The meeting was called to order at 6:00 p.m. by Chairman Ross. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Armit. ROLL CALL Present: Commissioners Gray, Armit and Klaarenbeek; Chairman Ross and Vice-Chair Canoll PUBLIC COilIi'ENTS - NON AGENDIZED ITEMS - 3 MINUTES There were no members of the public appearing to speak. CONSENT CALENDAR ITEM(SI 1) Approval of Minutes - June 5, 2018 and July 17, 2018. It was moved by Vice-Chair Carroll, seconded by Commissioner Armit, and carried to approve meeting minutes. PUBLIC HEARING ITEM(SI 2) Plannino Apolication No. 2018-60 (The Glen at Summerlv) - Desiqn Review for the Construction of 57 Sinole-Familv Residential Units. The Public Hearing was opened at 6:02 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no conespondence had been received. Senior Planner Abraham presented the Staff Report. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:07 p.m. It was moved by Commissioner Armit, adopt the Resolutions. Resolution 2018-66: seconded by Vice-Chair Carroll and unanimously carried, to A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPT FINDINGS THAT PLANNING APPLICATION NO. 2018.60 (RESIDENTIAL DESIGN REVIEW NO. 2018-21) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP) Resolution 2018-67: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,CALIFORNIA, APPROVAL OF PLANNING APPLICATION NO. 2018-60 (RESIDENTIAL DESIGN IFV]Eyi/llo 2018-21) PROVIDING BUILDING DESIGNS AND RELATED tMpRovErurNrS FoR s7SINGLE-FAMILY RESIDENTIAL UNITS LOCATED WITHIN TRACT 31920.18 OF THE SUMMERLYDEVELOPMENT OF THE EAST LAKE SPECIFIC PLAN (APNS: 371-270.006 and 024). 3) Chanoe No. 2018-02. The Public Hearing was opened at 6:08 p.m. There were no conflict of lnterest disclosures.Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence hadbeen received. Vice-Chair Carroll recused himself since he is an owner of a property that is affected by the SpecificPlan. Planning Manager MacHott presented the Staff Report. Members of the public appearing to speak: Brett Masters, Ruth Atkins, Grace Sandlin, Arlene Morenoand Helen Smith. The commissioner's discussed details and had question about the specific plan. There being no further response to the Chairman's invitation to speak, the public Hearing was declaredclosed 7:19 p.m. It was moved by Commissioner Armit, seconded by Commissioner Klaarenbeek and unanimously carried, to adopt the Resolutions, noting the recusal of Vice-Chair Carroll. Resolution 2018-68: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF FINDINGS THAT THE DOWNTOWN ELSINORESPECIFIC PLAN (SP 2O18-O2), GENERAL PLAN AMENDMENT NO. 2018-02, AND ZONE CHANGENO. 2018-02 ARE CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIESHABITAT CONSERVATION PLAN (MSHCP). Resolution 2018-69:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF THE DOWNTOWN ELSINORE SPECIFIC PLAN(sP 2018-02). Resolution 2018-70:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF GENERAL PLAN AMENDMENT NO. 2018-02. Resolution 2018-71.A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF ZONE CHANGE NO. 2018.02. Page 2 of 3 STAFF COMMENTS Community Development Director Taylor notified the Commissioners of the future Prolects. COMi,IISSIONERS' COMMENTS The Commissioner's had no comments. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:27 p.m. to Tuesday, September '18, 2018, at the Cultural Center, 183 N.
