Authorize the City Manager to execute an Agreement for Professional Services with
Environment Planning Development (EPD) Solutions, Inc. to prepare California Environmental
Quality Act (CEQA) compliance documents in the amount not to exceed $64,250, in such final
form as approved by City Attorney.

6)Agreement for Emergency Services Coordinator Services Between the County of
Riverside and the City of Lake Elsinore
Authorize the City Manager to executive an Agreement with the County of Riverside through its
Emergency Management Department (EMD) for the services of an Emergency Services
Coordinator (ESC) at 50% dedicated, for $80,000 per year for three years, for a total of
$240,000, subject to approval of wording in final form by the City Attorney

7)Purchase of an Asphalt Patch Truck Loader from PB Loader Corporation
Authorize the City Manager to purchase an Asphalt Patch Truck Loader in the amount of
$247,201.66 from PB Loader Corporation.

8)Authorize the Purchase of Design and Office Furnishings for the Public Work’s Office
Building Project (CIP PROJECT #Z20023)
1.Authorize the City Manager to purchase office furnishings including desks, tables, chairs,
conference room tables / seating, and related office furnishings in the amount of
$162,441.26 from Bluespace Interiors for the Public Work ’s Office Building Project (CIP
PROJECT #Z20023); and
2.Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases
and delivery from Bluespace Interiors since it is custom design furniture that meets the
room specifications and design concepts within the Public Work’s Office Building Project.

CITY MANAGER COMMENTS
City Manager Simpson had no comments.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Tisdale provided an update regarding COVID -19 vaccines; invited college seniors, recent
graduates, and graduate students with a minimum GPA of 3.0 to apply by September 13, 2021 for the
Western Riverside Council of Governments Public Service Fellowship Program; and encouraged citizens to
vote in the California Gubernatorial Recall Election which will be held on September 14, 2021 and advised
that the City Clerk's Office at City Hall is a designated Ballot Drop-off location.
Council Member Johnson provided updates from the Homeless Task Force; invited the community to
RSVP for the Chamber of Commerce 72nd Annual Installation Dinner & Awards Ceremony on September
11, 2021 from 6:00 p.m. to 10:00 p.m.; and announced the City's redistricting hearings to be held
September 14, 2021, February 22, 2022, and March 22, 2022.
Council Member Manos invited the public to participate in the Envision Downtown Lake Elsinore Virtual
Public Meeting which will be held on Wednesday, September 1, 2021 at 6:00 p.m.; invited the community
to review the Draft Housing Element which will be available through September 16, 2021.
Mayor Pro Tem Sheridan reported on his participation in the Michelle's Place Golf Tournament on August
23, 2021; invited the community to participate in the Virtual Public Townhall on COVID -19 vaccines on
Thursday, August 26, 2021 from 5:15 p.m. - 6:00 p.m.; advised that there has been a modification to the
median which will be constructed at the Sprucewood Way and Canyon Hills Road intersection beginning
September 3, 2021; and invited residents to attend the Handmade & Homegrown Farmers Market & Craft
Fair at the Outlets on the 1st and 3rd Sundays of each month from 9:00 a.m. - 2:00 p.m. beginning
September 5, 2021.
Mayor Magee invited the community to attend the San Diego SCCA Autocross event which will be held
September 11-12, 2021 at Diamond Stadium; announced that the 2021 State of the City will be held
Thursday, September 30, 2021 at Diamond Stadium; commemorated the 20th Anniversary of 9/11; and
adjourned the meeting in memory of Darryl Sutton.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:51 p.m. to the next Regular meeting of Tuesday,
September 14, 2021 in the Cultural Center located at 183 N. Main Street. Closed Session will
commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session
business meeting will commence at 7:00 p.m.
