The Regular Meetings of the City Council and the Successor Agency were called to order at 7:00 p.m.

Adopt AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, ENACTED PURSUANT TO GOVERNMENT CODE SECTION
65858 EXTENDING URGENCY ORDINANCE NO. 2020 -1437 FOR AN ADDITIONAL 5
MONTHS AND 21 DAYS AND CONTINUING FOR THIS PERIOD THE TEMPORARY
PROHIBITION AGAINST THE ACCEPTANCE AND PROCESSING OF ENTITLEMENT
APPLICATIONS FOR CANNABIS - RELATED LAND USES.
The Public Hearing opened at 7:14 p.m.

CITY MANAGER COMMENTS
City Manager Yates had no comments.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Manos announced that the City is accepting applications for the Dream Extreme Virtual
Future Leaders Program and encouraged high school juniors and seniors to apply and participate.
Council Member Johnson wished a happy belated birthday to Mayor Tisdale; spoke on the virtual Student
of the Month program and congratulated the students who were recognized; provided an update on the
Homeless Task Force; and announced the COPS for Kids Celebrity Golf Tournament to be held on May 7,
2021.
Council Member Sheridan thanked City Staff for completing upgrades at Creekside Park in Canyon Hills;
announced the Ribbon Cutting Ceremony for Christensen Park on Friday, September 25, 2020 at 3:00
p.m.; encouraged residents to complete the 2020 Census before the deadline on September 30, 2020; and
extended his sympathy to the family of U.S. Supreme Court Associate Justice Ruth Bader Ginsburg.
Mayor Pro Tern Magee highlighted that the City of Lake Elsinore is one of only seven cities out of 483
cities in the State of California who were awarded to receive the Homekey Grant funding from the State;
spoke on opening of Christensen Park which is the City's 20th park; advised that Phase I of the Downtown
Streets Pavement Rehabilitation & Striping Project has been completed; announced that the Citywide
Slurry Seal Project will begin soon; and expressed gratitude to Public Works and Engineering staff for
tirelessly continuing to improve the safety of Diamond Drive.
Mayor Tisdale provided an update on the COVID -19 pandemic and announced that Riverside County is now
in the red category, meaning that certain businesses may reopen with modifications; and invited the
audience to attend the Virtual State of the City Address on Thursday, October 8, 2020 at 4:00 p.m.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:56 p.m. in memory of U.S. Supreme Court Associate
Justice Ruth Bader Ginsburg to the next Regular meeting of Tuesday, October 13, 2020 in the Cultural
Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m. or such later time
as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m.
