Page 1 City of Lake Elsinore Printed on 4/8/2021 REPORT TO CITY COUNCIL To: Honorable Mayor and Members of the City Council From: Jason Simpson, City Manager Prepared by: Johnathan O. Skinner, Director of Community Services Date: April 13, 2021 Subject: 2021 July 4th Fireworks Celebration on the Lake Recommendation 1. Waive Bid Procedures Pursuant to Lake Elsinore Municipal Code Section 3.08.070 B and G; and 2. Approve and authorize the City Manager to execute an Agreement with Pyro Spectaculars, Inc. for fireworks services in an amount not to exceed $42,000.00; and 3. Approve the Traffic Plan and Road Closures for downtown associated with the 2021 Fireworks Show. Background For years, the City held an Annual Fireworks Spectacular on Lake Elsinore, which included a “View by Boat” fireworks show over the lake. Pyro Spectaculars, Inc. located in Rialto, California has successfully offered great shows for Lake Elsinore resident s and guests. Pyro Spectaculars is the only supplier of such services in this region and performs fireworks shows for many surrounding communities and organizations, including the Lake Elsinore Storm. Each year, more and more attendees enjoy the production. In recent years, KOLA Radio 99.9 broadcast a radio simulcast for the Fireworks show, which lasted approximately 20 minutes. In addition to those, enjoying the show on the shore, limited boaters can experience the Fireworks on the Lake, sold only at Launch Pointe. As part of the festivities, a “Party in the Park” was held at Summerly Park, which included games, food, and a “Bike Parade” for the kids to decorate their bikes and ride on the sidewalks, around the sports fields. The 2020 4th of July show was postponed due to the Covid-19 pandemic. The show was instead hosted on New Year’s Eve with much success and positivity from the community. Discussion This year, staff is recommending the City Council waive normal bid procedures and select Pyro Spectaculars to continue the 2021 Fireworks Celebration show. The event would consist of the annual Party in the Park event now with support from the Lake Elsinore Chamber and the Lake Elsinore Rotary. A long-anticipated new Light Up the Night Boat Parade. The Light Up the Night Boat Parade has been a request from City Council and the Community for some time, this celebratory parade will set Lake Elsinore apart from other SW Riverside County communities. 2021 FIREWORKS SHOW April 13, 2021 Page 2 Page 2 of 3 Fireworks viewing areas are located around the lake, including Summerly Park, Elm Grove Beach (Swick & Matich Park), Launch Pointe, and other city areas. A limited number of customers can purchase a one time “Night Boat Pass” to view the show on the water. We do not offer concessions for this event. As part of the planning for the 2021 Fireworks Celebration Show, staff surveyed other municipalities in the area who typically offer some type of July 4th fireworks show, to understand what they will be offering this year (below). Menifee Yes Presented concept to City Council as part of our mid-year update during the February 3rd Meeting. Planning “drive-in” style at MSJC Menifee Campus like we did last year. We may add a few more components depending on regulations that are in a place closer to the event. Moreno Valley Yes Will be having a “Funfest” event and a parade. Murrieta Yes, but discussing a date Will go to the City Council in May for approval of an agreement with Stage FX America for fireworks. The City issued an RFP last year but did not move forward with an award due to Covid. Vendor has agreed to hold steady on prices, so we’ll move forward. We’re looking at 3 options: 1. Fireworks from a hill top on regular Murrieta Birthday Bash date (June 26) with no other events; 2. Fireworks from a hill top on 4th of July with no other events; 3. Postponing Birthday Bash until September with a full event. Ontario No Out of respect for those who lost their lives in the Fireworks tragedy, no Fireworks will take place this year. Still reviewing other activities. Perris TBD Southern California Fairgrounds hosts the firework show, not City. At this time the City has not received any requests from SoCal Fairgrounds for a firework show this year. However subject to change as the situation improves. To ensure the safety of the participants, the staff is recommending the street closures identified on Attachment C that will be enforced with a combination of City Public Works staff and Law Enforcement. This year, the Lake Elsinore Storm will be playing home games at Diamond Stadium and part of their entertainment will be a Fireworks show following the game. Staff is in constant communication to coordinate the presentations and minimize overlap. Fiscal Impact The Fireworks Show is budgeted in the Community Services Department line item for $42,000.00. In addition, there are ancillary costs for staff time and resources that are associated with the implementation of the event with the approximate cost of $24,000.00, which includes, but is not limited to staffing for safety and law enforcement, Public Works personnel, and required equipment rentals. If approved, an agreement will be signed and a 50% deposit of $21,000.00 will be required for Pyro Spectacular to secure the Fireworks show. The balance would be due after the Fireworks event.
