Subject: Appointments to the Measure Z Citizen Committee
Recommendation
Appoint Edwin Castro, Raquell Lall, and Jimmy Gist to serve on the Lake Elsinore Measure Z
Citizen Committee for a term expiring December 31, 2021 and Robert Sadlak and Ric Greenwood
to serve for a term expiring December 31, 2022.
Background
In July 2020, the City Council approved staff’s recommendation to place a transactions and use
tax measure, Measure Z, on the November 3, 2020 General Municipal Election Ballot. This
decision was made to allow Lake Elsinore’s voters to decide whether to support a proposed
Ordinance imposing a one cent, or one percent, local transactions and use tax to generate
unrestricted general fund dollars for municipal services, such as police and fire services, road
maintenance, and homelessness solutions.
Measure Z was successfully passed on November 3, 2020 with 64 percent of Lake Elsinore
residents voting “Yes” and 36 percent voting “No” on the measure.
Following the passage of Measure Z, a citizen committee must be established to review and
advise upon the spending and use of Measure Z funding in accordance with the Ordinance
establishing the transactions and use tax. This committee provides financial transparency and
ensures this funding is being used in a manner appropriate to the established goals and needs of
the community.
In 2004, the City Council established a Council Policy, 200-5A, regarding Commission
Appointments. In particular, the policy establishes the guidelines, selection and role of
Commission Appointments by the City Council, which includes any regular, ongoing committee,
board or commission consisting of members appointed by the City Council. The policy was
revised by the City Council on December 8, 2020 to include the provisions necessary for
appointments to the Measure Z Citizen Committee.
Pursuant to City Council Policy No. 200-5A, members shall be at least 18 years of age and may
not serve on any other Commission or be an officer or employee of the City or a person under an
employment contract. Members must reside within the City Council District represented by the
appointing City Council Member. Members shall be subject to a routine background check to be
administered by the Police Department.
Key requirements for the Measure Z Citizen Committee include:
The committee shall consist of five (5) members, all must be residents of the City.
The Committee must meet at least twice each calendar year and more frequently, if
necessary, to discharge the responsibilities of the Committee.
All meetings of the Committee shall be held in accordance with provisions of the Ralph M.
Brown Act (Cal. Gov. Code Section 54950 et seq.).
The City shall initially post and publish notice soliciting applications for persons interested
in being members of the Committee and shall thereafter repost and republish notice
soliciting applications as necessary to fill vacancies on the Committee.
The City Council shall review all applications for eligibility and at a public meeting appoint
five (5) eligible applicants to serve as members of the committee.
Each member of the Committee shall serve for a term of two (2) years and such service
shall be at the pleasure of the City Council.
Three (3) members of the Committee shall constitute a quorum.
Members of the Committee shall not receive a stipend.
Discussion
The City Clerk’s Department posted the Notice of Accepting Applications for the Measure Z
Citizen Committee from January 13, 2021 through February 12, 2021. A total of 21 applications
were received.
Pursuant to City Council Policy No. 200-5A, the Committee shall include one (1) resident member
from each of the City’s five council districts. Each member is nominated by the district’s elected
Council Member. The City’s elected City Treasurer also serves as an Ex-Officio, non-voting
member, on the committee. Three (3) terms of appointment (Districts 2, 4, and 5) will end
December 31, 2021 and two (2) terms of appointment (Districts 1 and 3) will end December 31,
2022.
Prior to the review and nomination of applicants by each Council Member, staff assisted in
reviewing and ranking applicants based on qualifications. After reviewing all applications and/or
interviewing some or all of their applicants, each of the City Council Member has selected the
nominee below for formal appointment by the full City Council:

As an active member in my community and volunteers advocate, I think I would make a great asset to serve
on this commission.
The City Council needs the help of our fellow friends and neighbors to provide insight, recommendations

The City currently has three standing Commissions/Committees: the Planning Commission, the Public
Safety Advisory Commission (PSAC) and the Measure Z Citizen Committee. All
commissions/committees consist of five members who shall not be officials or employees of the City.
Applicants for the Planning/Public Safety Advisory Commission shall legally reside within the City limits
or be the owner of a business that is established and currently licensed within the City limits (LEMC
Section 2.24.020). Applicants for the Measure Z Citizen Committee must legally reside within the City
limits. Each commission/committee serves as an advisory body to the City Council on policy matters or
reviewing specific issues as directed by the City Council or prescribed by law. Currently, all Planning
and Public Safety Advisory Commissioners are appointed at-large by a City Council Subcommittee.

As a concerned and involved citizen and mother of a of three that loves this community, I want to help
ensure the funds from measure z are allocated in the best way that our community will benefit and thrive
from. I represent the younger families in our community and think it is time to include a fresh view and
perspective.

As TTEC band booster treasurer I oversaw all budgeting, fundraising, and spending for a program of 117
students. Managed all individuals (students) sub accounts for the different musical programs under the
TTEC umbrella I.e. jazz, color guard, drumline, etc.
