Meeting Minutes
Tuesday, April 17, 2018
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 185 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by
Chairman Gray.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Carroll
ROLL CALL
Present: Commissioners Carroll and Klaarenbeek; Chairman Gray and Vice-Chair Ross.
Absent: Commissioner Armit
PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 TUINUTES
There were no members of the public appearing to speak.
PUBLIC HEARING ITEM(S)
Plannino Application No. 20'17-51 - A Reouest to Construct a Two-Storv 2.715 Sq. Ft. Sinole-Familv
Residence with a 427 So. Ft. Attached Two-Car Garaqe.
The Public Hearing was opened at 6:01 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Community Development Technician Poley presented the Staff Report.
Principal Planner Kirk advised the Planning Commission that Condition of Approval No. 8, there's a
discussion of revised elevations with some slight enhancements to be submitted prior to building
permits.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:07 p.m.
It was moved by Commissioner Klaarenbeek, seconded by Vice-Chair Ross, and unanimously carried,
noting the absence of Commissioner Armit, to adopt the Resolutions.
Resolution 2018-29:
adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT PLANNING APPLICATION NO 2017-51 (RESIDENTIAL DESIGN
REVIEW NO.2017.22) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE
SPECIES HABITAT CONSERVATION PLAN (MSHCP)
Resolution 2018-30:
adopt A RESOLUTION OF THE PLANNING COMMSSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING PLANNING APPLICATION NO. 201 7.51 (RESIDENTIAL DESIGN
REVTEW NO 2017-22) FOR THE CONSTRUCTTON OF A 1,589 SQUARE FOOT TWO-STORY
SINGLE-FAMILY RESIDENCE WITH AN ATTACHED TWO-CAR GARAGE AND RELATED
IMPROVEMENTS LOCATED AT APN: 377-273-015.
1) Plannino Aoolication No. 201 8-28 (Residential Desion Review No. 2018-04) - A Minor Desiqn
Review Request Bv Habitat for Humanitv ln Partnership with the Citv of Lake Elsinore to Relocate The
Historic Jean Havman House from 307 N. Main Street to a Citv Owned Vacant Parcel located at 310 E.
Potterv Street.
Commissioner Carroll disclosed that he owned the adjacent property to the Project and recused
himself.
The Public Hearing was opened at 6:08 pm. There were no conflict of lnterest disclosures.

Community Development Director Taylor Presented the staff report.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:20 p.m.
It was moved by Vice-Chair Ross, seconded by Commissioner Klaarenbeek, and unanimously carried,
noting the recusal of Commissioner Carroll and; the absence of Commissioner Armit, to adopt the
Resolutions.
Resolution 2018-31 :
adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING FINDINGS THAT PLANNING COMMISSION APPLICATION NO, 2018-28
IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT
CONSERVATION PLAN (MSHCP); and,
Resolution 2018-32.

Principal Planner Kirk presented the Staff Report.
It was moved by Chairman Gray, seconded by Commissioner Klaarenbeek, and unanimously carried,
noting the absence of Commissioner Armit, to adopt the Resolutions to adopt the Resolution.

Resolution 20'18-33:
adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CIry OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT THE SUMMARY VACATION OF COLLIER AVENUE AS DESCRIBED
ON THE ATTACHED PLAT MAP AND LEGAL DESCRIPTION CONFORMS TO THE LAKE
ELSINORE GENERAL PLAN; AND,
4) Manufactured Housinq - Desiqn Guidelines for the lnstallation of Manufactured Homes within the
Citv.
Senior Planner Damaris Abraham presented the Staff Report.
The Commissioners had questions for staff. The Commissioners provided recommendations about
adding another design guideline.
STAFF COMTUENTS
Community Development Director Taylor spoke of future Projects and replied to questions the
Commissioners had regarding the sports complex.
Principal Planner Kirk said that accepting Cannabis Applications ended. There were 13 applications
submitted.
COMMISSIONERS' COMMENTS
There were no comments from the Commissioners.
ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 6:47
p.m. to Tuesday, May 1, 2018, at the Cultural Center, 183 N. Main Street, Lake Elsinore, CA 92530.
