A RESOLUTION OF THE PLANNING GOMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA" RECOMMENDING APPROVAL OF GENERAL PLAN
AMENDMENT NO.201GO1
Whereas, the City of Lake Elsinore (City) initiated General Plan Amendment (GpA) No. 2016-01
to amend the General Plan Land Use designation of properties identified as Assessor's Parcel
Nos. 370-080-013 and -021 from Specific Plan to Limited lndustrial; and to amend the General
Plan Land Use designation of properties or portions of properties identified as Assessor's Parcel
Nos.363-'130-078, -080, -085 and -087; 373-210-018, -030, -032, and -045; 373-300-008,-012
thru -014, -017, and -033 thru -036; 373-310-001, and -009 thru -012; 373-320-002 thru -007, -
014 and -015 from Floodway to Specific Plan; and,
Whereas, GPA No. 20'16-01 also amends the General Plan's Circulation Element to designate
Cereal Street, Lucerne Street and portions of Malaga Road/Sylvester Street as Collector Streets,
Stoneman Street as a Collector Street and two additional road segments within the Summerly
development as Collector Streets; and,
Whereas, Government Code Section 65358 empowers the legislative body to amend all or part
of an adopted general plan if to do so would be in the public interest and so long as no mandatory
element of the General Plan is amended more frequently than four (4) times during any calendar
year; and,
Whereas, GPA No. 2016-01 is part of the City's Second (2nd) Cycle amendments to the Lake
Elsinore General Plan (GP) Land Use Map and Circulation Element Map for the 2017 calendar
year; and,
Whereas, pursuant to Government Code Section 65354 the Planning Commission (Commission)
of the City has been delegated with the responsibility of reviewing and making recommendations
to the City Council (Council) regarding general plan amendments; and,
Whereas, on November 7, 2017, ala duly noticed Public Hearing the Commission has considered
the evidence presented bythe Community Development Department and other interested parties
with respect to this item.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND RECOMMEND TO THE CITY COUNCIL AS
FOLLOWS:
Section 1: The Commission has reviewed and analyzed proposed GPA No. 2016-01 pursuant
to the California Planning and Zoning Laws (Cal. Gov. Code Sec 65000 et. seq.), the GP and the
Lake Elsinore Municipal Code (LEMC) and finds that the proposed GPA is consistent with the
requirements of California Planning and Zoning Law and with the goals and policies of the GP
and the LEMC.
Section 2: That in accordance with California Planning and Zoning Law, and the Lake Elsinore
Municipal Code (LEMC), the Commission makes the following findings for the approval of GPA
No.2016-01:
1. The proposed GPA, will not be a) detrimental to the health, safety, comfort or general
welfare of the persons residing or working within the neighborhood of the proposed

amendment or within the City, or b) injurious to the property or improvements in the
neighborhood or within the City.
a. The proposed GPA has been analyzed relative to its potentialto have detrimental effects;
and land uses designations and regulations have been imposed to ensure that the health,
safety and welfare of affected residents will be protected.
b. The removal of existing industrial buildings along Corydon Avenue from the boundaries of
the East Lake Specific Plan will ensure that all Limited lndustrial uses a/org Corydon
Avenue will be treated fairly and equitably.
c. The addition of Cereal Street, Lucerne Street and a portion of Malaga Road/Sylvester
Street as Col/ecfor Streets, Sforeman Street as a Collector Street and two additional road
segmenfs within the Summerly development as Collector Srreets to the General Plan
Circutation Element will ensure that efficient traffic movements occur in the Specific Plan
which avoids residential neighborhoods while serving proiected land uses.
d. The tnlet Channel is currently included in the East Lake Specific Plan and this change in
land use designation conects a mapping error.
2. The proposed GPA would establish a land use density, intensity and usage more in
character with the subject property's location, access and constraints.
a. Propefties adjacent fo Assessor's Parcel Nos. 37U080-013 and -021 along Corydon
Avenue were developed under the Light lndustrial designation of the General Plan. The
proposed GPA will make the two parcels more compatible with adiacent properties.
b. The GPA will not affect the flood storage capacity in East Lake, and will not adversely
affect n atu ral h a b itat.
c. The change of the lnlet Channel's land use designation from Floodway to Specific Plan
witt coffect a mapping enor that was created when the General Plan was adopted in 2011.
3. ln accordance with the requirements of the California Environmental Quality Act (CEOA),
impacts have been reduced to a less than significant level, or in the case where impacts
remain, a statement of overriding considerations must be adopted to justify the merits of
pOect implementation.
a. The effects of the proposed GPA have been analyzed in Environmental lmpact Repott
(SCH 201611029) prepared for East Lake Specific Plan Amendment No. 11 and its related
cases, and adequate mitigation measures have been prepared where necessary, and a
Statement of Oveniding Considerations has been recommended where required.
@_3: Based upon the evidence presented, both written and testimonial, and the above
findings, the Commission hereby recommends approval of GPA No. 2016-01 and incorporating
the following amendments into the GP as shown on the attached Exhibits 1, 2, and 3.
a. ln accordance with Exhibit 1; change the GP Land Use Map designation from Floodway
to Specific Plan for Assessor's Parcel Nos. 363-130-078, -080, -085 and -087; 373-210-
018, -030, -032, and -045; 373-300-008, -012 thru -014, -017, and -033 thru -036; 373-
310-001, and -009 thru -012; 373-320-002 thru -007, -014 and -015.

b. ln accordance with Exhibit 2; change the GP Land Use Map designation from Specific
Plan to Limited lndustrial for Assessor's parcel Nos. 370-080-013 aia -OZl.
c. ln accordance with Exhibit 3; amend lhe General Plan's Circulation Element to designate
Cereal Street, Lucerne Street and portions of Malaga Road/Sylvester Street as Collector
Streets, Stoneman Street as a Collector Street and two additional road segments within
the Summerly development as Collector Streets.
Section 4: This Resolution shall take effect immediately upon its adoption.
