Recommendation
Consider the Subcommittee’s recommendation to re-appoint John Gray and appoint Matthew Dobler
to serve on the Planning Commission for a full term expiring June 30, 2024.
Background
Section 2.24.020 of the Lake Elsinore Municipal Code provides that the Planning Commission shall
consist of five members who shall not be officials or employees of the City and shall legally reside
within the City limits or be the owner of a business that is established and currently licensed inside
the City limits. Planning Commissioners are appointed for a term of four years.
City Council Policy 200-5A sets forth the process in which applications will be accepted and then
reviewed.
Discussion
The term of office for Commissioners Carroll and Gray expired on June 30, 2020. John Gray re-
applied but Michael Carroll elected to not re-apply for appointment to the Planning Commission.
The City Clerk’s Department posted the Notice of Accepting Applications for Consideration of
Appointment from June 4, 2020 through July 6, 2020. Five applications were received by the filing
deadline.
The City Council Subcommittee conducting the review has nominated John Gray and Matthew Dobler
for consideration by the City Council.

As a resident of Lake Elsinore since I was a child I have a deep passion for serving my community; a place I love to call home.
I'm passionate about seeing our city grow and attract businesses large and small that will contribute to the positive growth
our city has seen.
My professional background makes me an ideal candidate to serve on the Planning Commission, as I bring a political
prospective due to my time managing legislative and political operations. My legislative background has given me
experience with city and local governments as well as land use issues and community plans. Additionally, my non‐profit
experience has allowed me to build relationships with city elected officials and city staff.
Being a part of our city moving forward would be an honor. I appreciate your consideration. I look forward to joining the
