Background Cleaning the City beaches presents many different public service maintenance challenges in Lake Elsinore. Particularly, in the summer months when the beaches are in very high demand and subject to large group gatherings. City beaches quickly get littered with debris. It is at these times when safety is most compromised and staying on top of the cleaning process is most difficult. Over the years there have been great technological improvements to beach cleaning methods and the employment of specialized beach cleaning equipment. Cleaning the beaches requires significant time and effort to acquire the aesthetically pleasing sand but, more important is the safety of removing hazards from the sand even when they rest below the surface. Cleaning methods can vary dependent on the sand consistency, purity, and amount of dirt, clay, or decomposed granite that is mixed in with the sand. Finding a machine to work well in a variety of beach conditions narrows the field of equipment opportunities down to a few as most of these machines are designed to clean fluffy light sand. Discussion After demonstrating beach cleaning machines from different manufacturers the BeachTech cleaner has been determined most effective for the City's beach conditions. This is a heavy-duty towable machine designed to work well in both pure and partial sand conditions. The machines will remove a very high percentage of foreign objects utilizing sifting and intensive vibrating filter action starting from well below the surface. Removal of broken glass, bottle caps, metal objects, cigarette butts, rocks, and shells are handled routinely. The process performed by the screening system creates minimal sand compaction on the area during the process and leaves clean sand. During the sifting and screening process the sand is lifted to introduce air into the sand and by doing so helps to illuminate germs, viruses, and bacteria that may rest beneath the surface. Wavier of Competitive Bidding Procedures Under Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to waive the competitive bidding requirement that would otherwise be utilized for this purchase. In addition to the benefits outlined above, the BeachTech Beach Cleaner/Screener product satisfies all of the City’s requirements compared to competitors that have significant shortfalls in specifications and operating levels essential to the City’s needs. These benefits and characteristics suited to the City’s specific needs support the finding that waiving the competitive bidding requirement for this purchase is in the best interest of the City. Therefore, staff recommends that the City Council waive the competitive bidding according to Municipal Code Section 3.08.070(G) and allow the City Manager to purchase the Beachcleaner/screener as outlined in this agenda report. Upon approval of this agenda Item, Staff will process a purchase order to affect the order, delivery of the machine. Beach cleaning machines are not thought of in the same way one might think about police cars, work trucks, or other standard vehicles in a fleet, where there are many vendors who can bid, and typically the low bid wins. Beaching cleaning machines are specialized vehicles, there are only two (2) companies in the USA that build this equipment, and they are defined by how these machines actually removs trash from the beach. Regarding the different methods to mechanically groom and clean a beach, there are three (3) ways to achieve this: you can select to rake, or sift. or pgrform-a-gomblngtio[t-q:Lbgth functions. Each cleaning method has their own merits and here is a quick synopsis ofthe dilTerences: o Raking o Raking helps when the sand is wet as it does not penetrate the entire sand surface, (rijnt shovel vs. rake\ and only cleans the top.
