A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE CITY MANAGER AS THE DESIGNATED
REPRESENTATIVE TO EXECUTE PROJECT HOMEKEY DOCUMENTS ON
BEHALF OF THE CITY FOR CONTINUED PARTICIPATION IN THE HOMEKEY
PROGRAM.
Whereas, the Department of Housing and Community Development (Department) issued
a Notice of Funding Availability (“NOFA”), dated July 16, 2020, for the Homekey Program
(“Homekey” or “Homekey Program”). The Department issued the NOFA for Homekey grant funds
pursuant to Health and Safety Code section 50675.1.1 (Assem. Bill No. 83 (2019-2020 Reg.
Sess.), § 21.); and
Whereas, on August 11, 2021, the City Council adopted a resolution authorizing the
submittal of an application to the Project Homekey Program and designating Grant Yates, City
Manager, as the authorized representative to execute the application and all Project Homekey
program-related documents; and
Whereas, the City of Lake Elsinore applied for and was awarded $3.1 million in Project
Homekey grant funding in September 2020; and
Whereas, on February 27, 2021, City Manager Grant Yates officially retired from the City
of Lake Elsinore and the City Council appointed Jason Simpson to serve as the City Manager
starting March 1, 2021.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES
HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the City Manager, or his/her designee, is hereby authorized and
designated to sign, for and on behalf of the City of Lake Elsinore, for any Project Homekey
program-related documents, agreements, and reporting; and
Section 2. This Resolution shall take effect from and after the date of its passage and
adoption.
Section 3. The City Clerk shall certify to the adoption of this Resolution and enter it into
the book of original Resolutions.
Passed and Adopted at a regular meeting of the City Council of the City of Lake Elsinore,
California, this 14th day of September 2021.
