Approve a Cooperative Agreement between the City of Lake Elsinore, Riverside County Flood
Control and Water Conservation District, and Richmond American Homes of Maryland, Inc. for
the Lake Elsinore - Rice Canyon Levees Stage 2 Improvement.

8)Professional Civil Engineering Services Agreement with KOA Corporation for
Environmental, Final Engineering Plans, Specifications, Cost Estimate, and
Construction Support for the High Safety Improvement Cycle 9 Project
Authorize the City Manager to execute an Agreement for Professional Design Services in the
amount of $143,359 to KOA Corporation (KOA), plus an additional 10% contingency, in such
final form as approved by City Attorney.

9)Professional Services Agreement with KJ Services Environmental Consulting for the
Local Government Tire Cleanup Grant TCU18
1.Award a Professional Services Agreement to KJ Services Environmental Consulting for the
Local Government Tire Cleanup Grant TCU18;
2.Authorize the City Manager to execute the Agreement in the amount of $67,564 to KJ
Services Environmental Consulting, in such final form as approved by the City Attorney; and
3.Authorize the City Manager to approve the use of KJ Services Environmental Consulting for
a contract term through September 30, 2022 to run concurrently with the grant terms.

10)Final Construction Change Order for the Larson Road Storm Drain, Water, and Street
Improvement Project
Authorize the City Manager to execute the final construction contract change order to Weka,
Inc. for the Larson Road Storm Drain, Water, and Street Improvement project in the amount of
$9,020.60.

11)Amendment No. 1 to the Precision Concrete Cutting (PCC) Contract
Authorize the City Manager to execute Amendment No. 1 to the Agreement with Precision
Concrete Cutting Contract Services and increase compensation by an additional $145,000 for a
total amount not to exceed $175,000 per fiscal year with a 10% contingency for unforeseen
additional work in substantially the form attached and in such final form as approved by the City
Attorney.

12)Amendments to the Professional Services Agreement with David Evans and
Associates, Inc. for Railroad Canyon and Main Street Interchange Wall Aesthetic
Treatment
1.Approve Amendment No. 2 to the Agreement for Professional Services with David Evans
and Associates, Inc., for landscape architectural services for the wall aesthetic treatment
along Railroad Canyon Interchange tie back walls under the freeway and authorize the City
Manager to execute the amendment to the Agreement for $28,750 plus an additional 10% in
contingency.

CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF CITY OF LAKE ELSINORE AND AS
A MEMBER OF THE SOUTHWEST RIVERSIDE COUNTY ENERGY AUTHORITY (SRCEA),
APPROVING AND AUTHORIZING THE EXECUTION AND DELIVERY BY RESPONSIBLE
OFFICERS OF THE FIRST AMENDMENT TO SOLAR POWER PURCHASE AGREEMENT,

1.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF CITY OF LAKE ELSINORE
COMMUNITY FACILITIES DISTRICT NO. 2006-6 (TESSERA), APPROVING A FIRST
AMENDMENT TO THE RATE AND METHOD OF APPORTIONMENT AND CALLING AN
ELECTION THEREIN;
2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ACTING IN ITS CAPACITY AS THE LEGISLATIVE BODY OF CITY OF LAKE
ELSINORE COMMUNITY FACILITIES DISTRICT NO. 2006-6 (TESSERA), CERTIFYING
THE RESULTS OF THE JANUARY 12, 2021, SPECIAL ELECTION; and
3.Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY
COUNCIL OF CITY OF LAKE ELSINORE, CALIFORNIA, ACTING AS THE LEGISLATIVE
BODY OF CITY OF LAKE ELSINORE COMMUNITY FACILITIES DISTRICT NO. 2006-6
(TESSERA) AUTHORIZING THE LEVY OF A SPECIAL TAX WITHIN SUCH DISTRICT.

DISTRICT NO. 2019-2 OF THE CITY OF LAKE ELSINORE (NICHOLS RANCH),
APPROVING AMENDMENT TO THE RATE AND METHOD OF APPORTIONMENT,
INCREASING THE AMOUNT OF AUTHORIZED BONDED INDEBTEDNESS TO BE
INCURRED BY COMMUNITY FACILITIES DISTRICT NO. 2019-2 AND CALLING AN
ELECTION THEREIN;

27)By-District Appointments for Planning Commission and Public Safety Advisory
Commission
Discuss and direct staff regarding potential transition to commission appointment by district.
Following discussion, the City Council directed Staff to move toward By-District Appointments to
the Planning and Public Safety Advisory Commissions after current Commissioners complete
their terms and after the 2022 redistricting process, and allow Council Members to appoint
someone from outside of their District should they not receive an application from anyone within
their District.

CITY MANAGER COMMENTS
Mayor Magee presented a plaque and gift to Council Member Tisdale for serving as Mayor in 2020.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Tisdale spoke regarding COVID-19 vaccinations that will be available in Riverside County.
Council Member Johnson reported the City's December Homeless Outreach update; and announced the
opening of the Anchor.
Council Member Manos reported on his attendance at the Cal Cities Riverside County Division meeting on
Monday, January 11, 2021; announced that park resurfacing is nearing completion; expressed
condolences to his friend who lost his father due to COVID -19; and expressed his opinion regarding the riot
at the Capitol on January 6, 2021.
Mayor Pro Tem Sheridan recognized a group named "The Dudes of Canyon Hills" who had a 2-night
Christmas Parade on December 17 and 18, 2020 of which he was offered to serve as the Grand Marshal;
announced that the Tuscany Hills slurry seal began Tuesday, January 12, 2021 and will conclude
Thursday, January 21, 2021; advised of scheduled power outages and reminded the audience that they can
sign up for public safety power shutoff alerts; and introduced the City's first pickeball court now at
Creekside Park.

Mayor Magee announced that County Code Enforcement will partner with the Homeless Task Force, the
POP team, and SWAG beginning Thursday, January 14, 2021; advised of the Martin Luther King event on
Monday, January 18, 2021 at Lambs Fellowship and on YouTube; and adjourned the meeting in memory of
Martin Luther King, Jr.

The Successor Agency adjourned and the City Council recessed back into Closed Session at 9:24 p.m.
RECONVENE
The City Council reconvened at 9:50 p.m.
CLOSED SESSION REPORT
City Attorney Leibold reported that the City Council directed the City Attorney to draft an employment
contract with Jason Simpson to serve as City Manager.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 9:52 p.m. to the next Regular meeting of Tuesday, January
26, 2021 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00
p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will
commence at 7:00 p.m.
