Recommendation Staff recommends that the Successor Agency Board: 1. Approve and authorize the Executive Director to execute a purchase order to Collins Company for the Field Safety Netting in the not to exceed the total amount of $89,995.00. 2. Approve and authorize the Executive Director to execute a purchase order to Wolverine Fence Company Inc. for the Engineered Poll Support System in the not to exceed the total amount of $68,000.00. 3. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases from the Collins Company and Wolverine Fence since it is their netting system (designed and built) they installed at the stadium requires repair. To utilize other vendors would likely require a significant investment in replacing components beyond what is needed to repair the system. Background Hard hit line-drive foul balls into the lower level spectator areas of the stadium present dangerous concerns. Recent professional baseball stadium safety concerns surrounding serious foul ball injuries and some fatal injuries have prompted this agenda action. The change in spectator behavior from spectator sporting (watching the game) to social gathering areas at ballpark stadiums has influenced the need for greater spectator safety precautions in the baseball stadium venues across the country. Diamond Stadium Capital Repairs February 11, 2020 Page 2 The solution to this problem is the installation of safety netting that will stop the hard-hit line-drive from entering the spectator areas but not obscure the sporting observation of the game. Discussion The key outcome of this project will be a special consideration taken to facilitate spectator safety without obstructing the baseball game. As such staff reached out to two vendors, Collins Company and Wolverine Fencing, for a collaborative effort to design and install the needed safety netting at Diamond Stadium. This safety netting system here is similar at other stadium venues at both the colligate and professional baseball levels. Both companies have respectable experience in this area and have teamed on numerous safety netting projects nationwide. Below are the proposed work efforts from both Collins Company and Wolverine Fencing Company: Collins Company  Install #18 Dyneema Netting w/ Rope Border  Replace all existing netting and cable with new  Netting to be 35’ high at center backstop area, tapering down to 20’ at both ends.  Netting to Extend to End of Grass Berm on 1st Base Side and End of Seating Area on 3rd Base Side  Includes Tieback Cables, New Eye Bolts set in walls 5’ On Center for Bottom Cables in New Netting Areas, Prevailing Wage and Lift Rental Wolverine Fencing Company  Provided approved structural engineering for safety netting pole system  Furnish and install two (2) each 20” X .375 X 35’ steel post with engineered 36” X 120” concrete footings  Furnish and install ten (10) each 6” X .25 X 24’ steel post with engineered 24” X 28” concrete footings Name of Company Amount Collins Company $ 89,995.00 Wolverine Fencing Company $ 68,000.00 Fiscal Impact Diamond Stadium Safety Netting Project (CIP Project RDA Z20003) is included in the Fiscal Year 19/20 – 23/24 Capital Improvement Plan (CIP) budget.
