Regular Meeting Minutes
Tuesday, October 9, 2018
Call to Order
A Regular Meeting of the Council of the City of Lake Elsinore was held in the Cultural Center,183 North
Main Street, on the above date. The meeting was called to order at 6:15 p.m. by Mayor Johnson.
Public Comment
There were no members of the public appearing to speak.
Closed Session
City Attorney Leibold listed the Closed Session item.
1) CONFERENCE WITH LEGAL COUNSEL --ANTICIPATED LITIGATION Significant exposure to
litigation pursuant to paragraph (2) of subdivision (d) of Gov't Code Section 54956.9: 1 potential case

The meeting recessed to Closed Session at 6:15 p.m.
Reconvene/Call to Order
The City Council meeting reconvened and the Successor Agency was called to order at 7:00 p.m.
Pledge of Allegiance
The Pledge of Allegiance was led by Boy Scout Troop 604.

Mayor Johnson requested a moment of silence.

1) Proclamation for Code Enforcement Officer Appreciation Week
Mayor Johnson presented a Proclamation to the City's Code Enforcement team.

City Attorney Leibold listed the items discussed in Closed Session and stated there was nothing to
report out.

Consent Calendar
It was moved by Council Member Tisdale, seconded by Council Member Hickman, and unanimously
carried, to approve the Consent Calendar.
Item Nos. 4 & 6 were removed for discussion and are listed below.
1) CC Minutes of the Regular Meeting of September 25 2018 — approved the minutes.
2) CC Warrant List Dated September 27, 2018 — received and filed.
3) Residential Review for a Proposal to Construct a Five -Unit Apartment Complex on a 0.34-Acre Lot
Located at the Northwest Corner of Graham Avenue and Lowell Street — adopted the Resolutions.
Resolution No. 2018-129
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
FINDING THAT PLANNING APPLICATION NO. 2018-02 (RESIDENTIAL DESIGN REVIEW NO.
2018-01) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES
HABITAT CONSERVATION PLAN (MSHCP)
Resolution No. 2018-130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
FINDING THAT PLANNING APPLICATION NO. 2018-02 (RESIDENTIAL DESIGN REVIEW NO.
2018-01) PROVIDING BUILDING DESIGNS AND RELATED IMPROVEMENTS FOR A FIVE -UNIT
APARTMENT COMPLEX LOCATED AT 374-183-018
5) Addendum No. 3 to Commercial Lease Agreement — authorized the City Manager to execute
Addendum No. 3 to Commercial Lease Agreement for premises located at 114 S. Main Street in
such final form as approved by City Attorney.
7) Riverside County Flood Control District Cooperative A reement towards the Realignment for the
Temescal Canyon Bridge Proiect — authorized the City manager to execute the agreement and
approve the funding contribution for $3,369,700.00.
8) Road Closures and Alcohol Exemption for the 50t" Lake Elsinore Grand Prix Event — approved
temporary street closures and an exemption to the Lake Elsinore Municipal Code chapter 9.23,
Public Consumption of Alcoholic Beverages for a beer garden at Lakepoint Park.
9) Professional Service Agreement for the Final Engineering Design and Construction Support to WKE
Engineering Inc for the Temescal Canyon Bride Realignment Pro'ect — authorized the City
Manager to execute the agreement in the amount of $1,641,248.00, for the preparation of the final
engineering plans, specifications, and cost estimate (PS&E) and to provide engineering and
environmental support during construction and for a period of one year after construction (through
June 2023), as stipulated in the scope of work; and, authorized the City Manager, or their designee,

to approve any contract extension and any additional work or change order up to 10 percent of the
total contract amount.
10) Final Map 31920-19, DR Horton Summerly — approved Final Map No. 31920-19 subject to the City
Engineer's acceptance as being true and correct; and, authorized the City Clerk to sign the map
and arrange for the recordation of.
11) Road Closures for the 2018 Halloween 5 ooktacular Event — approved temporary street closures
for the event on October 19, 2018.
12) Downtown Elsinore Specific Plan SP 2018-02 General Plan Amendment No. 2018-02 and Zone
Change No. 2018-02, 211 Reading — waived further reading and adopted the Ordinances.
Ordinance No. 2018-1394
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
ADOPTING THE DOWNTOWN ELSINORE SPECIFIC PLAN (SP 2018-02)
Ordinance No. 2018-1395
AN ORDINANCE OF CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
ADOPTING ZONE CHANGE NO. 2018-02
13) Procurement of Products and Services for the Deployment of Audio and Camera Surveillance
Systems at the Historic Downtown Parking Lot with Millennium Alarm Systems. Inc. — approved the
purchase of audio products and services in the amount of $17,990.00; and, approved the purchase
of camera Surveillance products and services in the amount of $48,448.76.00; and, waived the
formal bidding process per Municipal Code Section 3.08.070(g) for purchases from Millennium
Alarm Systems, Inc. as the vendor that the City selected to implement the camera surveillance
system and access control infrastructure. The City will realize a significant savings in integration
hardware, and related upgrades because they are already aware of the system needs. The City
has also established government pricing from this vendor.
Items Removed from Consent Calendar
4) Vacation of a Portion of Acacia Drive
Senior Civil Engineer Habib presented the Staff Report.
City Attorney Leibold noted that there was a correction to the legal description to include Davis
instead of Silver Street.
Appearing to speak was: Mary Jean Pednem who noted that the directional language on parcels 1
and 2 is incorrect.
City Attorney Leibold recommended the item be continued to the next Regular Council meeting to
correct legal language.
It was moved by Council Member Magee, seconded by Council Member Hickman and unanimously
carried, to continue the item to the following meeting.
6) Construction Contract for the Emergency Work for the HoIV Fire Storm Preparedness with
Edmondson Construction Company
Assistant City Manager Simpson provided an update on the emergency work that has been done in
preparation for the possibility of flooding during rains and showed pictures and video of the areas.

