The meeting was called to order at 6:00 p.m. by Chairman Ross. PLEOGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Armit. ROLL CALL Present. Commissioners, Gray, Armit and Klaarenbeek; Chairman Ross and Vice-Chair Carroll PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 ttiINUTES There were no members of the public appearing to speak. CONSENT CALENDAR ITEM(SI 1) Aooroval of Minutes - August 7 and August 21, 2018. It was moved by Commissioner Gray, seconded by Commissioner Klaarenbeek, and carried to approve meeting minutes. PUBLIC HEARING ITEM(S) 2) Planninq Application No. 2018-31- A Request for the Construction of a Sinqle-Familv Residence of 2.068 Square Feet with an Attached 427 Sq. Ft. Two Car Garaqe Located Near the lntersection of Sumner Avenue and Matich Street. (APN: 374-101-007). The Public Hearing was opened at 6:02 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no conespondence had been received. Community Development Technician Poley presented the Staff Report. Apprearing to speak: Steve Enzio the Project Manager and Bob Winkle. There was no discussion from the Commissioners. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed 6:08 p.m. It was moved by Commissioner Klaarenbeek, seconded by Commissioner Gray, and unanimously carried, to adopt the Resolution. Resolution 2018-72:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2018-31 (RESIDENTIAL DESIGN REVIEW NO. 2018-14) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP) It was moved by commissioner Klaarenbeek, seconded by commissioner Gray, and unanimously carried, to adopt the Resolution. Resolution 2018-73: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CAL|FORNTA, AppROVtNG PLANN|NG AppLtCATtON NO. 2018-31 (RES|DENT|AL DEStcN REVIEW NO. 2018.14) FOR THE CONSTRUCTION OF A SINGLE-FAMILY RESIDENCE WITH 2,068 SQ. FT, OF TOTAL FLOOR ATEA, A 427 SQ. FT ATTACHED TWO-CAR GAMGE, A 98 SQ. FT. FRONT PORCH, A 141 SQ- FT, COVERED PATIO AND RELATED IMPROVEMNETS LOCATED AT APN: 374-101-007.-noting modifications to Conditions of Approval No.26,27 and 33b modifications to those Conditions of Approval would substitute the reference to the California Building Code to the California Residential Code. 3) on a 7.'150 So. Ft. Lot. Vice-Chair Carroll recused himself since he is an owner of a property that is affected by the Project. Resolution 2018-74: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2017-60 (RESIDENTIAL DESIGN REVTEW NO. 2017-28) rS CONSTSTENT W|TH THE WESTERN R|VERS|DE COUNTY MULT|PLE SPECIES HABITAT CONSERVATION PLAN (MSHCP). It was moved by Commissioner Klaarenbeek, seconded by Commissioner Armit, and unanimously carried, noting the recusal of Commissioner Carroll to adopt the Resolution. Resolution 2018-75:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNTA, APPROVTNG PLANNTNG APPLTCATTON NO. 2017-60 (RES|DENT|AL DEStcN REVIEW NO. 2017-28) FOR THE CONSTRUCTION OF A 3,454 SQUARE FOOT DUPLEX LOCATED Page 2 of 4 AT APN: 377 -244-Ol4.-noting modifications to Conditions of Approval No. 27, 28 and 34b, replacing reference to the California Building Code to the California Residential Code. 4) with a 508 Sq. Ft. Attached Garaoe. The Public Hearing was opened at 6:16 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no correspondence had been received. Senior Planner Abraham presented the Staff Report. The applicant did not wish to comment. The Commissioner's agreed that the Project had been improved. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:19 p.m. It was moved by Commissioner Armit, seconded by Vice-Chair Carroll, and unanimously carried, to adopt the Resolution. Resolution 20'18-76:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2017€9 (RESIDENTIAL DESIGN REVIEW NO. 2017.35) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECTES HABTTAT CONSERVATTON PLAN (MSHCp). It was moved by Commissioner Armit, seconded by Commissioner Klaarenbeek, and unanimously carried, to adopt the Resolution. Resolution 2018-77: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CAL|FORNTA, AppROVtNG PLANN|NG AppLtCATtON NO. 2017-69 (RES|DENT|AL DEStcN REVTEW NO. 2017-35) FOR THE CONSTRUCTTON OF A 1,900 SQUARE FOOT STNGLE-FAM|Ly RESIDENCE WITH A 508 SQUARE FOOT ATTACHED TWO-CAR GARAGE LOCATED AT 37 4'142-009 * noting modifications to Conditions of Approval No.26,27 and 33b, replacing reference to the California Building Code to the California Residential Code. 5) Plannino Application No. 2018-02 (New Ventures) - Prooosal to Construct a Five-Unit Apartment Complex on an Aoproximatelv 0.34-Acre Lot. The Public Hearing was opened at 6:23 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Senior Planner Abraham presented the Staff Report. The Commissioners had questions regarding the future Condo Map and discussed the project. The applicant Chad Logan thanked the Planning Commission and addressed the questions regarding Condo Map. It was moved by Commissioner Klaarenbeek, seconded by Vice-Chair Carroll, and unanimously carried, to adopt the Resolution. STAFF COili,IENTS Community Development Director Taylor announced there would be a Ribbon Cutting Ceremony for the new Parking Lot on Main St. and the State of the City Address will be held on September 27, 2018 Assistant Community Development Director Kirk advised the Commissioners that the Cannabis Applications were almost ready to go before the Planning Commission.
