BACKGROUND The City purchased a total plan plotting station around 2005. That system requires several personnel at the scene of a major collision to shut down the roadway for several hours, impacting residents and businesses. The last collision in July 2021, shutting down Central Ave. (74) for up to 5 hours. With closed roadways, deterring traffic becomes problematic and creates hostile driving in neighborhoods and areas impacted by road closures. With the new Leica, roadways are closed for a minimal amount of time. The process of plotting would take a matter of minutes, rather than hours to complete, with fewer personnel. Vehicles can be towed and roadways opened immediately after the scan. Having an accurate plotting of a major collision provides that investigative tool to the deputies and provides accurate information to the City. This is a purchase for a scanning system for the Lake Elsinore Police Department to better equip the traffic team, including the newly dedicated Accident Investigation deputies. The system will scan, photograph, and measure crime scenes up to 900 feet, capture and create crime scene data for later examination and re-creation, and create crime scene diagrams. The laser is eye- safe and provides an accurate 3D reconstruction that has had 100% acceptance in a US court of law. It is also a photography platform system that provides a 360-degree panoramic photographic reconstruction of crime scenes. The Leica captures a specific area with full-color panoramic images overlaid on a high-accuracy point cloud. Simple to use with the single push of one button, it is the smallest and lightest imaging laser scanner of its kind with high resolution 3D panoramic images and only requires one deputy to operate. Crime scenes are currently hand-measured and hours can be spent to reconstruct them. The accuracy of even the best hand-measured scenes can be called into question in court. The system will provide cutting-edge technology and accurate scientific quality forensic data to ensure crime Leica ScanStation RTC360 August 10, 2021 Page 2 of 2 scenes are accurately portrayed for the Police Department. The prosecution of criminal cases will be enhanced by its use. DISCUSSION Researching and implementing new technology to counter the issue of limited resources is a continual goal of the Lake Elsinore Police Department. The Leica Geosystems ScanStation RTC360 was recently identified as one such new and promising technology for processing crime scenes. Specifically, the Leica device provides the mapping and photographic capabilities of a 360 degree 3D laser scanning and digital photography unit that can be used to gather multiple data points at a crime scene for later use in diagrams. By utilizing Global Positioning technology, the Leica 3D laser scanning device is capable of collecting millions of data points automatically, versus manually capturing and plotting hundreds of data points, one point at a time. Depending on the complexity of the crime scene, the manual process can take several hours to complete. As such, deployment of the Leica scanning device would result in the reduction of personnel overtime costs due to the time saved in mapping and documenting crime scenes. Another benefit of the Leica device is that it provides Investigators with a thoroughly documented, detailed, and comprehensive view of the crime scene that can be viewed and evaluated from any angle during the investigative process. Because Investigators have the unique ability to analyze the original state of the crime scene at any point in the future, the ScanStation preserves the possibility of locating items not originally determined to be of evidentiary value at the time that the crime scene was first processed. The City's investigators currently lack this technology and as a result, crime scene processing is limited to processing only what is believed to be evidence at that single point in time. SOLE SOURCE PURCHASE The purchase of the Leica Geosystems ScanStation RTC30 will be a sole source purchase through Precision Survey Supply, LLC per the City's Purchasing Policy and Municipal Code section 3.08.070 titled Exceptions to bid procedures under subsection(D), which provides an exception to the formal bidding requirements when the product or service is only available from one source (sole-source). The Leica Geosystems ScanStation RTC30 is the only electronic equipment that has been certified as allowable for evidence presentation by California courts and is only available for purchase from Precision Survey Supply, LLC, the manufacturer's sole source distributor in California. FISCAL IMPACT The Leica Geosystems ScanStation RTC360, a total plan plotting station for mapping traffic accident crime scenes will be funded with $95,587.29 of Measure Z funds.
