Subject: Agreement for On-Call Contract Services with Wood Environment &
Infrastructure, Inc.
Recommendation
Authorize the City Manager to execute the Agreement for On-Call Contractor Services
Agreement with Wood Environment & Infrastructure, Inc., in an amount not to exceed $30,000
per fiscal year, in such final form as approved by the City Attorney.
Background
Lake Elsinore is Southern California’s largest natural, freshwater lake with more than 3,000
surface acres and 14 miles of shoreline. It is a shallow lake that it is reliant on rain and runoff
from the Lake Elsinore and San Jacinto Watersheds. Conditions for algae blooms are ideal
when there is an oversupply of nutrients in a lake, such as phosphorus and nitrogen, high
temperatures, low oxygen levels in the water, little water movement, and low water levels.
Lake Elsinore suffers from all of these conditions, creating the ideal environment for algae
blooms. The City has taken a proactive approach to prepare for and address these concerns as
part of our Lake Watch program.
Discussion
To protect the public health and safety of visitors to the Lake, it is essential that the City conduct
ongoing monitoring of cyanotoxins. Monitoring of cyanotoxins by Wood Environment would
occur as needed, based on in-lake evidence suggesting a cyanobacteria bloom may have
occurred. The frequency of monitoring, locations and number of samples collected will be
determined in consultation with City staff prior to each sampling event.
To date, the City Manager’s Office has been highly satisfied with Wood Environment’s
performance and services and recommends the City Council approve this contract to ensure
ongoing, on-call toxin monitoring in Lake Elsinore.

The agreement provides for a term of three (3) years with an option to renew for two (2)
additional years.
Fiscal Impact
Thirty thousand dollars ($30,000) per fiscal year. Ongoing water quality monitoring for Lake
Elsinore is included in the FY2020-21 operating budget.

Subject: Scope of Work and Cost Proposal for FYs 2020-2023
1.0 PURPOSE
The purpose of this document is to provide a scope and cost proposal to the City of Lake Elsinore for on-
call water quality management services for Lake Elsinore.
A proposed scope of work description is provided in Section 2.0, a schedule is presented in Section 3.0,
and proposed costs are summarized in Section 4.0.
2.0 PROPOSED SCOPE OF WORK
Wood Environment and Infrastructure Solutions, Inc. (Wood) will assist the City of Lake Elsinore with
services relating to in-lake water quality on an on-call basis including but not limited to the following:
a. Collection of water quality samples and analysis as needed
b. Lake water quality consultation and support as needed
c. Habitat restoration support as needed (e.g. bathometry and sediment sampling)
d. Special projects related to in-lake water quality
e. Grant writing support
3.0 PROPOSED SCHEDULE OF CONTRACT
The proposed term of the contract is for 3 years, with two optional 1-year extensions.
4.0 COST PROPOSAL
The cost for the on-call consulting and monitoring services would be time-and materials not to exceed
$30,000 annually, for a maximum of $90,000 over the initial 3-year service term, or a total of $150,000
including the optional 2-year term.
