REPORT TO CITY COUNCIL
To: Honorable Mayor and Members of the City Council
From: Jason Simpson, City Manager
Prepared By: Candice Alvarez, MMC, City Clerk
Date: March 9, 2021
Subject: Appointment to the Planning Commission
Recommendation
Consider the Subcommittee's recommendation to appoint Jodi Peters to serve on the Lake Elsinore
Planning Commission for a remainder term expiring June 30, 2022 and Michael Carroll to serve on
the Lake Elsinore Planning Commission for a full term expiring June 30, 2024.
Background
Per Lake Elsinore Municipal Code Section 2.24.020, the Planning Commission consists of five
members who shall not be officials or employees of the City and shall legally reside within the City
limits of the City of Lake Elsinore or be the owner of a business that is established and currently
licensed inside the City limits. Sections 2.24.030 and 2.24.040 provide that the members of the
Commission shall be appointed by the Mayor with the approval of a majority of the members of the
City Council for a term of four years. City Council Policy 200-5A sets forth the process in which
applications will be accepted and reviewed.
Discussion
The term of office for Commissioner Ross expired on June 30, 2020. Additionally, Commissioner
Armit moved and is no longer qualified to serve on the Planning Commission, therefore, leaving
vacant a term which expires on June 30, 2022. Pursuant to City Council Policy No. 200-5A,
applications remain on file through December. The City Clerk’s Department posted the Notice of
Accepting Applications for Consideration of Appointment from January 13, 2021 through February 3,
2021. A total of 13 applications were received by the filing deadline.
After taking into consideration the desire of the City Council to allow representation for each Council
District, the City Council sub-committee interviewed four of the 13 applicants and has nominated Jodi
Peters and Michael Carroll for consideration by the City Council.
