DRI^M ElfrnlMt City of Lake Elsinore Planning Gommission Meeting Minutes Tuesday, June 18,2019 CALL TO ORDER A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by Chairman Ross. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice-Chair Carroll. ROLL GALL Present: Commissioners Gray, and Klaarenbeek; Chairman Ross and Vice-Chair Carroll Absent: Commissioner Armit PUBLIC COMMENTS - NON AGENDIZED ITEMS.3 MINUTES There were no members of the Public appearing to speak. CONSENT CALENDAR !TEM(S} 1) Approval of Minutes - May 21,2019. It was moved by Commissioner Gray, seconded by Commissioner Klaarenbeek, and carried to approve Meeting Minutes, noting the absence of Commissioner Armit. PUBLIC HEARING ITEM(S) 2) Vestinq Tentative Tract Map ruTfM) No. 36557. Revision No. 1 (Terracina) - A Revision of a Previouslv Aporoved Tentative Map to include a Phasinq Plan and to Relocate the Public Park due an Existino 30-inch Water Line. The Public Hearing was opened at 6:02 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Senior Planner Abraham presented the Staff report. Don Clurman, Owner of Spectrum Communities provided description of the Project. He stated he was available for any questions. There were no members of the public appearing to comment. There was no discussion from the Commissioners. __l There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:07 p.m. It was moved by Commissioner Klaarenbeek, seconded by Commissioner Gray, and carried, to adopt the Resolutions, noting the absence of Commissioner Armit. Resolution 20'19-36: N NESOLT'TIOTI OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORINA, ADOPT FINDINGS THAT VESTING TENTATIVE TRACT MAP NO. 36557, REVISION NO. 1 IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MUPTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, Resolution 2019-37. N AESO*ITIOII OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVE VESTING TENTATIVE TRACT MAP NO. 36557, REVISION NO. 1. The Public Hearing was opened at 6:09 p.m. There were no conflict of lnterest disclosures. Administrative Cleik Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Assistant Community Development Director Kirk presented the Staff report. Commissioner Klaarenbeek had questions regarding dimensions and elevations. Kirk responded to his questions. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:12 p.m. It was moved by Vice-Chair Carroll, seconded by Commissioner Klaarenbeek, and canied, to adopt the Resolutions, noting the absence of Commissioner Armit. Resolution 2019-38: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2018.26 (RESIDENTIAL DESIGN REVIEW NO. 2018.12) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); Resolution 2019-39:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO, 2018-26 (RESIDENTIAL DESIGN REVTEW NO. 2018-12) FOR THE CONSTRUCTION OF A 3,970 SQUARE FOOT DUPLEX RESIDENCE WITH TWO (2) ATTACHED GARAGES EACH OF 456 SQUARE FEET AND RELATED IMPROVEMNETS LOCATED AT APN: 374-041-030. 4) Planninq Apolication No. 2019-22 - A Request for the Construction of A 2.144 Sq. Ft. Residence with an Attached Two-Car Garaqe of 466 Sq. Ft.. and A 144 Sq. Ft. Covered Patio on an Approximatelv 4.000 So. Ft. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:20 p.m. It was moved by Commissioner Gray, seconded by Vice-Chair Carroll, and carried, to adopt the Resolutions, noting the absence of Commissioner Armit. Resolution 2019-40:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2019-22 (RESIDENTIAL DESIGN REVIEW NO. 2019-09) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, Resolution 2019-41:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2019-22 (RESIDENTIAL DESIGN REVTEW NO 2019-09) FOR THE CONSTRUCTTON OF A 2,144 SQUARE FOOT STNGLE-FAM|LY RESIDENCE WITH AN ATTACHED GARAGE OF 466 SQUARE FEET, A FRONT PORCH OF 144 SQUARE FEET AND RELATED IMPROVEMNETS LOCATED AT APN: 375-022-003 STAFF COMMENTS Assistant Community Development Director Kirk stated the July 2, 2019, Planning Commission Meeting will be cancelled. COMMISSIONERS' COMMENTS Commissioner Gray stated that matters are being streamlined hence forth. Chairman Ross thanked all for the input and wished everyone a safe and Happy 4th of July. ADJOURNMENT There being no further business to come before the Commission, the Meeting was adjourned at 6:25 p.m. to Tuesday, July 16, 2019, at the Cultural Center, 183 N.
