Recommendation
Approve Amendment No. 1 with the County of Riverside Sheriff’s Department to perform law
enforcement services, per the fee and terms noted in the attached Agreement and authorize
the City Manager to execute the Agreement in substantially the form attached and in such
final form as approved by the City Attorney.
Background
The County of Riverside Sheriff’s Department has been providing the City of Lake Elsinore
with law enforcement services for many years. The existing five-year contract is from July 1,
2020, to June 30, 2025.
Since 2010, the City’s overall level of daily patrol service hours for law enforcement has
remained the same due to budget constraints and the rising costs for services. However, in
recent years, the City has experienced an increase in quality of life concerns due to legislative
changes that have limited law enforcement’s ability to hold people in jail resulting in a growing
homeless population throughout California.
In October 2017, the City Council authorized Amendment to the City’s law enforcement
agreement with the County of Riverside to expand our levels of ser vices to include an
additional Deputy Sheriff Community Patrol Officer to address a variety of issues related to
improving safety and the overall quality of life in Lake Elsinore.
Measure Z was approved by Lake Elsinore voters in November 2020 and became e ffective
on April 1, 2021. It established a 1 percent transaction tax on the gross receipts of any
retailer from the sale of tangible property sold within the city limits. The hiring of additional
law enforcement officers in the City is the direct result o f Measure Z and our City's
commitment to preserving the highest levels of public safety.
The City currently employs 36 sworn police officers. Positions include; 1 Motorcycle
Sergeant, 2 Special Enforcement Team Officers, 4 Motorcycle Officers, 1 Lake Patrol
Officer, 2 Community Patrol Officers, 5 Community Service Officer II’s, and 27 Patrol
Officers (at 130.8 hours per day).

Discussion
Like many jurisdictions throughout the state, the City has had to find ways to address an
increase in homeless activity that has subsequently led to an increase in citizen complaints
and calls for service for code enforcement and law enforcement. These calls for service
include complaints regarding public feedings, panhandling/solicitation, thefts, assaults,
trespassing, and debris located at homeless encampments.
Measure Z funds will allow the City to hire one additional officer for park patrol, one additional
Community Services Officer II to provide more community support due to homeless, move 2
Accident Investigation Units from undedicated patrol to dedicated patrol, continue to fund the
2 Community Patrol Officers previously funded by the Home Key Grant, and increased patrol
hours from 130.8 per day to 132 hours per day which means there will be 11 Officers on duty
24 hours a day, all a desired goal in the City's 2040 Plan.
The overall annual increase for FY2021-22 is $2.4 million from the prior-year amount of
$14,538,480 and covers the cost of salaries, equipment, plus uniforms, and training.
Addressing law enforcement needs is the first phase to appropriating Measure Z funding for
this Fiscal Year. Formalization of this agreement is required every five years to renew the
required contract appropriately. The County has provided the City with a schedule of contract
staffing costs (Exhibit "A") to the Law Enforcement Agreement for City Council approval,
reflecting the estimated service costs for the Fiscal Year 2021-22 through the Fiscal Year
2024-25.
Fiscal Impact
The fiscal impact is approximately $16.97 million and will be reflected in the City’s Annual
Operating Budget during the term of the agreement. Any necessary changes for the fiscal
year will be made as part of the mid-year review process.

FIRST AMENDMENT TO THE AGREEMENT FOR LAW ENFORCEMENT
SERVICES BETWEEN THE CITY OF LAKE ELSINORE
AND THE COUNTY OF RIVERSIDE
IT IS MUTUALLY AGREED that the Agreement for Law Enforcement Services between
the County of Riverside, a political subdivision of the State of California, on behalf of the Riverside
County Sheriff’s Department, and the City of Lake Elsinore, a General Law City, approved by the
Board of Supervisors on August 4, 2020, for services effective July 1, 2020 through June 30, 2025,
is hereby amended in the following respects, and all other terms and conditions of the Agreement
remain in full force and effect:
1. Attachment A of the Agreement is hereby deleted and replaced with the Attachment
A-1 that is attached to this Amendment.
IN WITNESS WHEREOF, the City of Lake Elsinore, by minute order or resolution duly
adopted by its City Council, has caused this Amendment to Agreement to be signed by its Mayor
and attested and sealed by its Clerk, and the County of Riverside, by order of its Board of
Supervisors, has caused this Amendment to be signed by the Chair of said Board and sealed and
attested by the Clerk of said Board, all on the dates indicated below.
