The Fair Share payment shall be based on an approved Engineer's estimate. Background In 2017, the City Council approved the recordation of Tract No. 33370. The project will result in the development of ninety (90) single family detached condominium units with associated improvements including a centralized recreation area. The project Conditions of Approval were approved by the City Council on the September 11, 2007 concurrent with an Extension of Time. Currently, Condition No. 75 states "Developer shall construct four way traffic signal system at the intersection of Franklin Street and Main Street. The poles and arms of the traffic signals shall be compatible with the downtown area architectural design theme. Developer shall be reimbursed for the traffic signal system through the City's TIF Funds" TIF study indicates Cost of a traffic signal at $175,000, which represents the maximum amount the developer can be reimbursed. Based on the developer's request, staff reviewed the project's original Traffic Impact Analysis as well as a recently completed Traffic Analysis of the Main Street and Franklin Street Intersection. The Executive Project Review Subcommittee has reviewed and supports Staff's recommendation on this matter. Discussion The Project's original Traffic Impact Analysis concluded that in 2007, irrespective of the Project's traffic contribution, the intersection of Main Street and Franklin Street operated at Level of Service F. It also calculated the Project's fair share contribution at 9.2% based on additional traffic from the project in the AM Peak. Project fair share contribution was not recalculated as part of the new analysis due to the acceptable LOS. Given the information from the most recent study, staff recommends allowing the developer to provide fair share contribution based on an approved Engineer's estimate and the Project's original Traffic Impact Analysis. This fair share contribution can provide funding towards signalizing this intersection and /or other intersections along the downtown corridor when warrants for a signal are met. The funds can also be utilized for further traffic studies to improve the efficiency of the Main Street /Downtown corridor. Environmental Determination The proposed modification to Conidtion No. 75 is consistent with the Mitigated Negative Declaration No. 2005 -07 and Mitigation Monitoring and Reporting Program (SCH #2005091060) for the Project and supported by the original and recent Traffic Impact Analyses. No changes in the Project are proposed and, consequently, no new environmental impacts are contemplated and no new environmental review is required. The purpose of this focused traffic assessment is to determine if a traffic signal is necessary at the intersection Main Street & Franklin Street (either based on warrants and /or peak hour intersection operations) and to evaluate the potential impact of the Main Street corridor if a traffic signal were to be constructed at the intersection of Main Street & Franklin Street. SUMMARY OF FINDINGS The intersection of Main Street & Franklin Street does not currently warrant a traffic signal and is not anticipated to warrant a traffic signal under future EAP (2021) and EAPC (2021) traffic conditions. Main Street & Franklin Street currently operates at acceptable Levels of Service (LOS) during the peak hours and is anticipated to continue to operate at an acceptable LOS during the peak hours for future EAP (2021) and EAPC (2021) traffic conditions. As such, a traffic signal does not appear necessary at the intersection of Main Street & Franklin Street based on traffic signal warrants and peak hour intersection operations analyses. EXISTING (2020) CONDITIONS EXISTING ROADWAY CONFIGURATIONS Pursuant to discussions with City staff, the intersections along Main Street, at Sumner Avenue, Franklin Street, and Heald Avenue, have been evaluated for the purposes of this focused traffic assessment (see Exhibit 1). Main Street is currently a two -lane undivided roadway from Heald Avenue to Sumner Avenue. The intersections of Sumner Avenue, Franklin Street, and Heald Avenue on Main Street are currently all - way stop controlled intersections. The posted speed limit on Main Street is 35 miles per hour (MPH), thereby requiring use of the urban warrant analysis criteria. EXISTING (2020) TRAFFIC VOLUMES The Camino Del Norte roadway extension that runs parallel to the I -15 Freeway has recently been completed. The extension connects from Main Street to Grunder Drive. Camino Del Norte provides an alternate route without using Lakeshore Drive /Main Street. Although historic traffic count data is 13753 -04 Letter Mr. Leonard Leichnitz Lumos Communities LLC November 3, 2020 Page 2 of 5 available for the study area intersections, historic traffic count data was collected at a time prior to the Camino Del Norte connection, and therefore does not reflect the alternate route to the north and south. Additionally, the intersection Main Street & Franklin Street was a cross - street stop - controlled intersection at the time when historic traffic count data was collected. As noted previously, Main Street & Franklin Street is currently controlled as an all -way stop controlled intersection. For these reasons, new traffic data was collected for each of the study area intersections on Thursday, October 1, 2020 during the following time periods: • Weekday AM Peak Hour (7 PM — 9 PM) • Weekday PM Peak Hour (4 PM — 6 PM) Due to the currently ongoing COVID -19 pandemic, schools and businesses within the study area were closed or operating at less than full capacity at the time this assessment was prepared. As such and pursuant to discussions with the City of Lake Elsinore, historic traffic counts from 2017 and 2018 were utilized, in conjunction with a 2% per year growth rate, compounded annually, to reflect 2020 conditions for the study area