The meeting was called to order at 6:00 p.m. by Chair Carlos. Pledge of Allegiance The Pledge of allegiance was led by Commissioner Hendley. Roll Call Present: Commissioners Williams, Miller, and Henley, and Chair Carlos. Absent: Commissioner Pastrano Presentations 1) Public Safety Update – Lieutenant Boyd from the Riverside County Sheriff’s Department provided a Power Point presentation. Ralph Meza from the County of Riverside Emergency Management Department, District 1 provided a presentation, explained the Alert RivCo app; and answered questions from the Commission. Lieutenant Boyd explained how to install the app and register your phone on Alert RivCo, stated November 2nd the City will be hosting an Emergency Preparedness Fair from 9:00 a.m. to 1:00 p.m. at the Lowes’ parking lot; and responded to questions from the Commission. 2) Weed Abatement Policy and Procedures – Assistant Fire Marshal Payne provided a Power Point presentation and responded to questions from the Commission. Appearing to speak was Sharon Dean. Public Comments – Non Agendized Items Appearing to speak was Michael Reynolds. Consent Calendar Item(s) It was moved by Commissioner Williams, seconded by Commissioner Miller, and unanimously carried, to approve the Consent Calendar noting the absence of Commissioner Pastrano. 3) Minutes from the Regular Public Safety Advisory Commission Meetings of August 21, 2019 and the Cancelled Meeting of September 18, 2019. – Approved the minutes. Page 2 Business Item(s) 4) Neighborhood Traffic Mitigation, Calming and Education Sub-Committee – Approved the creation of the new Neighborhood Traffic Mitigation, Calming and Education Sub-Committee and appoint one member of the Public Safety Advisory Commission to the new Sub-Committee. It was moved by Chair Carlos to appoint Commissioner Hendley and Commissioner Williams to the sub-committee. Motion passed with all members voting in the affirmative to appoint Commissioner Hendley and Commissioner Williams to the Neighborhood Traffic Mitigation, Calming and Education Sub-Committee, noting the absence of Commissioner Pastrano. Subcommittee Reports Commissioner Williams stated the Homeless Task Force Subcommittee will hold a meeting on October 24th. Staff Comments Acting Secretary Reyes reported that the new City Clerk Candice Alvarez will start on Monday, October 21st. Deputy City Clerk Mahan briefed the Commission on the background of the new City Clerk and encouraged everyone to stop by the Clerk’s Department and meet the new City Clerk. Commissioners' Comments Commissioner Williams inquired on the comment made by speaker Sharon Dean regarding having a Fire Safety Council, and the information shared by speaker Michael Reynolds. Deputy Clerk Mahan responded to Commissioner Williams’ inquiry about the Fire Safety Council and stated this is something that needs to go through the City Manager’s Office. Lieutenant Boyd responded to Commissioner Williams’ second inquiry and stated they will speak directly with Mr. Reynolds. Commissioner Hendley stated she attended CERT (Community Emergency Response Team) training and recommends it to every resident of Lake Elsinore so they can all be prepared in case of an emergency. Adjournment The meeting adjourned at 6:39 p.m. to the Regular meeting on W ednesday, November 20, 2019, in the Cultural Center located at 183 N. Main Street.
