This item was approved on the City Council Consent Calendar. 7)Acquisition of Citywide Park LED Lighting Retro-fit - Citywide Park Improvement CIP #420023 Approve and Authorize the City Manager to execute a purchase (purchase order) with Tri -Star Electric for $108,460 plus sales tax of $9,490.25, totaling $117,950.25 for the purchase of LED park lights in the form attached and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 8)Amendment No. 1 for an additional $30,000.00 to the On-Call Services Agreement with Area 63 Productions, LLC for specialty RV repair services, consultations and evaluations Approve and Authorize the City Manager to execute Amendment No. 1 with Area 63 Productions, LLC in an amount not to exceed $30,000.00 in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 9)Notice of Completion on Marina Deck with ADA Beach Access at the Boat Launch Project 1.Accept the improvements into the City's Maintained System for the listed project; 2.Authorize staff to file the Notice of Completion with the County Recorder for the listed project; and 3.Authorize final costs and staff to release all retention monies 35 days after the filing of the Notice of Completion for the below listed project. Page 3City of Lake Elsinore March 9, 2021City Council / Successor Agency Meeting Minutes - Draft This item was approved on the City Council Consent Calendar. 10)Agreement to Hemet Fence Company Inc. for the perimeter fencing/screening and automatic gate at the City Trash Yard Project (CIP Project #Z20023) 1.Award a Construction Agreement to Hemet Fence Company for the perimeter fencing/screening and automatic gate at the City Trash Yard Project (CIP Project #Z20023); and 2.Approve and authorize the City Manager to execute the Agreement in the not to exceed amount of $50,200.00 for perimeter fencing/screening and automatic gate with Hemet Fence Company Inc. in the form attached and in such final form as approved by the City Attorney. And authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $5,020.00 for uncertainties and adjustments. This item was approved on the City Council Consent Calendar. 11)Construction Contract Award for the Palomar Multi-Use Trail Project CIP No. Z30008 1.Award the Public Works Construction Agreement for the Palomar Multi -Use Trail Project CIP No. Z30008 to Black Rock Construction Company; 2.Authorize the City Manager to execute the Agreement in the amount of $535,000 to Black Rock Construction Company; 3.Authorize the City Manager to execute change orders not to exceed 10% contingency amount of $53,500; and 4.Authorize City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained roadway network. This item was removed from the City Council Consent Calendar for discussion. 12)First Amendment to Professional Services Agreement for GeoMat Testing Laboratories, Inc., for the Palomar Multi-Use Trail Project CIP No. Z30008 Approve the first amendment to the Professional Services Agreement and authorize the City Manager to execute the first amendment in the amount of Nineteen Thousand and Ten Dollars ($19,010) for GeoMat Testing Laboratories, Inc., for the Palomar Multi-Use Trail Project. This item was removed from the City Council Consent Calendar for discussion. PUBLIC HEARINGS 16)Amendments to Title 17 of the Lake Elsinore Municipal Code Related to Accessory Dwelling Units Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING TITLE 17 OF THE LAKE ELSINORE MUNICIPAL CODE RELATED TO ACCESSORY DWELLING UNITS. The Public Hearing was opened at 7:50 p.m. City Clerk Alvarez noted that one written communication was received, distributed to the City Council, and entered into the record. Staff and the City Attorney have communicated with the commenter and changes will be shared during Staff's presentation. Assistant Community Development Director Kirk provided a presentation. The motion carried by the following vote: Aye:Mayor/Chair Magee, Mayor Pro Tem /Vice-Chair Sheridan, Council Member /Agency Member Tisdale, Council Member/Agency Member Johnson and Council Member/Agency Member Manos 5 - 17)Extension of a previously approved seven (7) month four-day moratorium on the acceptance and processing of entitlement applications for cannabis-related land uses for an additional four (4) months and 24 days. Adopt AN URGENCY ORDINANCE OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ENACTED PURSUANT TO GOVERNMENT CODE SECTION 65858 TO EXTEND URGENCY ORDINANCE NO. 1437 FOR AN ADDITIONAL 4 MONTHS AND 24 DAYS AND TO CONTINUE FOR THIS PERIOD THE TEMPORARY PROHIBITION AGAINST THE ACCEPTANCE AND PROCESSING OF ENTITLEMENT APPLICATIONS FOR CANNABIS RELATED LAND USES. The Public Hearing was opened at 7:54 p.m. City Clerk Alvarez noted that one letter received from Meilad Rafiei was distributed by e -mail on Monday, March 8, 2021 and was entered into the record. Page 7City of Lake Elsinore March 9, 2021City Council / Successor Agency Meeting Minutes - Draft CITY COUNCIL COMMENTS Assistant to the City Manager Dailey explained the City's acquisition of the EPA. Council Member Tisdale provided updates regarding current COVID -19 cases, testing, and vaccinations in Riverside County. Council Member Johnson announced that youth sports will resume effective March 5, 2021; provided an update from the Homeless Task Force; announced the Habitat for Humanity Women's Build 2021; and announced the City's drive -thru Eggapalooza event on April 3, 2021 from 9:00 a.m. to 12:00 p.m. at Diamond Stadium. Council Member Manos announced that applications are now being accepted for United Lift 2021 for rental payment assistance; spoke on the City's Senior Meal Distribution; and announced the Lake Elsinore Community Clean-Up Day on Saturday, March 13, 2021 from 6:30 a.m. to 12:30 p.m. at Diamond Stadium. Mayor Pro Tem Sheridan provided updates regarding street repairs; spoke on the safety of Canyon Hills Road and Sprucewood; encouraged the community to consider donating to Delivering HOPE in Elsinore for Hope's Pantry's 30-year anniversary; shared that Guillermo Altamirano offered to allow Hope's Pantry to use his moving truck if needed; invited the community to participate in the Michelle's Place St. Patty's Day Golf Tournament on March 17, 2021 at 8:00 a.m. at the Golf Club at Rancho California; and commemorated his brother's 50th birthday. Mayor Magee announced the Grand Opening of Miguel's Jr. on Central Avenue; shared that 2,000 lbs. of catfish will be stocked in the Lake on March 13, 2021; and shared that 51 years ago this week, Steve McQueen finished 2nd to Mario Andretti - just one month after breaking his foot at the Elsinore Grand Prix. ADJOURNMENT The Lake Elsinore City Council adjourn at 9:07 p.m. to the next Regular meeting of Tuesday, March 23, 2021 in the Cultural Center located at 183 N. Main Street.
