City of Lake Elsinore Page 1 Printed on 71912020 CITY OF LAKE W LS1110RE DItFAM F.XTRFMF.- REPORT TO CITY COUNCIL To: Honorable Mayor and City Council Members From: Grant Yates, City Manager Prepared By: Grant Taylor, Community Development Director Date: July 14, 2020 Subject: Status of the Southern California Edison (SCE) Valley Ivyglen Project and Undergrounding Recommendation Receive a presentation from staff regarding the status of the Southern California Edison (SCE) Valley Ivyglen Project and Undergrounding, provide comments, and give direction to staff. Background Southern California Edison (SCE) submitted two project applications to the California Public Utilities Commission (CPUC) for the Valley Ivyglen (VIG) Transmission Line Project and the Alberhill System Project. The CPUC approved the VIG Project and continued the Alberhill Project with direction to provide additional studies and information. The Valley Ivyglen project consists of approximately 27 miles of overhead transmission lines including 115 -kv lines and fiber optic line including eleven miles of overhead lines within the City of Lake Elsinore. Analysis SCE is moving forward with the VIG Project and is due to start construction activities July 8, 2020 on Central Avenue between Connard Avenue and Crompton Road that is an approximate 1 '/2 mile stretch (approximately half in the City limits and half in unincorporated Riverside County). This area is set for undergrounding pursuant to mitigation measures set forth in the Environmental Impact Report. Staff negotiated with SCE approximately 8/10 of a mile of undergrounding along Pasadena Street and Third Street. The VIG project is also starting at the Valley Substation in Menifee with construction anticipated to reach Lake Elsinore the fourth quarter of 2020. In addition, staff is working with SCE Project Managers (Wilson Construction) on landscaping improvements along Lake Street. Staff will be making a PowerPoint presentation on the status of the SCE Valley Ivyglen Project, undergrounding areas, and pertinent issues. Fiscal Impact Unknown at this time.
