10% contingency for I-15 Main Street Interchange Improvements - Post Design Services in
such final form as approved by the City Attorney.

7)Professional Services Agreement with Albert A. Webb Associates for Storm Drain
Master Drainage Plan Updates
Approve and authorize the City Manager to execute a Professional Services Agreement with
Albert A. Webb Associates for design services for Storm Drain Master Drainage Plan (MDP)
updates in the amount of $48,400.00 plus a 15% contingency and in such final form as
approved by the City Attorney.

8)I-15/SR-74 (Central Ave) Interchange Improvements (PA/ED) Phase - Amendment No. 1
with HDR Engineering, Inc.
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional
Services Agreement with HDR Engineering, Inc. in the amount of $145,475.63 to complete
additional environmental, design and safety analysis required by Caltrans Oversight Review in
substantially the form attached and in such final form as approved by the City Attorney.

9)Traffic Infrastructure Fee Agreement with TOLD Properties, LLC for the Chaney Street
and Collier Avenue Signal Improvement Project
Approve and authorize the City Manager to execute a Traffic Infrastructure Fee (TIF) Credit
Agreement with TOLD Properties, LLC for the Chaney Street and Collier Avenue Signal
Improvement Project.

10)Amendment No. 5 to the Professional Services Agreement with EnviroMine, Inc., for
Surface Mine Inspection and Compliance Monitoring (SMARA)
Approve and authorize the City Manager to execute Amendment No. 5 to the Agreement for
Professional Services with EnviroMine, Inc. through June 30, 2024 with annual compensation in
the amount of $30,000 annually, not to exceed $90,000 for a three year term and authorize the
City Manager to execute the amendment.

11)Amendment No. 1 to the Professional Services Agreement with Securitas Security
Services USA, Inc. for Security Services at Launch Pointe RV Resort
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional
Services Agreement with Securitas Security Services USA, Inc. for Security Patrol Services at
Launch Pointe RV Resort in an amount not to exceed $150,000 plus a 10% contingency for
unforeseen additional security needs in such final form as approved by the City Attorney.

12)Amendment No. 4 to the Agreement for Professional Services with Spicer Consulting
Group, LLC (SCG) for Geographic Information System (GIS) for Consulting and Support
Services
Approve and authorize the City Manager to execute Amendment No. 4 to the Agreement for
Professional Services with SCG, LLC for Fiscal Year 2021-22 in the amount of $62,900 for
Geographic Information System (GIS) for Consulting and Support Services.

13)Memorandum of Understanding between California Joint Powers Insurance Authority
(CJPIA) and the City of Lake Elsinore
Approve and authorize the City Manager to execute the Memorandum of Understanding (MOU)
between the California Joint Powers Insurance Authority (CJPIA) and the City of Lake Elsinore
for ADA compliance evaluations in the amount of $253,000 in such final form as approved by
the City Attorney.

14)Project Homekey Signing Authority Update
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,

REPRESENTATIVE TO EXECUTE PROJECT HOMEKEY DOCUMENTS ON BEHALF OF
THE CITY FOR CONTINUED PARTICIPATION IN THE HOMEKEY PROGRAM.

CITY COUNCIL COMMENTS
Council Member Tisdale announced that there are over 9,000 jobs available for service members with the
U.S. Department of State; advised that free flu shots are available to eligible veterans at Loma Linda VA
Medical Center; announced the First Annual Moreno Valley Construction Job Fair and Expo on Friday,
September 17, 2021 from 9:00 a.m. to 1:00 p.m.; and invited college seniors, recent graduates, and
graduate students to apply for the public service fellowship program by September 24, 2021.
Council Member Johnson announced the Animal Friends of the Valleys Clear the Shelter Event on
Saturday, September 18, 2021 from 10:00 a.m. to 5:00 p.m. in Wildomar; invited the community to attend
the Girl Scout Field of Dreams event on September 25, 2021 at Diamond Stadium; and provided an update
from the Homeless Task Force.
Council Member Manos responded to public comments shared earlier in the meeting.

PUBLIC HEARING - 7:30 P.M.
18)Public Hearing to Receive Input from the Community Regarding the Redrawing of
Election District Boundaries
Conduct a Public Hearing to receive a report on the redistricting process and criteria to be
considered to redraw district boundaries and receive public input on district boundaries.
The Public Hearing was closed at 7:30 p.m.
Todd Tatum, National Demographics Corporation, provided a presentation.
There were no speakers.

CITY COUNCIL COMMENTS (Continued)
Council Member Manos reminded the audience that it was Election Day and encouraged citizens to vote;
noted that the Draft Housing Element is available for review and comments through Thursday, September
16, 2021; announced Downtown Market Night on Saturday, September 25, 2021 from 5:00 p.m. to 8:00
p.m. on Main Street; and invited the community to Mariachi Fest on Saturday, October 16, 2021 at 6:30
p.m. at Diamond Stadium.
Mayor Pro Tem Sheridan shared a modification to the Median on Canyon Hills Road at the Sprucewood
Way intersection; noted new crossing lanes at Canyon Hills Rd. and Angel Falls Rd. near Hertz Norris
Elementary School; announced Youth Sports Night at Diamond Stadium on Saturday, September 18,
2021; shared that he was honored to throw Lake Elsinore Girls Softball's first pitch; advised that a dog
water fountain was installed at Tuscany Hills Community Park; stated that LEUSD is now enrolling children
ages 3-4 for State Preschool for the 2022-2023 school year; and shared that Council Member Tisdale was
honored at the Chamber of Commerce Gala as the 2020 Citizen of the Year.
Mayor Magee shared that Sara Price competes in Electric Off Road Vehicle Rae in Greenland and Dylan
Ferradis won the Outdoor Motocross Championship in the Premier Class; announced the Lake Elsinore
Grand Prix which will take place November 13-14, 2021 at the Lake Elsinore Motorsports Park; invited
residents to attend the 2021 State of the City which will be held on Thursday, September, 30, 2021 from
4:30 p.m. to 6:30 p.m. at Diamond Stadium; requested volunteers for a Downtown Video Filming on
Saturday, September 18, 2021 from 6:30 a.m. to 2:00 p.m.; and adjourned the meeting in memory of Carol
Pollock and our 13 Fallen Heroes who gave the Ultimate Sacrifice on August 26, 2021.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:08 p.m. to the next Regular meeting of Tuesday,
September 28, 2021 in the Cultural Center located at 183 N. Main Street. Closed Session will
commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session
business meeting will commence at 7:00 p.m.
