Recommendation
Approve and authorize the City Manager to execute Amendment No. 6 to the Professional
Services Agreement with Albert A. Webb Associates for on-call traffic engineering
services for $127,824, in substantially the form attached and in such final form as approved
by the City Attorney.
Background
The City utilizes contract traffic engineering services in support of traffic operations,
development review, and CIP project engineering support. Approximately 70% of these
engineering services have been paid through developer deposits and funded CIP project
budgets. The remaining 30% of the cost of services has been funded by Gas Tax and the
General Fund.
Discussion
Amendment No. 6 extends consultant traffic engineering services through June 30, 2022. Over
the last year, Webb has provided much-needed traffic engineering project management, traffic
development review, and guidance and coordination on traffic-related operations and
maintenance issues. The Engineering Department is very satisfied with Webb’s services and
recommends the City Council approve the extension.
Fiscal Impact
A combination of adopted FY 2021-2022 CIP project budgets, developer deposits, and
Gas Tax funds will support the traffic engineering services as proposed in this
Amendment No. 6.

AMENDMENT NO. 6
TO AGREEMENT FOR PROFESSIONAL SERVICES
Albert A. Webb Associates
This Amendment No. 6 to Agreement for Professional Services (“Amendment No. 6”) is
made and entered into as of October 12, 2021, by and between the City of Lake Elsinore, a
municipal corporation (“City), and Albert A. Webb Associates, a California corporation
(“Consultant”).
RECITALS
A. The City and Consultant have entered into that certain Agreement for Professional
Services dated as of August 26, 2014 (the “Original Agreement”). Except as otherwise defined
herein, all capitalized terms used herein shall have the meanings set forth for such terms in the
Original Agreement.
B. The Original Agreement provided for compensation to Consultant in an amount of
$180,000 for a term of one year.
C. Amendment No. 1, approved August 26, 2015, extended the term and increased
the Consultant compensation in an amount not to exceed $163,680 through June 30, 2016.
D. Amendment No. 2, approved March 22, 2016, provided for a one-year renewal and
an increase in compensation in an amount not to exceed $157,800.
E. Amendment No. 3, approved August 22, 2017, provided for a one-year renewal
and an increase in compensation in an amount not to exceed $283,520.
F. Amendment No. 4 approved July 10, 2018, provided for a three-year renewal and
increased the compensation in the amount not to exceed $193,440.
G. Amendment No. 5 approved September 8, 2020, provided for an increase to the
compensation in the amount of not to exceed $291,558.
H. Reference to the “Agreement” below shall mean the Original Agreement and all
amendments thereto.
I. The parties now desire to modify the scope of services through additional work
requests and provide for an extension of a one-year renewal and an increase in compensation
for such services as set forth in this Amendment No. 6.
NOW, THEREFORE, in consideration of the mutual covenants and conditions set forth
herein, City and Consultant agree as follows:
1. Section 1, Scope of Services, of the Agreement is hereby amended to add the
following:
Consultant shall also perform the services described in Consultant’s
September 24, 2021 Proposal (attached to Amendment No. 6 as Exhibit A-
6). Consultant shall provide such services at the time, place, and in the

manner specified in Exhibit A-6, subject to the direction of the City through
its staff that it may provide from time to time.
2. Section 3, Compensation, of the Agreement is hereby amended to add the
following:
Notwithstanding the foregoing, for purposes of Amendment No. 6 and the
term thereof, compensation to be paid to Consultant shall be in accordance
with the Schedule of Charges set forth in Consultant’s September 24, 2021
Proposal (Exhibit A-6 to Amendment No. 6). In no event shall Consultant’s
compensation related to Exhibit A-6 to Amendment No. 6 exceed One
Hundred Twenty-Seven Thousand Eight Hundred Twenty-Four Dollars
($127,824) without additional written authorization from the City.
Notwithstanding any provision of Consultant’s September 24, 2021
Proposal to the contrary, out of pocket expenses set forth in Exhibit A-6
respectively, shall be reimbursed at cost without an inflator or
administrative charge. Payment by City under this Agreement shall not be
deemed a waiver of defects, even if such defects were known to the City
at the time of payment.
4. Except for the changes specifically set forth herein, all other terms and conditions
of the Original Agreement and amendments thereto shall remain in full force and effect.

Albert A. Webb Associates (WEBB) processed the task order for on-call traffic
engineering services for fiscal year 2020-2021 previously. WEBB is now
submitting this proposal to provide on-call traffic engineering services for August
to June of fiscal year 2021-2022.
Exhibit “A” contains our proposed scope of work. Exhibit “B” contains a
summary of our fee proposal for services described in Exhibit “A”. We appreciate

Exhibit “A” – Scope of Work
Task A – On-call Engineering Services
WEBB will provide on-call consultant engineering scope of services as follows:
1. Attend staff meetings and provide updates to the City Manager and City Engineer as
needed.
2. Provide coordination with the County of Riverside, RCTC, WRCOG, Caltrans, adjacent
Cities, and law enforcement agencies.
3. Oversee traffic operation (signal operation and maintenance, signing & striping and
markings).
4. Coordinate with County of Riverside signal maintenance staff and on-call signal
operations staff to address any signal or timing issues.
5. Review all long corridors for possible signal coordination and missing interconnect.
6. Review traffic impact studies and assist in preparation of conditions of approval for
development projects.
7. Prepare and/or review fair share obligation for the development projects.
8. Review traffic signal and signing & striping plans to ensure conformance with city, state,
federal, and other applicable standards and requirements.
9. Work with Riverside County and on-call signal maintenance technicians for traffic signal
and traffic signal system timing plans.
10. Oversee City’s long range Transportation Model. Maintain or coordinate with consultant
to maintain and update the Transportation Model as needed.
11. Prepare traffic signal design, signal timing sheets, coordination of signal timing, and
traffic signal operation troubleshooting.
12. Provide construction support services on City Projects as needed.
13. Coordinate with Caltrans and County of Riverside for Railroad Canyon interchange
coordination and improvements.
14. Coordinate with Caltrans and County of Riverside for Central Avenue interchange
coordination and improvements.
Task B – On-call Engineering Services for Grant Applications
WEBB will provide on-call consultant engineering scope of services for grant applications as follows:

1. Research grant opportunities available to the City. Apply for HSIP and other grants
when available.
2. Research possible grants for other systemic improvements for pedestrian heads, APS
push buttons, signal improvements, and other safety improvements.
3. Assist in preparing Caltrans forms and other necessary documentation for grant receipt
requirements.
Task C – On-call Engineering Services for Speed Survey Update
WEBB will provide on-call consultant engineering scope of services for speed survey update as
follows:
1. Review and update City’s speed survey report to comply with California Vehicle Code.
2. Determine roadway segments that have changed or have expiring speed limits.
Assuming 102 segments.
3. Coordinate with Counts Unlimited to collect daily roadway counts and radar speed
surveys for identified roadway segments.
4. Prepare speed survey report for City Council approval.
