HomeMy WebLinkAbout05-07-2019 NAHCity of Lake Elsinore Planning Commission Meeting Minutes Tuesday, May 7, 2019 CALL TO ORDER A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m by Chairman Ross. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice-Chair Carroll. ROLL CALL Present: Commissioners Gray, Armit and Klaarenbeek; Chairman Ross and Vice-Chair Carroll PUBLIC GOMMENTS - NON AGENDIZED ITEMS - 3 MINUTES There were no members of the public appearing to speak CONSENT CALENDAR ITEM(S) 1) Approval of Minutes - April 16, 2019. It was moved by Commissioner Gray, seconded by Commissioner Armit, and carried to approve meeting minutes. PUBLIG HEARING ITEM(S) 2) Planninq Application No. 2019-19 (TruSport) - A Request to Establish Children's and Teenaqe Athletics Trainino Facilitv in an Existinq 8.063 Sq. Ft. Buildinq within the Collier Avenue Business Center located at 17935 Collier Avenue. The Public Hearing was opened at 6:02 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had not been received. Senior Planner Abraham presented the Staff report. The applicant, Casey Fien appeared to speak and said he was available for questions. The Commissioners discussed the Project with the applicant. There were no members of the public appearing to comment. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:09 p.m. It was moved by Commissioner Armit, seconded by Vice-Chair Carroll, and unanimously carried, to adopt the Resolution. Resolution 2019-21: A RESOLUTION OF THE PLANNING COIUMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO- 2019-19 (CONDITIONAL USE PERMIT NO,2019-06) IS CONSISTENTWITH THE WESTERN RIVERSIDE COUNW MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, Resolution 20'19-22: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2019-19 (CONDITIONAL USE PERMIT NO- 2019-06) TO ESTABLISH A CHILDERN'S AND TEENAGE ATHLETICS TRAINING FACILITY WTHIN AN EXISTING 8,063 SQUARE FOOT BUILDING LOCATED AT 17935 COLLIER AVENUE (APN: 378-031-01 1). 3) Planninq Application No. 20'17-28 (Silverleaf Motors) - An Automobile Dealershio FacilitY with a 3.266 So. Ft. Two-Storv Buildino and a Variance Request to Encroach into the Front and Rear Yard Setbacks due to Site Constraints. The Public Hearing was opened at 6:'11 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had not been received. Planning Manager informed the Planning Commissioners that that the applicant is requesting continuance for two weeks resolve any questions they had regarding the Conditions of Approval. Commissioners made comments on parking and requested to be in the next staff report. It was moved by Commissioner Armit, seconded by Commissioner Carroll, and unanimously carried, to continue the l\reeting to the May 21, 2019, Planning Commission Meeting. 4) Amendments to Title '17 of the Lake Elsinore Municioal Code Related to Sidewalk Vendors. The Public Hearing was opened at 6:15 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Planning Manager lracHott presented the staff report. The Commissioners asked questions and provided their comments and discussed Sidewalk Vendors. There were no members of the public appearing to comment. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:30 p.m. It was moved by Vice-Chair Carroll, seconded by Commissioner Gray, and unanimously carried, to adopt the Resolution. Page 2 of 3 Resolution 2019-23: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING AMENDMENTS TO TITLE 17 - ZONING OF THE LAKE ELSINORE MUNICIPAL CODE RELATED TO SIDEWALK VENDORS STAFF COMMENTS Planning Manager MacHott notified the Commissioners that there would be a workshop for a Zoning Code update at the next Meeting and that he would be receiving an lnland Empire American Planning Association Award on the Downtown Lake Elsinore Specific Plan. coilMtsstoNERs' coMirENTS Chairman Ross, Vice-Chair Carroll and Commissioner Klaarenbeek Congratulated MacHott on his achievement.
