This item was approved on the City Council Consent Calendar. 12)Construction Contract Award for the Collier Avenue Pavement Rehabilitation Project - CIP No. Z10069 Authorize the City Manager to execute a Public Works Construction Agreement with All American Asphalt for the Collier Avenue Pavement Rehabilitation Project CIP No. Z10069 in the amount of $1,192,114.05, authorize the City Manager to execute change orders not to exceed 10% contingency amount of $119,211.41, and authorize City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained roadway network. This item was approved on the City Council Consent Calendar. 13)Construction Contract for the Avenues Pavement Rehabilitation Project - CIP No. Z10032 Authorize the City Manager to execute a Public Works Construction Agreement with Hardy & Harper Inc. for the Avenues Pavement Rehabilitation Project CIP No. Z10032 in the amount of $1,199,000.00, authorize the City Manager to execute change orders not to exceed 10% contingency amount of $119,900.00, and authorize City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained roadway network. (DMG Economics) for Provision of Economic Development Services Staff recommends the City Council approve a Professional Services Agreement with Development Management Group, Inc. to provide Economic Development Professional Services to the City of Lake Elsinore for the period of FY 2021/2022 through FY 2023/2024 and authorize the City Manager to execute the Agreement in substantially the form attached and in such final form. This item was approved on the City Council Consent Calendar. 17)Agreement with National Demographic Corporation for Redistricting Services Approve and authorize the City Manager to execute an agreement with National Demographics Corporation (NDC) to provide City Council Redistricting Services for the City of Lake Elsinore in accordance with Assembly Bill 849 (Fair Maps Act) and Assembly Bill 1276 (Local Redistricting) in an amount not to exceed $40,000 in such final form as approved by the City Attorney. Community Development Director Brindley provided a presentation. City Clerk Alvarez read into the record comments received from Tim Fleming. CITY MANAGER COMMENTS City Manager Simpson introduced City Engineer Habib who provided an update regarding the Central Avenue interchange. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS Council Member Tisdale provided an update on COVID -19 vaccinations in Riverside County; announced that May is National Water Safety Month and provided tips to keep children safe around water; and encouraged residents to apply for the Public Safety Advisory Commission for which applications are currently being accepted through Friday, June 4, 2021. Council Member Johnson provided updates from the Homeless Task Force; informed the community regarding the increase in the number of deaths caused by fentanyl; congratulated the Lake Elsinore Unified School District and Temescal Canyon High School which was named as a 2021 California Distinguished School; congratulated Corporal Perry Willow for being the Top Arresting Officer for Riverside County; and announced the Juneteenth Freedom Day "Unity in the Community" at Diamond Stadium on June 18, 2021 from 5:30 to 9:30 p.m. Council Member Manos reported on meetings with legislators during the CalCities Legislative Action Days; advised that Franklin Street will be closed for six weeks; advised that Southern California is upgrading electric poles as part of the Valley Ivy -Glen Project impacts; and announced Let's Talk Housing, Lake Elsinore! from which the City is seeking residents' input on the future of housing in Lake Elsinore for consideration in the 2021 Housing Element Update. Mayor Pro Tem Sheridan spoke on fire insurance issues being experience by residents of Brookview Terrace and his meeting with the State of California Department of Insurance; announced that he is planning a community meeting to discuss the Sprucewood Way and Canyon Hills Road Intersection Plan; spoke on a meeting with Captain Elia at Storm Stadium regarding public safety in Canyon Hills; encouraged the community to apply to volunteer for the Trauma Intervention Program (TIP); reported on the City's closure of Grape Street to assist the residents of the Vista Del Lago community; spoke on concerns regarding the DMV and obtaining a Real ID; and shared that he sang "Take Me Out to the Ball Game" at the Storm Baseball Opening Night and encouraged the community to attend games. Mayor Magee reminded the community that riding off -road vehicles in City limits is illegal except at the Lake Elsinore Motorsports Park and advised that enforcement efforts will continue through summer; invited the community's youth to participate in the Just 4 Kids Fishing Derby on Saturday, June 5, 2021 from 7:30 to 10:30 a.m.; and reminded residents that fireworks are illegal in Riverside County and in the City of Lake Elsinore and advised that the County is creating PSA's, billboards, and mobile message signs to discourage illegal fireworks.
