Background The Housing Element is a component of the General Plan. The current Housing Element was adopted by the City Council on August 27, 2013, and addresses the 5th Cycle planning period of January 1, 2014, through October 1, 2021. The State Department of Housing and Community Development (HCD) certified in September 2013 that the City's Housing Element complied with state law. California Government Code Section 65400 mandates that all cities and counties submit an annual progress report on the implementation of its Housing Element to the Governor's Office of Planning and Research (OPR) and HCD on or before April 1. Code § §21000 et seq. "CEQX) and the State CEQA Guidelines (14. Cal. Code Regs § §15000 et seq.), specifically according to Sections 15060(c)(2), 15060(c)(3), and 15061(b)(3) of the State CEQA Guidelines because it will not result in a direct or reasonably foreseeable indirect physical change in the environment, because there is no possibility that it may have a significant effect on the environment, and because it is not a "project" as that term is defined in Section 15378 of the State CEQA Guidelines. Fiscal Impact There is no fiscal impact of submitting the Annual Housing Progress Report to HCD. However, failure to submit the annual progress report could limit the City's ability to successfully compete for State grants.
