The Regular Meeting of the City Council reconvened and the Regular Meeting of the Successor Agency was called to order at 7:01 p.m. PLEDGE OF ALLEGIANCE Mayor Magee led the Pledge of Allegiance. PRESENTATIONS / CEREMONIALS 1)Certificate of Recognition to Reece Walsh for Raising $3,000 to Donate to Cops for Kids Former Police Chief Dave Fonteneau and Mayor Magee presented Certificates of Recognition to Reece Walsch who raised over $3,000 to fill stockings for children during the holidays. PUBLIC COMMENTS – NON-AGENDIZED ITEMS – 1 MINUTE City Clerk Alvarez read into the record comments received from Ace Vallejos and Paulie Tehrani. CITY COUNCIL CONSENT CALENDAR Approval of the Consent Calendar Motion by Council Member Johnson, seconded by Council Member Tisdale, to approve the City Council Consent Calendar. The motion carried by the following vote: Aye:Mayor/Chair Magee, Mayor Pro Tem /Vice-Chair Sheridan, Council Member /Agency Member Tisdale, Council Member/Agency Member Johnson and Council Member/Agency Member Manos 5 - 2)Minutes of the Regular City Council Meeting of January 12, 2021 Approve the Minutes. This item was approved on the City Council Consent Calendar. 3)Second Reading of Ordinance Regarding Planning Application No. 2020-98 (SCCC Group) Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING DEVELOPMENT AGREEMENT NO. 2020-04 FOR A 4,925 SQUARE FOOT CANNABIS FACILITY LOCATED AT 31889 CORYDON ROAD, SUITE 170 (APN: 370-031-007). This item was removed from the City Council Consent Calendar for discussion. These reports disseminated to the Electronic Municipal Market Access (EMMA), which is provided as a service by the Municipal Securities Rulemaking Board (MSRB) as required on or before February 15, 2021. This item was approved on the City Council Consent Calendar. 10)Agreement and Escrow Instructions for Purchase and Sale of Real Property 108 - 112 South Main Street, Lake Elsinore (APN 373-151-022) Approve the purchase of real property located at 108 - 112 South Main Street (APN 373-151-022) for $510,000, ratify the City Manager ’s execution of the Agreement and Escrow Instructions for Purchase and Sale of Real Property on file with the City Clerk, and further authorize the City Manager or designee to execute such other ancillary documents as may be necessary to complete the purchase, in such final form as approved by the City Attorney. PUBLIC COMMENTS – NON-AGENDIZED ITEMS – 3 MINUTES There were no public comments. CITY MANAGER COMMENTS Assistant City Manager Simpson introduced Riverside County Sheriff's Captain Elia. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS Council Member Tisdale shared locations for COVID -19 vaccinations in Riverside County and stated that clinics are announced 24 hours in advance; and announced that Riverside County remains in the purple tier. Council Member Johnson expressed appreciation to Reece Walsch for donating to Cops for Kids and welcomed Chief Elia; shared the Petco Foundation Spay & Neuter Cat program; and announced that applications for the Measure Z Citizen Committee are being accepted through Friday, February 12, 2021 at 4:00 p.m. Council Member Manos shared his research regarding gold fringe on the City's United States flag and noted that the fringe is used as honorable enrichment only; and announced that applications for the Planning Commission are being accepted through Wednesday, February 3, 2021 at 5:00 p.m. Mayor Pro Tem Sheridan spoke on the requirement that public transit agencies in the state must transition to electric buses by 2040 and noted that RTA's plan was submitted to the State in December; announced continued work on Railroad Canyon Rd. and urged the community to stay connected to receive updates; and announced that Michelle's Place will sponsor the first St. Patty's Day Golf Tournament on March 17, 2021. Mayor Magee welcomed Captain Elia; shared the rise in total animals sheltered in December at the Animal Friends of the Valley shelter; and expressed condolences to the Fischer Family. Main Street.
