Page 4City of Lake Elsinore October 12, 2021City Council / Successor Agency Meeting Minutes - Draft 11)Award of the Public Works Construction Contract to Griffith Company, Inc. for the Main Street I-15 Freeway Interchange Improvements Contingent on the Approval of an Additional $2,463,000 at the October 13, 2021 RCTC Commission Meeting, City Staff recommends the Following: 1.Award and authorize the City Manager to execute the Public Works Construction Agreement for the I-15 Main Street Interchange Improvements Project to Griffith Company for $7,998,603.50 plus 10% contingency for a not to exceed amount of $799,860.35 and in such final form as approved by the City Attorney; and 2.Authorize City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted by the City and CalTrans. This item was approved on the City Council Consent Calendar. 12)Public Works Construction Contract Award to Musco Sports Lighting LLC for LED Field Lighting Retrofit in Five City Parks (Swick & Matich, McVicker, Alberhill, Summerlake, and LakePoint (CIP Project # Z40024). 1.Award the Public Works Construction Agreement for LED Field Lighting Retrofit in Five City Parks (Swick & Matich, McVicker, Alberhill, Summerlake, LakePoint to Musco Sports Lighting LLC; 2.Authorize the City Manager to execute the agreement in the amount of $2,353,600.00 to Musco Sports Lighting LLC, in substantially the form attached and in such final form as approved by the City Attorney; 3.Authorize the City Manager to execute change orders not to exceed the 10% contingency amount of $235,360.00; and 4.Authorize the City Manager to record the notice of completion once it is determined the work is completed. PUBLIC HEARING 15)Freeway Maintenance Agreement between the City of Lake Elsinore and Caltrans Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING THE EXECUTION OF A FREEWAY MAINTENANCE AGREEMENT BY AND BETWEEN STATE OF CALIFORNIA AND CITY OF LAKE ELSINORE FOR INTERSTATE 15 BETWEEN MALAGA ROAD AND LAKE STREET, RESCINDING PREVIOUS RESOLUTIONS ASSOCIATED WITH FREEWAY AGREEMENTS WITHIN THE SAID LIMITS. The Public Hearing was opened at 7:12 p.m. Kim Cousins was called to speak. The Public Hearing was closed at 7:16 p.m. A motion was made by Council Member Johnson, seconded by Council Member Manos, to adopt the Resolution. CITY MANAGER COMMENTS City Manager Simpson thanked the City Council for its support on the LED Park Lights project. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS Council Member Tisdale addressed Mr. Kinnison's questions regarding the emergency proclamation; provided information regarding the Operation Recognition Program and encouraged veterans and internees to submit applications by 5:00 p.m. on Friday, October 15, 2021; announced the Veterans Expo 2021 sponsored by Senator Melendez and Assemblymember Seyarto on Friday, October 22, 2021 from 10:00 a.m. to 2:00 p.m. at Monteleone Meadows in Murrieta; and invited the community to attend the Veterans Day Observance Ceremony on November 11, 2021 at 9:00 a.m. at Diamond Stadium. Page 6City of Lake Elsinore October 12, 2021City Council / Successor Agency Meeting Minutes - Draft Council Member Johnson provided updates from the October 7, 2021 Southwest Community Financing Authority meeting; invited residents to the City's 4th Annual Wellness Fair on Saturday, October 16, 2021 from 10:00 a.m. to 4:00 p.m. at City Park; encouraged residents to attend the Sheriff's Pancakes in the Park event on Saturday, October 23, 2021 from 8:30 a.m. to 10:00 a.m. at Machado Park; announced the Elsinore Women's Club Chili Cook -off on Saturday, November 6, 2021 beginning at 4:00 p.m.; and provided information and resources regarding Breast Cancer Awareness Month. Council Member Manos spoke to Mr. Kinnison's comments; invited residents to the City's Trunk or Treat event on Friday, October 15, 2021 from 5:00 p.m. to 8:00 p.m. on Main Street; shared The Crescent House Movie Night on Friday, October 15, 2021 from 7:00 to 9:30 p.m.; and encouraged the community to attend Mariachi Fest on Saturday, October 16, 2021 at 6:30 p.m. at Diamond Stadium. Mayor Pro Tem Sheridan reported on his attendance at the October 7, 2021 California Joint Powers Insurance Authority meeting and congratulated Administrative Services Director Buckley for being a finalist nominated for the Capstone Award; honored Mayor Magee for his State of the City; announced the Cottonwood Canyon Hills Community Association town hall meeting on Thursday, October 28, 2021 at 6:00 p.m.; and shared his and Council Member Manos's experience at the 2021 Battle of the Cities Golf Tournament in Canyon Lake. Mayor Magee asked City Manager Simpson to follow up with Ms. Moore; spoke on the approval of SB 9 and SB10 which become effective January 1, 2021; spoke on street sweeping; addressed an email received from Mr. Kinnison; and invited the community to attend the Haunted House weekends in October at Launch Pointe and the San Diego SCCA Autocross event October 16-17, 2021 at Diamond Stadium. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:48 p.m. to the next Regular meeting of Tuesday, October 26, 2021 in the Cultural Center located at 183 N. Main Street.
