Public Safety Advisory Commission
Regular Meeting Minutes
Wednesday January 15, 2020
Call to Order
A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center,
183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by Chair Carlos.
Pledge of Allegiance
The Pledge of allegiance was led by Commissioner Hendley.
Roll Call
Present: Commissioners Pastrano, and Williams, Vice-Chair Hendley, and hair Carlos.
Absent: Commissioner Miller
Presentations
1) Lake Elsinore Unified School District -Public Safety – Mark Dennis, Public Information
Officer with the Lake Elsinore Unified School Dist rict provided a Power Point presentation
and responded to questions from the Commission.
2) Presentation for Let’s Talk Lake Elsinore – Nicole Dailey, Assistant to the City Manager, and
Lieutenant Boydd from the Riverside County Sheriff’s Department provided a Power Point
presentation and responded to questions from the Commission.
3) Lake Elsinore Police Department Public Safety Update - Lieutenant Boydd from the Riverside
County Sheriff’s Department provided a Power Point presentation; invited residents to do a Ride-
Along if anyone is wondering what the Sheriffs do; and responded to questions from the
Commission.

There were no speakers.
Consent Calendar Item(s)
It was moved by Commissioner Williams, seconded by Commissioner Pastrano, and unanimously
carried noting the absence of Commissioner Miller, to approve the Minutes with the correction of
Commissioner Hendley’s name under Roll Call for the minutes of October 6,2019.
4) Minutes from the Regular Public Safety Advisory Commission Meeting of October 16, 2019 and the
Cancelled Meetings of November 20, 2019 and December 18, 2019. – Approved the minutes.

Subcommittee Reports
Commissioner Williams reported on the Homeless Task Force Subcommittee meeting from on October
24, 2019; encouraged everyone to volunteer for the Point In Time Count on January 29, 2020; invited the
residents to attend the February 20, 2020 luncheon at the Diamond Club addressing homeless issues for
businesses hosted by the Lake Elsinore Valley Chamber of Commerce; spoke on the homelessness tour
by Governor Newsom in the Inland Empire, on his state budget proposal of over $1 billion in homeless
funding, and on Senate Bill 1152 Discharge Planning for Homeless Patients; and, spoke on getting
homeless off the streets.
Commissioner Williams and Hendley reported on the Neighborhood Traffic Calming Mitigation Education
Subcommittee and stated they are at the beginning stages and their goal is to make Lake Elsinore a safe
place, ensuring that pedestrians, bicyclists, and people on scooters can move around the City confidently;
and, will continue to work with their entities and educate the community.

Commissioners' Comments
Chair Carlos asked Deputy City Clerk Mahan to get started on the paperwork for the Ride-Along with the
Sherriff’s Department.
Adjournment
The meeting adjourned at 7:29 p.m. to the Regular meeting on Wednesday, February 19, 2020, in the
Cultural Center located at 183 N. Main Street.
