The approval of the contingency will fund outfitting the equipment with City decals, and registration. Background The Public Works Department is assigned the overall responsibility of managing the City’s fleet of vehicles. The department has increased its workforce this fiscal year, and find after assessing the City’s fleet inventory, there is a need for additional utility vehicles and general service vehicles. Discussion General services vehicles are extensively used in daily field maintenance and operations by the Public Works Department. Utility vehicles differ from regular service vehicles in as much as they are a larger vehicle with an increased capacity; designed to offer secure storage for tools and equipment with its built-in lock secured tool boxes and space saving ladder racks, leaving maximum space for additional specialized equipment. With the purchase of three additional vehicles, one (1) 2020 Chevrolet Silverado 3500 SRW Gas Chassis, and two (2) 2020 2500 4x4 Regular Cab Gas Chassis, the department will be able to reallocate vehicles according to specialized projects. Staff researched the purchased of these vehicles from local dealerships as well as government vehicle purchase contracts. The result that yielded favorable pricing with immediate delivery was from Lake Elsinore’s Anderson Chevrolet. Pricing is comparable to the contracts that are nationally solicited, competitively bid and awarded on behalf of National Joint Powers Authorities (NJPA). In additional, Anderson Chevrolet offers a special government pricing on their vehicles. This purchase will be made as a sole source purchase with Anderson Chevrolet. Lake Elsinore Municipal Code Section 3.08.070 allows for the waiver of typical bidding procedures when specialized equipment can only be obtained from one vendor or when the City Council Purchase of Fleet Vehicles February 25, 2020 Page 2 determines that it is in the best interest of the City to forego a bid process. The proposed purchase here meets both of those bidding exceptions.
