Subject: Purchase of one (1) BMW R1250 RT-P Authority Motorcycle from BMW
Motorcycles of Riverside
Recommendation
1. Authorize the City Manager to execute a purchase agreement for one (1) BMW R1250 RT-
P Authority Motorcycles in the total amount of $34,581.90 from BMW Motorcycles of
Riverside.
2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the
purchase of the BMW R1250 RT-P Authority Motorcycle because of the service,
maintenance, and warranty work agreements on all of the City’s Motorcycle units between
the City and BMW Motorcycles of Riverside.
Background
This purchase is needed to replace one BMW motorcycle that was declared by the City’s
insurance carrier a total loss from a vehicle accident. An insurance claim has been approved
for the full loss amount of $34,581.90.
Discussion
To satisfy the immediate public safety requirements, staff is recommending the immediate
direct purchase of the BMW R1250 RT-P Authority Motorcycle from BMW Motorcycles of
Riverside. Following a bidding process in 2014, the City purchased police motorcycles from
BMW Motorcycles of Riverside. Since then, the City has purchased all of its BMW Authority
Motorcycles from this motorcycle dealership because of its competitive pricing, service and
special handling of public safety units. The dealership provides exclusive service and
maintenance on the City’s BMW R1250 RT-P Authority Motorcycles. This effort will and
continues to save valuable administrative and logistic lead-time to ensure the field
deployment and maintenance of the motorcycles to the Police Department in the most
expeditious manner.

Wavier of Competitive Bidding Procedures
According to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion
to waive the competitive bidding requirements for this purchase. Based on the system
benefits of purchasing these products through our previously selected provider as outlined
above and the investment in time and resources that would be required to switch to another
vendor, staff recommends that the City Council waive the competitive bidding under
Municipal Code Section 3.08.070(G) and allow the City Manager to contr act directly with
BMW Motorcycles of Riverside as outlined in this agenda report.
Following the approval of this agenda item, the purchase of one (1) BMW R1250 RT-P
Authority Motorcycle from BMW Motorcycles of Riverside will be made.
Fiscal Impact
The purchase cost of the motorcycle is fully-funded through insurance proceeds from the
loss claim for $34,581.90.