It was moved by Mayor Johnson, seconded by Mayor Pro-Tem Manos, and unanimously carried, to
approve the agreement.
Business Items
16) Community Facilities District No. 2007-4 (_Makenna Court). Issuance of its Special Tax Bonds,
Series 2018
Michael Bush Chief Executive Officer for Urban Futures presented the Staff Report.
Appearing to speak was: Ms. Miller.
It was moved by Mayor Pro -Tern Manos, seconded by Council Member Hickman, and unanimously
carried, to adopt the Resolution.
Resolution No. 2018-131
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
ACTING AS THE LEGISLATIVE BODY OF CITY OF LAKE ELSINORE COMMUNITY FACILITIES
DISTRICT NO. 2007-4 (MAKENNA COURT) AUTHORIZING THE ISSUANCE OF ITS SPECIAL
TAX BONDS, SERIES 2018 IN A PRINCIPAL AMOUNT NOT TO EXCEED $4,000,000.00 AND
APPROVING CERTAIN DOCUMENTS AND TAKING CERTAIN OTHER ACTIONS IN
CONNECTION THEREWITH
17) Update from Castle & Cooke on Protect ❑evelo1pments
Mayor Johnson noted that supplemental information was uploaded to the agenda and would like to
have this item rescheduled for the next agenda.
Appearing to speak were: Paulie Tehrani and Ace Vallejos.
Mayor Johnson stated the item would be received and filed and to reschedule the update from
Castle & Cooke.

City Manager Comments
City Manager Yates congratulated Mayor Johnson on a successful State of City.
City Council Comments
Council Member Hickman recommended residents visit the Grocery Outlet and Cake Fantasy;
requested residents take photos of homeless being dropped off at the Lake Elsinore Outlets; provided
the high school football update; announced the Howl-O-Ween Spooktacular event on October 19tn
construction will begin in November on Railroad Canyon Road; and, congratulated Mayor Johnson on
the State of the City.
Council Member Magee announced the 4x4 Swapmeet on October 20th, Carp Quest III on October
20th, the Lake Elsinore Grand Prix November 9th, 10th and 11th, the Graham Avenue Paving project is
almost complete; and, congratulated Mayor Johnson on the State of the City. ,

Council Member Tisdale congratulated Mayor Johnson on the State of the City; requested frequent
updates from staff on the Railroad Canyon Road project; announced the deadline for the bricks at the
Veterans Memorial is October 18th, and the Honor Our Heroes event is October 20tn
Mayor Pro-Tem Manos announced the Temescal Canyon Bridge project was approved on the Consent
Calendar; congratulated Mayor Johnson on the State of the City; noted regional experts have stated a
need for additional housing; announced the GoHuman event October 27tn, the Dia De Los Muertos
event is on October 27tn, the City Wide Fall Clean -Up is on October 13tn, Family Movie Night is on
October 13tn, the last day to register to vote for the November elections is on October 22"d, the vote -by -
mail applications are being accepted October 8tn through the 30tn and election materials and ballots
have started being mailed.
Mayor Johnson announced Fire Prevention Week Open House at Fire Station 97 on October 13tn; the
Be Ready Emergency Preparedness Fair event on October 20tn; encouraged everyone to sign up for
alerts at RivCoReady to be prepared for potential flooding and the City is providing sandbags for
residents; announced the Holy Flood Ready Community meeting on November 5tn; and, thanked
colleagues for support during the State of the City, and Boy Scout Troop 604 for leading the pledge of
allegiance.
Adjournment
The Lake Elsinore City Council adjourned at 8:10 p.m. to the Regular meeting of Tuesday, October 23,
2018, at 7:00 p.m. in the Cultural Center located at 183 N. Main Street, Lake Elsinore.
