Authorize the City Manager to purchase office furnishings, including desks, tables, chairs, conference room tables/seating, and related office furnishings in the amount of $162,441.26 from Bluespace Interiors for the Public Work’s Office Building Project (CIP PROJECT #Z20023). 2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases and delivery from Bluespace Interiors since it is custom design furniture that meets the room specifications and design concepts within the Public Work’s Office Building Project. Background Over the course of the last three months, staff has been working with three office furniture design companies to establish furniture requirements, office layouts, and space utilization concepts for the Public W ork’s Office Building. The building project is near the end of remodeling for the needed administrative space offices, Emergency Operations Center (EOC) room, conference rooms, lobby, restrooms, male and female locker rooms, and ample storage space. This building will also satisfy all ADA requirements with full accessibility on both floors. At completion, the total office building square footage will be nearly 6,000 sq. ft., providing the essential workspace to accommodate the Public Works maintenance administrative effort. Maintaining design continuity throughout the Public Work’s Office Building Project is an important characteristic of projecting professionalism, maintaining acceptable standards within the project budget, and optimizing office spaces. Therefore, a determined effort has been made to coordinate interior design with colors schemes, furnishings, and materials for the office building. However, finding the right interior furnishing to complement the office spaces requires customization and hand selection of individual material items. The staff has worked closely with a design specialist to select office furnishings that further express a professional look and highly functional design tailored to the Public Work’s administrative effort. These furnishing items (tables, chairs, desks, cabinets, conference tables, locker room lockers, EOC furniture and storage furnishings, etc.) are not widely available off-the-shelf. Purchase Design and Office Furnishings for the Public Work’s Office Building Project. August 24, 2021 Page 2 Discussion The staff entertained conceptual design plans from three office furnishing companies, Bluespace Interiors, Tangram Interiors, and The Office Furniture Guy. Bluespace Interiors was recommended by another city. Once the interior framing was completed, all three companies received a detailed on-site walk-through of the building. As we progressed through the initial conceptual stage of developing furnishings, space, and office utilization, The Office Furniture Guy elected to withdraw. Both Tangram Interiors and Bluespace Interiors completed and submitted a design proposal for the entire office building. Staff engaged both companies for a thorough on- site, room-by-room evaluation of each proposed plan. Following the evaluation of each plan, it was determined the proposed plan by Bluespace Interiors was preferred. The proposed pricing from Bluespace Interiors was further developed and negotiated by City Staff. The furnishings will satisfy all of the interior office furnishing requirem ents for the building. The pricing on these items has been negotiated for purchase price reductions of up to 15%. In addition, this purchase is based on the design functionality of the furnishings and not necessarily the lowest bid cost. For these reasons, it is difficult to obtain apples-to-apples bids typical of standard purchasing processes. Wavier of Competitive Bidding Procedures Under Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to waive the competitive bidding requirement that would otherwise be utilized for this purchase. With the benefits outlined above and the fact that these furnishings are available to match the building only through a custom design fabrication, staff recommends that the City Council waive the competitive bidding according to Municipal Code Section 3.08.070(G) and allow the City Manager to purchase directly with Bluespace Interiors as outlined in this agenda report. The decision to repair or replace any damaged or defective merchandise will be made by bluespace interiors and or the manufacturer.
