The meeting was called to order at 6:00 p.m. by Chairman Ross. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Gray. ROLL CALL Present: Commissioners Gray, Armit and Klaarenbeek; Chairman Ross and Vice-Chair Carroll PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES There were no members of the public appearing to speak. CONSENT CALENDAR ITETUI(S) 'l) Aporoval of Minutes - January 15, 2019. It was moved by Commissioner Gray, seconded by Commissioner Armit, and unanimously carried to approve Meeting minutes. PUBLIC HEARING ITEM(S) 2) Tentative Parcel Map No. 37465 - A Subdivision of a 234.6-Acre Site into Four (4) Parcels Ranqinq in Size from '16.3 Acres to 92 Acres for the Purpose of Financinq and Convevance Onlv. The Public Hearing was opened at 6:04 p.m. Vice Chair Carroll advised staff that he previously purchased aggregate from applicant. Assistant City Attorney Mann stated that there was no conflict. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had not been received. Senior Planner Abraham presented the Staff report. Eric Higuchi representing the applicant, Nichols Rd. Partners, LLC, said he was available for any questions. Also, Todd Pendegrass with Werner Corporation and Civil Engineer, Keith Osborn K & A Engineering we also present for questions. Appearing to speak: James Beasley There was no further discussion. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:14 p.m. It was moved by Commissioner Klaarenbeek, seconded by Vice-Chair Carroll, and unanimously carried, to adopt the Resolutions. Resolution 2019-09: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPT FINDINGS THAT TENTATIVE PARCEL MAP NO. 37465 IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); Resolution 2019-10: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVE TENTATIVE PARCEL MAP NO. 37465 FOR THE SUBDIVISION OF A 234.6-ACRE SITE INTO FOUR PARCELS FOR FINANCING AND CONVENANCE PURPOSES LOCATED AT APNS: 389-200-035, 036, 038, 039, 389-210-008, 032, 034, AND 036. STAFF COMMENTS Community Development Director Taylor advised the Planning Commission of the Grand opening of the local Businesses in the City. He updated the Commissioners on the City's plan regarding the super bloom and the traffic. COi,IM ISSION E RS' COM M E NTS Commissioner Gray said the City of Lake Elsinore has made international news due to the traffic from the Super Bloom. Commissioner Armit thanked the Applicant for stockpiling the top soil for use and remediation later on. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 6:18 p.m. to Tuesday, April2,2019, at the Cultural Center, 183 N.
