The meeting was called to order at 5:00 p.m. by Mayor Johnson. Public Comments There were no members of the public appearing to speak. City Council Closed Session 1) CONFERENCE WITH LEGAL COUNSEL --ANTICIPATED LITIGATION Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Section 54956.9: 1 potential case Recess The meeting recessed to Closed Session at 5:01 p.m. Reconvene The City Council meeting reconvened and the Successor Agency meeting was called to order at 7:00 p.m. Pledge of Allegiance The Pledge of Allegiance was led by Council Member Tisdale. Invocation — Moment of Silence Mayor Johnson requested a moment of silence. Roll Call Present: Council Members Hickman, Magee and Tisdale; Mayor Pro- Tern Manos and Mayor Johnson Absent: None Presentations / Ceremonials 1) Citizen of the Quarter Mayor Johnson presented the Citizen of the Quarter award to Michael Sheehan, Page 1 of 4 2) Business of the Quarter Mayor Johnson presented the Business of the Quarter award to Kelly Warnal and Kelly Parkin of Target Lake Elsinore. Closed Session Resort City Attorney Leibold listed the Closed Session item and stated there is nothing to report out. Public Comments — Non-Agendized Items Appearing to speak were: Ace Vallejos, Glen Hodges, and Pauline Tehrani. Consent Calendar It was moved by Council Member Tisdale, seconded by Council Member Hickman, and unanimously carried, to approve the consent calendar. 1) CC Minutes of the Regular Meeting of October 23 2018 — approved the minutes. 2) CC Warrant List Dated October 25, 2018 — received and filed. 3) CC Investment Report for September 2018 — received and filed. 4) Appendix No. 4 to the Professional Services Agreement PSA Appendix No. 4 and Appendix No. 4 to the Equipment Purchase Agreement EPA Appendix No. 4 Regarding Streetlights Purchase Program — adopted the Resolution and authorized and ratified the City Manager's execution of PSA Appendix No. 4 and EPA Appendix No. 4. Resolution No. 2018-136 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING AND RATIFYING ALL PRIOR APPROVALS, EXECUTIONS AND DELIVERIES OF: (1) AMENDED AND RESTATED WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS PROFESSIONAL SERVICES AGREEMENT DATED MARCH 27, 2018, (PSA), BY AND BETWEEN THE WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS (WRCOG) AND SIEMENS INDUSTRY INC., INTELLIGENT TRAFFIC SYSTEMS (CONSULTANT); (2) APPENDIX No. 4 TO THE PSA (PSA APPENDIX No. 4) BY AND BETWEEN THE CITY OF LAKE ELSINORE (CITY), WRCOG AND CONSULTANT; (3) WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS EQUIPMENT PURCHASE AGREEMENT (EPA) DATED JUNE 28, 2018, BY AND BETWEEN WRCOG AND CALIFORNIA ELECTRIC SUPPLY (CONTRACTOR); AND (4) APPENDIX No. 4 TO THE EPA (EPA APPENDIX No. 4) BY AND BETWEEN CITY, WRCOG AND CONTRACTOR 5) Professional Services Agreement PSA for Security Patrol Services at Campground During Construction — authorized the City Manager to execute the PSA in the amount of $68,000.00 with Protection Rescue Security Services, in such final form as approved by the City Attorney. 6) Road Closures for 2018 Winterfest Event — December 1, 2018. Business Item approved temporary road closures on Saturday, 7) Update from Castle & Cooke on Project Development Appearing to speak were: Paulie Tehranie, Ace Vallejos, Sharon Gallina and Jeanie Corral. Page 2 of 4 Mayor Pro-Tem Manos provided information about the Alberhill Ranch development timeline, noted involvement with Southern California Edison for the power lines and that the Council will be attending meetings in San Francisco to oppose the new power lines. Council Member Tisdale stated he looks forward to a briefing from Ken Crawford, and stated the Council's opposition is clear about the Southern California Edison power lines. Johnson thanked the residents for coming; noted the fight against Southern California Edison, and stated they will continue to oppose the new Southern California Edison power lines. The item was received and filed Public Comments — Nan-Agendized Items Appearing to speak was: Hector Zubieta. Citv Manager Comments City Manager Yates announced the recruitment for the position of City Engineer and that Senior Civil Engineer Habib is the acting City Engineer. City Council Comments Council Member Hickman wished residents a happy Thanksgiving; announced the Elsinore Community Annual Turkey Giveaway on November 17th, and, the Riverside Transit Agency Students Ride for 25 cents program from December 21st to January 13th Council Member Magee announced the success of the Lake Elsinore Tough Mudder and Lake Elsinore Grand Prix events; provided information about the Southern California Skylark Substation Beautification; stated the Summerly Spirit Park has been completed; recommended the initiation of a Racing Alumni Exhibit in partnership with Studio 395 and the Lake Elsinore Historical Society; requested the Economic Development Subcommittee work with staff and developers to build affordable housing in the Downtown District; provided updates on Riverside County Transportation Commission projects; and, thanked Council Member Hickman for his service on Council. Council Member Tisdale announced the Veterans Scholarship Breakfast on November 30th; provided the Streetlight program update; and, thanked Council Member Hickman for his service on Council. Mayor Pro-Tem Manos announced his attendance at the Go Human event and that Senator Stone and Murrieta Council Member Randon Lane were both in attendance, and that Winterfest is on December 1 St. Mayor Johnson noted the Holy Flood Ready Community meeting was on November 5th and asked residents to be ready in case of flooding; announced fish stocking took place on November 9th, the success of the 2018 Veterans Day Observance Ceremony; and, stated she is thankful to the community and its members. Page 3 of 4 Adjournment The Lake Elsinore City Council adjourned at 8:09 p.m. to the Regular meeting of Tuesday, November 27, 2018, at 7:00 p.m. in the Cultural Center located at 183 N.
