A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA RECOMMENDING THAT THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE, CALIFORNIA" APPROVE INDUSTRIAL DESIGN REVIEW
NO. 2017.01 FOR THE CONSTRUCTION OF SIX INDUSTRIAL BUILDINGS AND
RELATED IMPROVEMENTS LOCATED AT APN: 377-140-027
Whereas, ARI Chaney, LLC, has filed an application with the City of Lake Elsinore (City)
requesting approval of Planning Application No.2017-17 (Tentative Parcel Map No. 37337 and
lndustrial Design Review No. 201 7-01 ) to subdivide 5.1 't acres into seven (7) parcels ranging in
size from 0.46 acres to 1 .1 0 acres and to develop six (6) industrial buildings rangang in size from
8,154 sq. ft. to 18,41"1 sq. ft. (70,705 sq. ft. total) along with 209 parking spaces and related
improvements on the same property (Project). The Project is located on the northwesterly side of
Chaney Street and southwesterly of Minthorn Street, at the southerly end of Birch Street (APN:
377 -1 40-027) (APN: 377-1 40-027); and,
Whereas, pursuant to Chapter '1 7.'184 (Design Review) of the Lake Elsinore Municipal Code
(LEMC), the Planning Commission (Commission) has been delegated with the responsibility of
making recommendations to the City Council (Council) pertaining to design reviews; and,
Whereas, on November 7, 2017 ata duly noticed Public Hearing the Commission has considered
evidence presented by the Community Development Department and other interested parties with
respect to this item.
NOW, THEREFORE, THE PLANNING GOMMISSION OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1: The Commission has reviewed and analyzed the proposed Project pursuant to the
California Planning and Zoning Laws (Cal. Gov. Code SS 59000 et seq.), the Lake Elsinore
General Plan (GP), and the LEMC and finds and determines that the proposed Project is
consistent with the requirements of California Planning and Zoning Law and with the goals and
policies of the GP, and the LEMC
Section 2: The Commission finds and determines that and no new environmental documentation
is necessary because all potentially significant effects have been adequately analyzed in an
earlier Mitigated Negative Declaration (MND). All potentially significant impacts have been
avoided or mitigated pursuant to the earlier MND and none of the conditions described in Section
15"162 exist. MND No. 2007-05 (SCH# 2007071 157) was adopted in 2007 tor the Fairway
Business Park project that evaluated environmental impacts that would result from the complete
build-out of the FaiMay Business Park project. No substantial changes that require major
revisions to the MND exist and no new information of substantial importance that require revisions
to the earlier MND exist.
Section 3: That in accordance with Chapter 17.184 of the LEMC, the Commission makes the
following findings regarding lndustrial Design Review No. 2017-01:
'1. The Project, as approved, will comply with the goals and objectives of the GP, Specific
Plan and the Zoning District in which the Project is located.

The Proiect complies with the goals and objectives of the GP because it witt assist inachieving the development of a welt-balanced and functional mix of residentiat,
commercial, industrial, open space, recreational, and institutionalland uses. The project
will serve to diversry and expand Lake Elsinore's economic base.
2. The Pdect complies with the design directives contained in the GP and all other
applicable provisions of the LEMC.
The Proiect is appropriate to the site and surrounding developments and is a continuationof a continuation of a previously approved industriat park. Sufficient setbacks and
enhanced onsite landscaping have been provided thereby creating interest and varying
visfas as a person moves along abufting streets and within the park. The proleci witt
complement the quality of existing development and wilt create a visuatly pleasing, non-
detractive relationship between the proposed development and existing projects throughthe use of a 'Contemporary' architecturat design that is similar to -exis[ing
industrjat
developments in the vicinity. ln addition, safe and efficient circutation has been achieved
onsife.
3. conditions and safeguards pursuant to chapter 1l.g2.o7o of the Zoning code, including
guaranlees and evidence of compliance with conditions, have been incorporated into the
approval of the Project to ensure development of the property in accordance with the
objectives of Chapter 1 7.82.
Pursuant to Secflon 17.184.070 of the LEM}, the project was considered by the
commission at a duly noticed public Hearing held on November 7, 2017. The project, as
reviewed and conditioned by all applicabte city divisions, depaftments and agencies, will
not have a significant effect on the environment. Approvat of the Project will-not result ina substantial change to the previously adopted supptemental Eivironmentat lmpact
Repoft. Therefore, no additional environmental review is necessary.
$ection,4: Based uponall of the evidence presented, the above findings, and the conditions ofApproval imposed upon the Project, the commission hereby recommends that the council
approve lndustrial Design Review No. 2017-01.
Section 5: This Resolution shall take effect immediately upon its adoption.
