Approve and authorize the City Manager to execute a Purchase Order with Quinn Caterpillar for one (1) New Caterpillar Inc. Model 262D3 Skid Steer Loader for $74,540.17 plus any additional tax and license fees. 2. Approve and authorize the City Manager to execute a Purchase Order with Quinn Caterpillar for one (1) New Caterpillar Inc. Model CB34B Paving Roller for $65,988.82 plus any additional tax and license fees. Background Routine and emergency work frequently results in the need to rent essential equipment to keep up with the work demand. During emergency conditions, equipment rentals are not always available and can take up to two days for delivery to the job site. Equipment availability is very critical in the support of Public Works maintenance staff during field operations. Currently, Public Works Operations has a Skid Steer Loader that was purchased new in April of 2007. The Skid Steer Loader is used daily for various operations such as; digging, grading, excavating, material handling, scrap removal, and demolition. The department has an ongoing need for an additional Skid Steer Loader to avoid operational downtime when two machines are needed. The purchase of the Caterpillar Model CB34B Paving Roller will be the City’s first purchase of this type of machinery. The CB34B Paving Roller is a versatile machine that will be used on small paving repair jobs and is excellent for road shoulder maintenance, small parking lots, and temporary lane additions. The vibratory system delivers both automatically or manually vibrating action to the front and rear drums as desired by the operator, making this machine an excellent compaction source. City field crews need to rent this type of machine frequently and often repairs and work have been delayed because these machines are rented and not available. Purchase (1) Model 262D3 Skid Steer and (1) Model CB34B Paving Roller October 26, 2021 Page 2 Discussion Both of these machines will improve the City’s ability to deliver greater impacting maintenance services for both routines scheduled maintenance and emergency maintenance. These machines have all the features and capabilities needed to perform at a higher operational tempo utilizing internal resources. Caterpillar Inc. machinery and equipment have been competitively bid and priced on Sourcewell, Master Project #032515-Cat, with an expiration date of 12/31/2021. Sourcewell was created by state law as a service cooperative to provide programs and services to members of education and government. Sourcewell was established with the statutory purpose to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an entity individually. Sourcewell is authorized to establish competitively awarded cooperative purchasing contracts on behalf of itself and its member agencies. Sourcewell follows the competitive contracting law process to solicit, evaluate, and award cooperative purchasing contracts for goods and services. Sourcewell cooperative purchasing contracts are made available through the joint exercise of powers law to member agencies. Member agencies include all eligible government, education, and non-profit agencies nationwide and in Canada.
