Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING TITLE 17 OF THE LAKE
ELSINORE MUNICIPAL CODE RELATED TO ACCESSORY DWELLING UNITS.

7)Continued Existence of a Local Emergency (COVID-19)
1.Find the need to continue the local emergency related to COVID -19 consistent with the
findings and proclamations set forth in Resolutions No. 2020-18 and No. 2020-52;
2.Direct staff to pursue available County, State, or Federal government disaster assistance
based on the continued declaration of a local emergency; and
3.Continue activation and implementation of the emergency operation plan's response and
recovery, which authorizes the City to furnish or receive aid and assistance under existing
mutual aid agreements.

Appoint Edwin Castro, Raquell Lall, and Jimmy Gist to serve on the Lake Elsinore Measure Z
Citizen Committee for a term expiring December 31, 2021 and Robert Sadlak and Ric
Greenwood to serve for a term expiring December 31, 2022.

9)Purchase of one (1) BMW R1250 RT-P Authority Motorcycle from BMW Motorcycles of
Riverside
1.Authorize the purchase of one (1) BMW R1250 RT-P Authority Motorcycle in the total
amount of $37,532.99 from BMW Motorcycles of Riverside; and
2.Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the purchase
of the BMW R1250 RT-P Motorcycle because of the service, maintenance, and warranty
work agreements on all of the City ’s motorcycle units between the City and BMW
Motorcycles of Riverside.

INTENTION TO CONSIDER ANNEXING TERRITORY TO COMMUNITY FACILITIES DISTRICT

CALIFORNIA, STATING THE INTENTION TO ESTABLISH COMMUNITY FACILITIES
DISTRICT NO. 2021-1 OF THE CITY OF LAKE ELSINORE (TUSCANY VALLEY/CREST)
AND IMPROVEMENT AREAS THEREIN, TO AUTHORIZE THE LEVY OF A SPECIAL TAX
TO PAY THE COSTS OF ACQUIRING OR CONSTRUCTING CERTAIN FACILITIES AND
TO PAY DEBT SERVICE ON BONDED INDEBTEDNESS; and
2.Adopt A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, STATING ITS INTENTION TO INCUR BONDED

Approve a request for the Haul Route including hours of operation for Tract 30698 - Rosetta
Hills residential development.
The Public Hearing was opened at 7:24 p.m.
City Engineer Habib provided a presentation.
City Clerk Alvarez read into the record letters received from David Plancarte and Linda Cooley.
Elton Velarde was called to speak.
City Engineer Habib responded to residents' concerns.
The Public Hearing was closed at 7:46 p.m.
A motion was made by Council Member Tisdale, seconded by Council Member Manos, that this
Council Public Hearing be Adopted.

CITY MANAGER COMMENTS
City Manager Simpson introduced the City's new Community Development Director Karen Brindley.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Tisdale provided an update regarding COVID -19 and vaccinations; and highlighted that the
deadline to apply for an Active Military Banners is April 1, 2021.
Council Member Johnson provided an update on Walker Canyon noting that no poppies are expected to
bloom this year; announced that an online public dashboard for visualize land that has been dedicated,
among other data, is now available; provided an update on operations at The Anchor; and announced the
FORE the Animals Golf Tournament on April 23, 2021 at the Canyon Lake Golf & Country Club.
Council Member Manos urged Lake Elsinore Seniors to apply for the Carl Graves Scholarship Program and
noted the deadline to apply is April 21, 2021; announced upcoming drive -in concerts hosted by Storm
Baseball; and announced the Alberhill Community Garage Sale on Saturday, April 17, 2021 from 7:00 a.m.
to 2:00 p.m.
Mayor Pro Tem Sheridan provided an update regarding the Citywide Sidewalk Survey and repairs; shared
his participation in the Michelle's Place St. Patty's Day Golf Tournament; and provided an update regarding
Main Street Stop Signs and announced that two four-way stops have been completed.

Mayor Magee announced the Grand Opening of the Walmart Supercenter on March 31, 2021 at 8:00 a.m.;
announced Lake Opening Day on April 10, 2021 and noted free boating days; shared that wipers have been
stocked in the Lake; and shared a video reminding fishermen to return caught fish if they are shorter than
18 inches.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 9:05 p.m. to the next Regular meeting of Tuesday, April 13,
2021 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m.
or such later time as noticed on the Agenda, and the regular Open Session business meeting will
commence at 7:00 p.m.