intersections, with the exception of the turning movements that are likely affected by the new Cam Del Norte roadway extension and the modifications to the traffic control at Main Street & Franklin Street. The movements affected by the new Cam Del Norte roadway extension are the northbound and southbound through movements at the intersections of Main Street & Sumner Avenue and Main Street & Heald Avenue. The affected movements at the intersection of Main Street & Franklin Street are the northbound right turn, southbound left turn, westbound left turn, and westbound right turn. For these movements affected by the new Cam Del Norte roadway extension, an adjustment factor has been applied to the recently collected 2020 traffic counts based on a comparison of the historic traffic volumes (adjusted to 2020 conditions) and the recently collected 2020 traffic count data for the northbound and southbound through movements at the intersection of Main Street & Franklin Street. The adjustment factors are 1.74 for the AM peak hour and 1.22 for the PM peak hour, which reflect non - COVID conditions for the turning movements where recently collected 2020 traffic volumes have been utilized. The Existing (2020) traffic volumes are provided in Exhibit 2 and the 2020 traffic count data and the historic 2017 and 2018 traffic count data is provided in Attachment A of this letter for reference. EXISTING (2020) CONDITIONS INTERSECTION OPERATIONS ANALYSIS Based on the analysis results, the study area intersections are currently operating at acceptable LOS during the peak hours. The intersection operations analysis results for Existing (2020) conditions is shown in Table 1. Based on the existing peak hour traffic volumes, the intersection of Main Street & Franklin Street does not currently meet a traffic signal warrant. The Existing (2020) traffic signal warrant analysis worksheets are provided in Attachment C. EXISTING (2020) CONDITIONS QUEUING ANALYSIS Pursuant to discussions with City of Lake Elsinore staff, a queuing analysis has been conducted for the intersection of Main Street & Franklin Street for Existing (2020) conditions only. The results of the queuing analysis are presented in Table 2, which indicates that there are currently no queuing issues along Main Street at Franklin Street. The Existing (2020) queuing analysis worksheets are provided in Attachment D. PROJECT TRAFFIC TRIP GENERATION Trip generation represents the amount of traffic which is both attracted to and produced by a development. Determining traffic generation for a specific project is therefore based upon forecasting the amount of traffic that is expected to be both attracted to and produced by the specific land uses being proposed for a given development. For the purposes of this focused traffic assessment, trip generation has been utilized from the Tessera Traffic Impact Analysis (August 3, 2005, prepared by Urban Crossroads, Inc.) (hereafter referred to as the 2005 Traffic Study). The proposed Project, as stated in the 2005 Traffic Study, is anticipated to generate 861 trip -ends per day, with 68 AM peak hour trips and 91 PM peak hour trips. The trip generation summary from the 2005 Traffic Study is provided in Attachment E. TRIP DISTRIBUTION For the purposes of this focused traffic assessment, the trip distribution patterns for the Project have been based on the trip distribution patterns from the 2005 Traffic Study. However, with the completion of the Camino Del Norte roadway extension, an alternate route to the north and south is now available. As such, it is assumed that 25% of the Project traffic would utilize this new connection instead of utilizing Franklin Street to Main Street. The Project trip distribution patterns utilized for this focused traffic assessment are shown on Exhibit 3. TRIP ASSIGNMENT Based on the trip generation from the 2005 Traffic Study and the trip distribution patterns as shown on Exhibit 3, the Project only traffic volumes are shown on Exhibit 4. 13753 -04 Letter LO► URBAN Mr. Leonard Leichnitz Lumos Communities LLC November 3, 2020 Page 4 of 5 CUMULATIVE DEVELOPMENT PROJECTS A cumulative project list was developed for the purposes of this assessment through consultation with planning and engineering staff from the City of Lake Elsinore. The cumulative project list includes known and foreseeable projects that are anticipated to contribute traffic to the study area intersections. For the purposes of this assessment, an absorption percentage has been applied to the cumulative development traffic. It is unlikely that each cumulative development project shown will be fully constructed and occupied by the year 2021. As such and consistent with other recent studies within the City of Lake Elsinore, 15% of the total cumulative development traffic has been utilized for this traffic assessment. The cumulative projects are shown on Exhibit 5 and listed in Table 3. The cumulative only traffic volumes (15% of the total cumulative traffic) are shown on Exhibit 6. EAP (2021) TRAFFIC CONDITIONS EAP (2021) INTERSECTION OPERATIONS ANALYSIS Consistent with other studies performed in the area, an ambient growth rate of 2% per year has been utilized for the study area intersections to approximate background traffic growth not identified by nearby cumulative development projects. Since the proposed opening year is 2021, an ambient growth factor of 2% has been applied to existing traffic volumes. The EAP (2021) traffic volumes are shown on Exhibit 7. As shown in Table 4, the study area intersections are anticipated to continue to operate at an acceptable LOS during the peak hours under EAP (2021) traffic conditions, with the exception of the following intersection: • N. Main Street & W. Sumner Avenue ( #1) — LOS E PM peak hour only The EAP (2021) conditions intersection operations analysis worksheets are provided in Attachment F.
