Transportation for the Auto Center Drive/Casino Drive Bridge Seismic
Retrofit Project
Recommendation
Authorize the City Manager to execute the Project Delivery Agreement with the California
Department of Transportation (Caltrans) for the Auto Center Drive & Casino Drive Bridge
Seismic Retrofit Project.
Background
The Auto Center Drive Bridge (aka Casino Drive Bridge over San Jacinto River, Bridge No.
56C0309) is located in the City of Lake Elsinore, Riverside County, CA and carries local traffic
along Auto Center Drive and Casino Drive across the San Jacinto River, just northwest of I-
15/Railroad Canyon Rd. The bridge was constructed in 1957. The City has conducted a
condition assessment of the bridge in 2017. The study concluded that a seismic retrofit of key
bridge components is required.
Since the Project had not advanced to the Construction phase by December 31, 2019, the City
is required to execute a revised Project Delivery Agreement with Caltrans. Staff is confident
that the schedule outlined in the Project Delivery Agreement can be met with construction being
complete by April 2024.
Discussion
The California Transportation Commission (“CTC”) adopted a revised Proposition 1B Local
Bridge Seismic Retrofit Account Guidelines on October 9, 2019. The revised guidelines require
an updated agreement between the City and Caltrans. The Project Delivery Agreement will
supersede existing baseline agreements and set forth the project scope, cost, and delivery
schedule.
Fiscal Impact
There is no additional financial impact associated with entering into the Project Delivery
Agreement. The project is in the City’s FY2020-2021 – FY2024-2025 CIP Plan.

Commission and the Department of Transportation for conformance with these dates in accordance with Local Bridge Seismic Retrofit
Account Guidelines and Highway Bridge Program Advisory Committee procedures and policies. We certify that funding sources cited
are expected to be available in the delivery year listed. The estimated costs represent funding components for the right of way and
construction phases only. If any phase of this seismic retrofit project is not delivered in the year that has been agreed upon in this
agreement, HBP funds could be withdrawn as outlined in the Proposition 1B Local Bridge Seismic Retrofit Account Guidelines.
