Meeting Minutes
Tuesday, October 2, 2018
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 185 North Main Street, on the above date. The meeting was called to order at 6:02 p.m. by
Chairman Ross.
PLEOGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Gray.
ROLL CALL
Present: Commissioners, Gray, Armit and Klaarenbeek; Chairman Ross and Vice-Chair Carroll
PUBLIC COTUIMENTS - NON AGENDIZED ITEMS - 3 MINUTES
There were no members of the public appearing to speak.
CONSENT CALENDAR ITEM(S)
1 ) Approval of Minutes - September 4, 20 18.
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Armit, and canied to
approve meeting minutes.
PUBLIC HEARING ITETUI(SI
2) Planninq Apolication No. 2018-24 - Prooosal to lnstall a 1.478 Sq. Ft. Manufactured Home with an
Attached 138 So. Ft. Porch and a 400 So. Ft. Detached Garaoe.
The Public Hearing was opened at 6:04 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no conespondence
had been received.
Senior Planner Abraham presented the Staff Report.
The applicant did not wish to comment.
There were no members of the public appearing to comment.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:10 p.m.
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Gray, and unanimously
carried, to adopt the Resolution.
Resolution 2018-80:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2018-24 (RESIDENTIAL DESIGN
REVIEW NO. 20.18-1 1) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE
SPECIES HABITAT CONSERVATION PLAN (MSHCP).
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Gray, and unanimously
carried, to adopt the Resolution.
Resolution 2018-81 :
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALTFORN|A, APPROVTNG PLANNTNG APPLTCATTON NO. 2018-24 (RESTDENTTAL DESTGN
REVIEW NO. 2018-11) FOR THE TNSTALLATTON OF A 1,478 SQUARE FOOT MANUFACTURED
HOME WITH AN ATTACHED 138 SQUARE FOOT PORCH AND A 4OO SQUARE FOOT DETACHED
GARAGE LOCATED AT 373-022-005..adding Condition of Approval No. 27, to require additional
architectural enhancements under the eaves of the front elevation, and modify Condition of Approval
No. 28 and 34, adding reference to California Residential Code and California Building Code.
3) Planninq Aoolication No. 2018-59 (Ministerio Puerta Del Cielo) - A Request to Establish a Church
with Approximatelv 32 Members Located at 317 12 Casino Drive. Units 5-B and 7-C (Approximatelv
3.693 Sq. Ft. in Total Area).
The Public Hearing was opened at 6:'12 p.m. There were no conflict of lnterest disclosures.

closed at 6:19 p.m.
It was moved by Commissioner Armit, seconded by Commissioner Gray, and unanimously carried, to
adopt the Resolution.
Resolution 2018-82:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALTFORNTA, FTNDTNG THAT PLANNTNG APPLTCATTON NO. 2018-59 (COND|T|ONAL USE
PERMIT NO. 2018-18) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE
SPECIES HABITAT CONSERVATION PLAN (MSHCP); and,
It was moved by Vice-Chair Carroll, seconded by Commissioner Armit, noting the opposition of
Commissioner Klaarenbeek, to adopt the Resolution.

CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2018.59 (CONDITIONAL USE PERMIT
NO. 2018.18) TO ESTABLISH A CHURCH LOCATED AT 31712 CASINO DRIVE, UNITS 5.8 AND
7-c wlrH APPROXIMATELY 3,396 SQUARE Foor tN TorAL AREA (ApN: 363-'t7t-008). .adding a
new Condition of Approval No. 17, requiring the construction of a partition wall to construct a separite
and segregated lobby area. ln the event that, that wall cannot be constructed the assembly area shall
be expanded to incorporate that lobby area an additional parking shall be provided. iondition of
Approval No. a onetime review shall occur approxim ately 12 months from establishment of use for
review of potential impacts. ln addition, to clarify the hours of operation to limit them to the hours stated
in the business description as opposed to the hours of operation listed in the site plan.
