Skinner, Director of Community Services Date: December 14, 2021 Subject: Community Sports Programs Recovery Plan – ARPA Funding Program Recommendation Approve the City's Youth Sports Recovery Plan (ARPA Funding) as outlined in Attachment A for Youth and Adult Sports groups. Background This item relates to the City of Lake Elsinore ARPA Recovery Plan allocations and expenditure plan. The ARPA provides that CLFR funds can be used for COVID-19 related expenses incurred through December 31, 2024, as well as to recover prior revenue losses. Accordingly, the City of Lake Elsinore ARPA Recovery Plan includes $14.97 million and this request is for $200,000.00 to support youth and adult sports leagues. Many of these programs were paused or adjusted due to federal, state and county mandated closures which led to membership refunds to families leaving the organizations with little to no funding to restart after COVID-19. With the City Council’s approval of the City of Lake Elsinore ARPA Recovery Plan, the City will be positioned to help the community programs and organizations listed:  Lake Elsinore Little League (LELL)  Lake Elsinore Girls Softball (LEGS)  Elsinore Valley Baseball (EVB)  City SC Lake Elsinore (CSCLE)  Botello Premier Soccer (BPS – Adult Soccer Group)  Lake Elsinore Thunder & Cheer (LETC)  West Valley Wolverines (WVS) Other youth leagues are being evaluated using the “User Process” section of the Community Services Athletic Field Use and Allocation Policy and Procedures Manual (percentage of residents served). Staff will closely evaluate the ARPA and CLFR guidance ultimately issued by the US Treasury and provide recommended modifications during the monthly updates to the City Council. Community Sports Programs Recovery Plan – ARPA Funding Program December 14, 2021 Page 2 Discussion As the COVID-19 public health and economic crisis continue throughout the nation, the federal government enacted the American Rescue Plan Act of 2021 on March 11, 2021. This plan is intended to combat the COVID-19 pandemic, including the public health and economic impacts. Included in the $1.9 trillion economic relief package, was $130.2 billion for CLFR funding split equally between counties and cities, with $65.1 billion allocated directly to cities. The ARPA also allocates hundreds of billions of dollars for public health and vaccines, assistance for vulnerable populations, education and housing stabilization, transit and transportation funding, economic recovery assistance, and direct assistance for families and individuals. On May 10, 2021, the U.S. Treasury Department released final allocation amounts and interim guidance on the use of ARPA funding. The final allocated amount to the City of Lake Elsinore, California is $14,967,198. The first allocation of $7,483,599 was received on July 15, 2021, with the final allocation expected on July 15, 2022. The ARPA stipulates that CLFR funds must be obligated/spent by December 31, 2024. Additionally, the ARPA requires the City to provide periodic reports on the use of the funding, though the City is currently awaiting guidance from the US Treasury as to the specific duration and required information needed for the compliance and reporting requirements. The Coronavirus State and Local Fiscal Recovery Funds provide eligible state, local, territorial, and Tribal governments with a substantial infusion of resources to meet pandemic response needs and rebuild a stronger, and more equitable economy as the country recovers. Eligible uses directed at responding to public health and negative impacts of COVID-19, include building stronger communities through investment in neighborhoods, promoting healthy childhood environments and providing enhanced child social and welfare services. As a result of the mandated closure of most community sports programs, the City’s youth and adult league participants have not had the opportunity to participate in these recreational activities. Use of Funds The proposed Community Activity Grant Program will allocate $200,000 to allow Lake Elsinore based non-profit sports leagues and organizations that use the City’s sports fields and facilities to receive one-time grants to support recovery from the negative economic impacts caused by the public health emergency, including both new and ongoing services and events. By assisting organizations that serve our Lake Elsinore communities in the third and fourth quartile of the California Healthy Places Index (HPI), grant funds would help families and individuals most impacted by the COVID-19 public health crisis and promote the betterment of Lake Elsinore to a stronger and healthier community. Unlike the 2020 Coronavirus Relief Funds the County received through the State of California as part of the Coronavirus Aid, Relief and Economic Security (CARES) Act of 2020, the City will receive CLFR funds directly from the federal government, and they are more flexible in both uses and duration. This welcome news allows the City to address multiple fiscal strains brought on by the COVID-19 pandemic. However, as will be noted in more detail below, the allocation of ARPA funds is one cornerstone of a larger budgetary strategy to maximize community benefits while minimizing budgetary risks. Community Sports Programs Recovery Plan – ARPA Funding Program December 14, 2021 Page 3 Delta Variant and Omicron Concerns With the recent surge in local COVID-19 cases primarily driven by the Delta Variant and the emergence of a variant Omicron, the City staff now anticipates that the local health emergency to last at least through March 2022. Over the next several weeks, staff will be evaluating the financial needs of these programs and assess the potential to use the Other Unanticipated COVID Costs program category to fund any shortfalls that could occur should there be a needs to extend certain programs into late fall or early winter. Fiscal Impact This item is for $200,000.00 of the ARPA funds. The City staff will bring the City of Lake Elsinore’s ARA Recovery Plan Allocations for the entire amount under a separate agenda item. This item is to deploy resources immediately to youth sports organizations and non-profits within the City. Attachments Draft City of Lake Elsinore Community Activity Grant Guidelines & Application - FY2021/22 Draft COLE Community Activity Grant Program Guidelines – FY 2021/22 – Purpose of the City of Lake Elsinore (COLE) Community Activity Grant Program (CAGP) The purpose of the City of Lake Elsinore Community Activity Grant Program is to support the efforts of local non-profit 501(c) agencies/organizations that provide valuable services, programs and/or events to City of Lake Elsinore residents. Who is eligible for the program? Applications for the COLE CAGP will ONLY be accepted from Lake Elsinore based non-profit 501(c) organizations. What can be funded? Local non-profit agencies/organizations may request funds for: ongoing programs/services, proposed new programs and/or services, small/large scale special events that meet the established guidelines. These are one time grants for the betterment of the Lake Elsinore community. Groups/Programs that are Ineligible? •Organization is not an established 501(c). •Organization is located in another community. •Funds are not to be used for fees not pertaining team travel, outside fees (ie membership fees to organization not in Lake Elsinore, etc.). •New proposed program, service, or event that is already being provided for in the community. •Program/event will take place in another community. Requirements and Funding Limitations •The application must be complete and contain applicant information, amount of request, proof of eligibility, clear statement of need, target population, program description/scope, outcome measurement, applicant background, experience in program area, and financial capabilities of the orgaization to operate after the grant is awarded. •The grant program will be reviewed to analyze funding availability of available funds. If determines that the budget priorities have changed and funds need to be reallocated, the grant amount may be increased, decreased or deemed unavailable for this program. •Grant applications requesting financial support will have a firm deadline. •Applications will not be considered when grant funds are depleted. •Grant applications requesting in-kind support will be reviewed and considered as received until funds are depleted. •Grant funds are a one-time support of youth sports programs for programs that are offered to and for Lake Elsinore residents. •Grant awarded funds must be spent within a specific time schedule which is specific to each program. •The awarded grant recipients must submit a detailed follow-up financial accountability report within one month following the event/project in order to remain eligible for future funding. Payment Process & Accountability Requirements Upon award, the City will initiate the approved payment in full (30-45 days). Following receipt of the grant funds and completion of the awarded project, grant recipients must submit to City Council an event reporting financial worksheet within one month following the event/project. Community Activity Grant Submittal •Applicants may not submit another application if the funding has not been spent within the effective fiscal year.
