The Regular Meeting of the City Council reconvened and the Regular Meeting of the Successor Agency
was called to order at 7:00 p.m.

Proclaim the Week of October 23-31, 2021 as "Red Ribbon Week" in the City of Lake Elsinore.
Mayor Magee presented the Proclamation to Rochelle Jaeger from the Temecula Valley Young Marines.
2) Certificates of Recognition
Present Certificates of Recognition to Akashia Love and Gavin Garcia for being awarded Jamil
Dada Character Excellence Youth Awards.
Mayor Magee invited Mary Jo Ramirez from Planet Youth to present the Certificates.
3) CalFire 2021 Third Quarter Statistical Update
Division Chief Olson provided a presentation.

Services to Perform COVID-19 Compliance and Third-Party Risk Assessment for Fiscal
Years 2021-22 through 2023-24
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional
Services Agreement with OPATS Consulting Services to perform COVID-19 Compliance and
Third-Party Risk Assessment for Fiscal Years ending June 30, 2022, 2023, and 2024 in an
amount not to exceed $40,000 annually in substantially the form attached and in such final form
as approved by the City Attorney.

8) Amendment No. 1 to the Professional Services Agreement with Adams-Streeter Civil
Engineers for the "Avenues" Master Drainage Plan Improvements
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional
Services Agreement with Adams-Streeter Civil Engineers for construction design services for
the "Avenues" Master Drainage Plan Improvements project in an amount not to exceed
$38,140.00 and in such final form as approved by the City Attorney.

14) Approve a Purchase Order with Tangram Interiors for Office Furniture for the Senior
Center and Community Services Office
Approve and authorize the City Manager to execute a Purchase Order with Tangram Interiors, a
member of the Joint Purchasing Cooperative Agreement with National Joint Powers Alliance
(NJPA) in the amount of$36,410.49.

Authorize the City Manager to approve the purchase of two (2) Trailer Mounted Message

1. Approve and authorize the City Manager to execute a Purchase Order with Quinn
Caterpillar for one (1) New Caterpillar Inc. Model 262D3 Skid Steer Loader with broom
attachment in the amount of $74,540.17. Plus, sales tax, license, doc fees, freight charges;
and
2. Approve and authorize the City Manager to execute a Purchase Order with Quinn
Caterpillar for one (1) New Caterpillar Inc. Model CB34B Paving Roller in the amount of
$65,988.82. Plus, sales tax, license, doc fees, freight charges.

17) Public Works Construction Agreement with Endresen Development. Inc. for Storm
Drain Repairs at Spring Street and Pottery Street Extending to the Flood Control
Channel
1. Award a Construction Agreement to Endresen Development Inc. for the Storm Drain repairs
at Spring Street and Pottery Street extending to the flood control channel;
2. Approve and authorize the City Manager to execute the Agreement in the not to exceed
amount of $77,750.00 with Endresen Development Inc. in the form attached and in such
final form as approved by the City Attorney; and
3. Authorize the City Manager to execute change orders not to exceed a 10% contingency
amount of$7,750.00 for construction uncertainties and adjustments.

18) Amendment No. 2 to the Professional Services Agreement with Engineering Resources
of Southern California (ERSC)
Approve and authorize the City Manager to execute Amendment No. 2 to the Professional
Services Agreement with Engineering Resources of Southern California (ERSC) for an
additional $797,625 for the current Fiscal Year, bringing the total contract amount for Fiscal
Year 2021-22 not to exceed $972,625.

CITY MANAGER COMMENTS
City Manager Simpson invited Traffic Engineer Brophy to provide a presentation on the recently-completed
solar powered radar speed feedback signs project.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Tisdale invited residents to attend the Measure Z Citizen Committee meeting on
Thursday, October 28, 2021 at 6:00 p.m. in the Cultural Center; encouraged the community to attend the
2021 Veterans Day Observance Ceremony on November 11, 2021 at 9:00 a.m. at Diamond Stadium; and
announced the Winterfest event on December 4, 2021 from 3:00 to 7:00 p.m. in Downtown.

Council Member Johnson shared the success of the Cars for Canines & Kitties Fur the Love of Cars event;
invited the community to the Paws on the Promenade Spooktacular event on Saturday, October 30, 2021
from 10:00 a.m. to 1:00 p.m.; asked residents to participate in the TIP of Riverside County's Second
Annual Reverse Raffle Fundraiser on Wednesday, November 3, 2021 at 6:00 p.m. at the Storm Stadium
Clubhouse; and encouraged high school seniors to apply for the Carl Graves Scholarship Program for
which the application is available now through April 13, 2021 at 5:00 p.m.
Council Member Manos notified residents of the SCE Valley-Ivyglen Lake Street closure planned from 6:00
a.m. to 6:00 p.m. on Saturday, October 30, 2021; announced the Haunted Hallway October 30-31, 2021 at
the Crescent Bath House; and invited the community to attend the Taco Fest event on November 6, 2021
on Main Street in Downtown.
Mayor Pro Tern Sheridan invited residents to attend and participate in the Cottonwood Canyon Hills
Community Association Town Hall Meeting on Thursday, October 28, 2021 at 6:00 p.m. in the Cottonwood
Canyon Hills Clubhouse; shared the success of the City's First Annual Mariachi Fest that was held on
Saturday, October 16, 2021 at Diamond Stadium; reported on the Walk & Bike to School event held by
Tuscany Hills Elementary School on Saturday, October 20, 2021; reported on his attendance at the Our
Kids Rock Gala on Saturday, October 23, 2021; and recognized Riverside Transit Agency Chief Executive
Officer Larry Rubio for his 33 years of service to the region and wished him well in his retirement.
Mayor Magee urged residents to have a safe Halloween.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:04 p.m. to the next Regular meeting of Tuesday,
November 9, 2021 in the Cultural Center located at 183 N. Main Street. Closed Session will commence
at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business
meeting will commence at 7:00 p.m.
