TELECONFERENCE NOTICE
Pursuant to Government Code Section 54953, subdivision (b), the City Council meeting included
teleconference participation by Council Member Timothy J. Sheridan from: the Administrative Cottage at
the Omni Bedford Springs Resort, 2138 Business 220, Bedford, Pennsylvania 15522.
The agenda for this meeting, which included the Teleconference Notice, was posted at the
above-referenced teleconference location. Public comment on the meeting agenda from the
above-referenced teleconference location was allowed pursuant to Government Code Secion 54954.3;
however, there was none.

A Regular meeting of the City Council of the City of Lake Elsinore was called to order at
p.m. in the Cultural Center, 183 North Main Street, on the above date.

Motion by Mayor Pro Tem/Vice-Chair Tisdale, seconded by Council
Member/Agency Member Johnson, to approve the Consent Calendar with the
exception of Agenda Item No. 4, which was pulled from the Consent Calendar for

CITY OF LAKE ELSINORE, ADOPTING A MAP OF THE AREA TO BE PROPOSED
(ANNEXATION NO. 8) AND AUTHORIZING THE LEVY OF A SPECIAL TAXES
THEREIN

8)Second Amendment to the Professional Services Agreement with Land
IQ for the Implementation of the Habitat Mitigation and Monitoring Plan
for the 5.75-acre Boat Launch Mitigation Site
The City Council authorized the City Manager to execute Amendment No. 2 to the
Professional Services Agreement with Land IQ to increase compensation by
$20,281.00 for a total contract amount not to exceed $218,971.00, in such final
form as approved by the City Attorney.
9)Purchase and Sale Agreement By and Between the United States Postal
Service and the City of Lake Elsinore: APNs 374-062-005, 374-062-006,
374-062-015, 374-062-020 (City Property)
This Report was Approved.
10)Development Agreement 2019-02: A development agreement for
Tentative Tract Map 32129, commonly known as Rosetta View Estates,
consisting of 27 single family residential lots, 6 open space lots, and a
water quality basin

4)Intention to Establish Community Facilities District No. 2019-2 of the City
of Lake Elsinore CFD No. 2019-2 (Nichols Ranch)

Assistant City Manager Simpson stated Staff is not sure of timing but is ahead of
schedule.
Council Member Magee stated that CC promised project would be completed by 2009,
stated Warner controls both sides of road and will be making improvements, RCTC
RivCo are looking for alignment of expressway that is more than 20 years away and there
will be a meeting of the warm springs community council on topic.
Mayor Manos noted case law as to what can be developed and stated it would be illegal
to force Warner to make improvements, noted staff has done good job.

12)Appeal of the Planning Commission's Action to Approve an Extension of
Time for Residential Design Review 2014-05
The Public Hearing was opened at 7:24 p.m.
City Clerk Alvarez confirmed proof of publication, that all files and exhibits were
available, and that one item of correspondence had been received.
Community Development Director Taylor provided a presentation.
There were no members of the public appearing to speak.
The Public Hearing was closed at 7:30 p.m.
Adopt, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, DENYING AN APPEAL OF THE PLANNING COMMISSION’S ACTION
TO APPROVE A ONE-YEAR EXTENSION OF TIME FOR RDR NO. 2014-05,
UPHOLDING THE PLANNING COMMISSION’S FINDINGS AND APPROVING A
ONE-YEAR EXTENSION OF TIME FOR RDR 2014-05.
Moved by Council Member Magee, seconded by Mayor Manos, to uphold the
Planning Commission's decision and grant the extension. The motion carried by
the following vote:

13)Active Transportation Plan
Community Services Director Skinner presented Audrey Young of DBI Consulting to
provide a presentation.
Community Services Director Skinner thanked Vicky Saavedra and Beau Davis.
Moved by Council Member Johnson, seconded by Mayor Manos, to Adopt the
Active Transportation Plan. The motion carried by the following vote:

Lieutenant Boydd provided the Public Safety Update.

City Manager Yates had no comments.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Sheridan thanked City and hotel staff for coordinating the ability for him
to participate via teleconference .
Council Member Johnson thanked City staff for their efforts to install new sculptures on
Main Street, thanked Robin, the local artist who created them, and noted that they
capture the history of Lake Elsinore, are modern, and are fun; stated that Walk to School
Day 2019 was a success; announced the 2nd Annual Costume Party on October 25th;
noted the Alert RivCo app is important for emergency alerts and that dangers could
happen at any time; announced the Be Ready Lake Elsinore Emergency Preparedness
Fair on November 2nd; and invited the public to the Shop, Savings, and Fun Event at the
Outlets on November 2nd.
Council Member Magee noted the Friday Flyer and the Canyon Lake subscription
services for emergency services; provided information on the Chaney Street Sidewalk
Project and estimated completion by November 1st; announced a Summerly Town Hall
meeting on October 24th, the Lake Elsinore Grand Prix on November 8th through 10th,
and the Riverside County Transportation Commission and Caltrans public scoping

meeting on November 14th; and wished everyone a happy and safe Halloween.
Mayor Pro-Tem Tisdale thanked and welcomed new staff and thanked Council Member
Sheridan for calling in; announced the Streetlight Program will be completed by the end
of 2019; informed that SB1 has payed for millions of dollars in road repairs; announced
Tough Mudder event on November 2nd and 3rd, the Great Futures Breakfast on
November 15th, the 2019 Veterans Day Observance Ceremony on November 11th, and
A Flag For Every Hero on Saturday November 9th; and informed that Congressman Mark
Takano will have a Veterans Education Workshop on November 2nd.
Mayor Manos warned of possible power shut down; announced the Dia Del Los Muertos
Celebration on November 2nd; informed that recordings and videos of the State of the
City are available on social media; reported that the Howl-O-Ween Spooktacular was a
success and that approximately 5,500 people attended the event; spoke regarding the
Red Ribbon Week kick off at Earl Warren Elementary; provided information regarding
the Camino Del Norte Extension road closure until end of 2019; reported on his
attendance at the League of California Cities Annual Conference and Expo October 16th
through 18th, informed that Lake Elsinore is a grantee of the League of California Cities
2020 Cities for Workforce Health, stated that he was re-appointed to the State Board of
Directors, and advised that the Governor signed AB931 which will require, with respect to
a city with a population of 50,000 or more, that the city not appoint members of
nonsalaried, nonelected boards or commissions consisting of 5 or more members such
that individuals of the same gender identity comprise more than 60% of the board or
commission’s membership and noted that this would be effective on January 1, 2030;
and informed that SB1 dollars have been redirected towards light rail.

The Lake Elsinore City Council adjourned at 8:23 p.m. to the next Regular meeting to be held on
Tuesday, November 12, 2019, at 7:00 p.m. in the Cultural Center located at 183 N. Main Street,
Lake Elsinore.
