
enterprise or occupant has vacated the premises.
2. Upon removal of any sign by Tenant, it is the Tenant's responsibility to patch
all holes, paint surface to match the existing color, and restore surface to
original condition, or landlord re serves the right to hire his own
contractor, make necessary corrections, and bill the Tenant should it be
deemed necessary.
3. It is the tenant’s responsibility to maintain their signs in proper w orking
order and clean condition at all times.
Explanation of Common Design Elements:
The intent of this Sign Program is to ensure a standardized uniform style
throughout the center while encouraging the creativity of typographical
and iconic elements to develop interest and style. Signs must be
architecturally compatible with the entire center.
