Recommendation
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 3,
2020, AND DECLARING THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW .
Background
On May 12, 2020, the City Council adopted Resolution No. 2020-35 calling for the General Municipal
Election of November 3, 2020 for the election of City Council Members for Districts 2, 4, and 5 and
the City Treasurer. The following is a list of candidates who qualified for the ballot, in ballot order:

On July 28, 2020, the City Council adopted Resolution No. 2020-80 ordering the submission of a
transactions and use tax (sales tax) – Measure Z - to be placed on the November 3, 2020 ballot.

Discussion
On November 3, 2020, in compliance with the Election Code of the State of California and California
Executive Order Nos. N-64-20 and N-67-20, a General Municipal election was held for the purpose of
electing City Council Members for Districts 2, 4, and 5 and the City Treasurer and deciding on
whether the City shall implement Measure Z. The canvass of the election was completed and the
election results finalized and posted by the Riverside County Registrar of Voters on Thursday,
December 3, 2020. As of 6:00 p.m. on December 3, 2020, the County has not yet certified the results;
however, the final certification will be uploaded as soon as it is available.
The certified report of the results of the votes cast in each precinct, as well as the final votes cast for
each of the candidates and the number of ballots received per precinct, will be attached to the
Resolution as Exhibit A. The summary indicates the following results:

That the measures voted upon at the election are as follows:
Measure Z –
To provide funding for essential city services including:
Reducing gangs, drugs and crime
Providing fire protection, paramedic, and quick 9-1-1 emergency
response
Fixing streets and potholes
Addressing homelessness
Keeping public areas safe, healthy, clean and graffiti free
Supporting local businesses
shall a City of Lake Elsinore Ordinance establishing a one-cent sales tax be
approved, providing approximately $10,000,000 annually for general city
services until ended by voters, with citizen oversight, independent audits,
and all funds controlled locally?

The City Clerk, as the City’s Election Official, hereby certifies the election results submitted by the
Riverside County Registrar of Voters and presents a Resolution reciting such fact for adoption by the
City Council.
Fiscal Impact
The conducting of the election has a fiscal impact that was previously budgeted; however, the
declaration of the results has no impact other than staff time.

RESOLUTION NO. 2020-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL
ELECTION HELD ON NOVEMBER 3, 2020, AND DECLARING THE RESULTS
AND SUCH OTHER MATTERS AS MAY BE PROVIDED BY LAW
Whereas, a General Municipal Election was held and conducted in the City of Lake
Elsinore, California, on Tuesday, November 3, 2020, as required by law;
Whereas, Notice of the Election was given in time, form and manner, voting precincts
were properly established, election officers were appointed and in all respects the election was
held and conducted as required by the provisions of the Elections Code of the State of California;
Whereas, the votes were cast, received and canvassed by the Riverside County Registrar
of Voters and the returns made and declared in time, form, and manner for the holding of elections
in General Law cities; and
Whereas, pursuant to Resolution 2020-35 adopted on May 12, 2020, the Riverside
County Registrar of Voters canvassed the returns of the election and has certified the results
which is attached as Exhibit A to this Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, DOES HEREBY DECLARE, DETERMINE AND RESOLVE:
Section 1. The whole number of votes cast in the precincts for the contest of Member of
the City Council District 2 was 5,469.
The whole number of votes cast in the precincts for the contest of Member of the City
Council District 4 was 3,461.
The whole number of votes cast in the precincts for the contest of Member of the City
Council District 5 was 4,353.
The whole number of votes cast in the precincts for the contest of City Treasurer was
19,602.
The whole number of votes cast in the precincts for the contest of Measure Z was 24,888.
A grand total of 27,040 ballots were cast in the City of Lake Elsinore.
Section 2. The names of persons voted for at the election for Member of the City Council,
and the number of votes received by each person are as follows:

as follows:

Section 4. The City Council does declare and determine that:
Steve Manos, Natasha Johnson, and Bob Magee are elected as a Members of the City
Council for the full term of four years beginning December 8, 2020 and Measure Z has been
approved by the Voters and, pursuant to the adopted Ordinance No. 2020-1439, will take effect
ten (10) days after the date on which the election results are declared by the City Council, or
December 18, 2020.
Section 4. The City Clerk shall enter on the records of the City Council of the City of Lake
Elsinore, a statement of the result of the election showing: (1) the number of votes cast at each
precinct; (2) the whole number of votes cast in the City; (3) the names of the persons voted for;
(4) for what office each person was voted for, and (5) the total number of votes given to each
person.
Section 5. The City Clerk shall immediately make and deliver to each of the persons so
elected a Certificate of Election signed by the City Clerk and authenticated and that the City Clerk
shall cause to be administered to each person elected the Oath of Office prescribed in the
Constitution of the State of California and shall have them subscribe to it and file it in the Office

of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective
office to which they have been elected.
Section 6. The City Clerk shall certify to the passage and adoption of this Resolution and
enter it into the book of original Resolutions.
Passed and Adopted at a regular meeting of the City Council of the City of Lake Elsinore,
California, this 8th day of December 2020.
